Deploy police more as 'peace officers': Muhyiddin

KUALA LUMPUR -- Deputy Prime Minister Tan Sri Muhyiddin Yassin today suggested that the Royal Malaysia Police deploy its personnel on duty in such a manner that they are seen by the public as "peace officers" rather than only as "law enforcers".

Launching the police Open Day at Merdeka Square here, he said the force should enable the personnel to endear themselves to the public to foster closer police-people relations.

"I wish to suggest that the police consider the potential of rotating its officers and men in community policing to enable more police personnel to be exposed to a people-friendly environment," he said.


Muhyiddin said a strong bond between the police and people was the basis of a smart partnership that provided for early detection of crime and enforcement of the best strategy to overcome it.

"Crime prevention depends on not only awareness of community crimes but also on the cooperation the local people extend to the police," he said. -- Bernama

'Apology an admission he has gone overboard'

KUALA LUMPUR: Penang Chief Minister Lim Guan Eng's apology to the sultan of Johor over his remarks on the state indicates that Lim is aware that he had made a mistake, said Prime Minister Datuk Seri Najib Razak.

Najib said it was hard for Lim to deny it, given that there was a recording of him making the alleged remarks.


"If he can deny making such remarks, I believe he would not have apologised.

"This (the apology) means it is an admission that he has gone overboard with his words," Najib said after chairing the Umno supreme council meeting here yesterday.

On Lim's move to prevent certain media from covering his press conferences, Najib said Umno did not practise such a policy.


"He (Lim) allows some media to cover him, and prevents some from covering him. But in Umno, we allow all to cover us, including those who do not provide favourable reports about us."

On hudud, Najib said Kelantan failed to implement hudud despite talking about it for the last 20 years.

"We'll see whether they are serious or not. They said they wanted to do it all this while, but they never did," he said.

Man found dead in front of house

KUALA LUMPUR -- A man, with stab wounds on the body, was found dead in front of a house at Taman Mutiara Timur, Cheras near here yesterday.

Cheras district police chief ACP Mohan Singh Tara Singh said prior to that, a security guard at the housing area saw the victim running while shouting for help and then collapsed.

He said the incident occurred about 10.45 pm.


Police identified the victim as a 25-year-old clerk who lived alone in the housing area, he said when contacted by Bernama today.

Mohan Singh said the body was sent to the Universiti Kebangsaan Malaysia Medical Center for a post-mortem. -- Bernama

MCA to pick candidates for next general election based on performance, winnability, not gender

KUALA LUMPUR -- MCA will pick its candidates for the next general election based on the performance and winnability factors and not on gender consideration, its secretary-general Datuk Seri Kong Cho Ha said today.

He said this had been the practice of the party in past elections.
"It'll be based on the chances of winning, who are the best candidates determined by the winnability factor," he told reporters after opening the 36th Wanita MCA annual general meeting at Wisma MCA, here.

He was asked whether the party would field more women candidates in the next general election.

He noted that Wanita MCA would play an important role in efforts to capture more votes in the next election.


Kong said MCA was in a better position to face the 13th general election as party members were more focused and united, and this was evident from the feedback that he had received.

Earlier, in his opening speech, Kong thanked Prime Minister Datuk Seri Najib Tun Razak for helping the Malaysian Chinese Women Entrepreneurs Foundation with a RM30-million fund for a micro-credit scheme through a unique partnership between the government, private sector and a non-governmental organisation.

Launched in July, the foundation has enabled women entrepreneurs to borrow between RM5,000 and RM10,000, depending on the type of business.
About 4,500 women would benefit from the loan scheme which was mooted by Lim Clan Associations of Malaysia advisor Tan Sri Lim Soon Peng.

Meanwhile, Wanita MCA chief Datuk Yu Chok Tow said the wing would nominate more new faces who had a good chance of winning, and that these candidates were capable and academically highly qualified.


She told reporters it was necessary for the MCA to field more women candidates than the 15 in the general election in 2008 so as to achieve the 30 per cent participation of women in politics.

Yu said 106,604 of the 431,648 Wanita MCA members were young women, and the wing was prepared to allow the young to be fielded as candidates.

In her speech, Yu said the MCA had done a lot for the Chinese community, including in education through the establishment of the Tunku Abdul Rahman College and Universiti Tunku Abdul Rahman.

She also said that Wanita MCA opposed the proposed implementation of "hudud" law (Islamic criminal law) by PAS, which she described as a political strategy of the opposition party.

Yu said the differences in opinion among the leaders of the opposition parties showed that each party had its own agenda and they were not keen on development of the nation as whole. -- BERNAMA

Roller-coaster ride ahead for KL shares

Share prices on Bursa Malaysia are anticipated to undergo a roller-coaster ride next week as sentiment continues to be buoyed by the gloomy global economic outlook.

Affin Investment Bank Head of Retail Research Dr Nazri Khan said the FBM KLCI is likely to range between 1,350 and 1,400 next week.

"In fact, the most serious concern affecting emerging markets is the fact that China may have decelerated its economic momentum," he told Bernama.

He said a serious weakness in Chinese manufacturing has raised concerns that China was not growing fast enough to fill the vacuum left by the United States.

The collapse of the share market in China, from its high last year, along with other large emerging markets, he said, was a clear early warning that the global economy was slowing down. "Going forward, we believe further development on Europe's decision to enlarge the European Financial Stability Facility coupled with US Federal Reserve Chairman Ben Bernanke's statement on creative economic policy would serve as the major catalyst for global equities next week," he said. On the positive side, Dr Nazri said, the upcoming budget, to be unveiled on Oct 7, could give some momentum.

"Possible announcements on extending the retirement age for private sector employees and further liberalisation policies will be positive for the local market," he said. For the week just-ended, Bursa Malaysia was on an upward trend, with investors tracking gains in regional markets on renewed hopes that European officials will take bold steps to resolve Europe's debt crisis.

On a week-to week basis, the key FBM KLCI ended 21.19 points higher at 1,387.13, from 1,365.94, registered last Friday.

The FBM Emas increased 163.95 points to 9,397.57, the FBMT100 gained 179.15 to 9,253.74, the FBM Ace Index rose 6.13 points to 3,597.95 and the FBM70 Index advanced 348.30 points to 10,015.02.

The Finance Index added 100.73 points to 12,659.28, the Plantation Index perked 81.93 points to 7,074.09 while the Industrial Index was up 19.99 points at 2,546.43.

Total weekly volume increased to 4.825 billion shares, worth RM8.11 billion, from 4.039 billion shares, worth RM7.481 billion, recorded last week.

Main market turnover rose to 3.771 billion shares, valued at RM7.999 billion, from 3.04 billion units, valued at RM7.354 billion, registered last week.

Warrants increased to 340.005 million units, valued at RM19.531 million, from 324.911 million units, valued at RM16.896 million, transacted last week.

Volume on the ACE market increased to 687.764 million units, worth RM80.966 million, from 638.183 million units, worth RM86.892 million, registered last week. -- Bernama

Ringgit likely to breach 3.20 level next week

Developments on the euro zone debt crisis will continue to influence the ringgit's direction and the currency is likely to breach the 3.20 level next week, dealers said.

Key events that are likely to influence the ringgit's movement include Germany's approved euro zone bailout plan and the possibility of further monetary easing policies. "The local unit will be under pressure next week in cautious trading," said one dealer, adding that the 2012 Budget would be closely monitored for any further impetus.

During the week, the ringgit was traded mostly lower against the US dollar as the lingering euro zone crisis and bleak economic outlook in the US kept investors at bay.

On a Friday-to-Friday basis, the ringgit weakened against the US dollar to 3.1870/1910, from 3.1650/1674, previously while it eased against the Singapore dollar to 2.4549/4591, from 2.4446/4476, last Friday.

It appreciated against the yen to 3.1470/1528 versus 3.1492/1545 previously and declined against the British pound to 4.9724/9789, from 4.8890/8936, last week and dipped against the euro to 4.3142/3213, from 4.2838/2880, previously. -- Bernama

Legend Lomu 'in really bad shape'

AUCKLAND: All Blacks legend Jonah Lomu is "in really bad shape" as he battles kidney problems in an Auckland hospital, it was reported yesterday.

Lomu, who suffers from a rare kidney condition, was admitted to Auckland Hospital's renal unit last week suffering from an undisclosed illness.

The hospital and Lomu's representatives have released no official word on his condition but the Dominion Post yesterday quoted unnamed sources close to the 36-year-old as saying there were fears major complications had set in.


The source described Lomu as "seriously ill".

Lomu, who played a starring role in the Rugby World Cup opening ceremony on Sept 9, was diagnosed in 1995 with the rare kidney disorder nephrotic syndrome, which causes fatigue, weakness and kidney failure over the long term.

The devastating winger still ignited the 1995 and 1999 World Cups, becoming rugby union's first global superstar, but the illness eventually cut short his playing career.


He underwent a kidney transplant in 2004, receiving an organ donated by New Zealand radio announcer Grant Kereama.

The extent of Lomu's health woes have been kept under wraps after his management reportedly signed an exclusive deal with a women's magazine for the story of his illness.

His former All Blacks teammate Kees Meeuws urged Lomu to tell fans about his condition yesterday, complaining to TVNZ that they were being kept in the dark. -- AFP

AUCKLAND: Canada flanker Adam Kleeberger's hirsute fashion statement has caught on among the crowds at the World Cup, something captain Pat Riordan described as "awesome".

Kleeberger sports a huge beard, fake ones of which have been worn by increasing numbers of Canada fans, who often also don costumes like lumberjacks or mounties, the red-liveried mounted policemen.

"The beards are pretty popular," said Riordan, himself clean-shaven.


"I couldn't believe it getting off the plane in Napier, there were little kids and old ladies who had the beards on. The bus driver had a beard on. So someone's doing well there."

They love their golf in Ireland and the Emerald Isle boasts some of the world's best players in reigning US Open title-holder Rory McIlroy, last year's winner Graeme McDowell and 2011 British Open champion Darren Clarke.

But it seems the trio's standards of sportsmanship and, less surprisingly, skill were not maintained by the Ireland rugby team when they enjoyed a day off from training at the St Clair golf course on Thursday ahead of this weekend's crunch World Cup clash against Italy in Dunedin tomorrow.


According to the Otago Daily Times, one of the best golfers on show was Ireland manager Paul McNaughton who was nevertheless subjected to a "slow hand clap and heckled as he prepared to drive" by the players. Shame.

Russia's Australian-born lock Adam Byrnes has been impressed with the hardnosed attitude displayed by his new teammates from eastern Europe which he says compares favourably with the more privileged Super-15 and European Cup stars.

Byrnes should know having previously played for the current provincial champions in each hemisphere before joining Russia in their World Cup debut.


"There is a massive difference in attitude. They just shut up and get on with it. Basically, there is no complaining," said Byrnes, whose maternal grandparents were born in the Soviet Union. -- AFP
