Government invites suggestions on ways to improve energy effciency Posted: 24 Jun 2011 10:21 PM PDT Government invites suggestions on ways to improve energy effciency GEORGE TOWN: Deputy Prime Minister Tan Sri Muhyiddin Yassin today called for suggestions from the private sector on ways to improve the efficiency of energy generation and utilisation, and mitigate the burden of businesses and the public. He said adequate consultations between the government and private sector organisations at the national level would always be taken into account before any major changers were made to the infrastructure and public utility tariffs and subsidies. "I understand the private sector's concern about the adverse impact on the cost of production as well as the cost of living as a result of the increase in electricity and gas tariffs," he said at the opening of the 65th Annual General Meeting of the Associated Chinese Chambers of Commerce and Industry of Malaysia(ACCCIM) here. Meanwhile, he said the main hindrance to the country's economic transformation could well be complacency about the importance of human capital development in society. Thus, he said, Malaysia must now embark on a more comprehesive programme to train the younger generation to be more inquisitive and dynamic in economic endeavours. "Our young people should be more focused and hardworking to achieve a better quality of life for their own good, and for the wellbeing of the society as a whole," he said. Muhyiddin said this could only be realised through acquiring knowledge that can be applied to improve products and services, to innovate and move up the value chain. "We need a bigger pool of talent to generate momentum in R&D in various sectors of the economy, and in this respect, I urge the private sector to increase its investment in R&D," he added. On the ACCCIM, he said the chambers had been very active over the decades not only in championing the cause of its members and the business community, but also in promoting the growth of the national economy in close cooperation with the federal government. He also congratulated the ACCCIM for establishing its own Socio-Economic Research Centre (SERC) to provide proper research and up-to-date information on economic issues. Syariah courts' compromise system effective Posted: 24 Jun 2011 07:48 PM PDT 2011/06/24 By Satiman Jamin news@nst.com.my KUALA TERENGGANU: The Terengganu Syariah Court has done away with lawyers for divorce cases in its inquisitorial system, which was adopted in January this year, where judges ask couples the relevant questions to settle their cases. This is unlike the previous adversarial system where the judge only functions as a referee in the arguments between the two sides, often put forth by their lawyers. Backed by sulh (peaceful settlement or compromise) mediation sessions, the inquisitorial system has proven to be so effective that 96 per cent, or 1,401 of the 1,453, divorce cases filed last year were settled within the year, and 111 cases settled during sulh sessions without them being heard in court. Sulh sessions also saw 66 per cent of the 183 child maintenance applications settled within the year. Terengganu Syariah Court chief registrar Wan Mohd Zakri Wan Mohd said this had made them (the syariah court) among the best performing in the country, and now the aim was to make the achievement part of their key performance indicator (KPI) where all cases have to be heard within 21 days from the date of filing into the e-syariah system. Zakri said he and Terengganu chief syariah judge Datuk Ismail Yahya saw the efficiency and relevance of the inquisitorial system in the Malaysian context during their visit to Saudi Arabia in December last year. He said changes to the system started last year. "In the inquisitorial system, the syariah judge would ask the questions to find out the facts of the case that would enable him to arrive at a decision according to the syariah laws. "It is more efficient and direct, without arguments, counter arguments and winding up of arguments to bog a case down," he said. To ensure a smooth process of the system in every syariah courtroom in the state, there are three LCD (liquid crystal display) monitors -- one for the judge or his assistant to type the proceedings, and two facing the audience so that the parties involved could give their feedback on what was being written by the judge. Once the judge has made his decision, all parties can have a copy of the judgment on the spot. Elaborating on the sulh sessions, Zakri said the procedure also saw many cases being solved after the couples were encouraged to talk to each other, with a court official as a mediator. "All cases will be sent to our sulh officers as part of our pre-trial procedure. Previously, the case goes directly to court, without a chance for out of court settlement," he said, adding that some couples withdrew their divorce applications after going through the sessions. "If the couple still want to get a divorce after the sessions, the officers will try to settle as many related issues as possible. "Most of the time, the amount for child maintenance and custody are agreed upon during the sessions while more complicated issues like harta sepencarian (joint assets accrued during marriage) are settled in court." Zakri said for cases solved during sulh sessions, the points agreed were brought to a syariah judge and made into a binding court order. Many blamed the heavy rain which started to pour earlier but the rain had stopped before the Tok Guru took the microphone. There was an estimated crowd of about 200 people; its usually not the case as Pas supporters would braved the rain, willing to be soaked to the skin to listen to the party's spiritual leader and Kelantan menteri besar speak. The Sungai Terah polling district has about 95 per cent of Malay voters; in the 2008 general election, Barisan Nasional only managed 78 votes compared to Pas' 215 votes. That was how strong the Islamist party's influence there then. But Umno leaders are anticipating that the situation could change, they believe the level of support to Pas may dip when some 300 registered voters there go to the ballot again on Nov 4 to pick their new representative in the state legislative assembly. "Our candidate Abdul Aziz Yusoff had done a good job in the area, the people know him well because he had served the area as a manager in the South Kelantan Regional Development Authority (Kesedar). Pas leaders wanted more direct contacts with voters be carried out; opting for small group ceramah and door to door campaigning, which ironically the same strategy that Umno and BN has adopted. No big rally had been planned on BN's side either, including the "Pentas Pemuda" that usually make its appearance in past by-elections. Only eight mini ceramahs involving between 30-40 people and similar number of 'salam sayang" programmes (chit chat sessions) by wanita Umno are being organised daily. Umno youth chief Khairy Jamaluddin and his troops have been knocking on doors of those identified as fence-sitters in several areas daily. They even bumped into their opponents during their campaign trails, like the on in Kampung Mentara where Pas had won by 11 votes in the area in 2008. A source also revealed there is a list of do's and dont's for Pas campaigners and that include not touching the Kelantan oil royalty issue and on Gua Musang MP Tengku Razaleigh Hamzah, who is also the BN by-election director. Aziz, who is Gua Musang Umno division secretary, also refuted claims that the BN election machinery for Galas by-election was too slow. He said the party machinery was actually giving more focus on small gatherings which would enable them to understand the people's problems and needs. "From the feedback that I personally gathered from voters, they are frustrated with the Pas state government's failure to issue land titles and provide affordable homes for them," he said. Umno information chief Datuk Ahmad Maslan who was present said BN would continue with its present approach, which was to hold dozens of small gatherings at different polling districts daily. "We will use these gatherings to explain on BN government's development plan and counter all the allegations made by the opposition. "It's more effective compared to big ceramahs," he said. US stocks skid on fresh eurozone fears Posted: 24 Jun 2011 06:42 PM PDT NEW YORK: US stocks fell hard Friday as fresh concerns about eurozone financial stability, this time focusing on Italy, unnerved investors already rattled by the Greek debt crisis. The Dow Jones Industrial Average tumbled 115.42 points (0.96 per cent) to close at 11,934.58. The broader S&P 500 dropped 15.05 points (1.17 per cent) to 1,268.45, while the tech-heavy Nasdaq Composite shed 33.86 points (1.26 per cent) to close at 2,652.89. Investors were shaken when Italian bank stocks fell suddenly on warnings of a possible downgrade by Moody's and yields on Italian government bonds surged, sparking fear that the eurozone's debt troubles could be spreading. Underscoring the concerns about Italy's fiscal weakness, the spread between Italian and German 10-year bonds hit 212 basis points -- their highest level since the creation of the euro. The fresh jitters from Italy, combined with ongoing worries about whether Greece can avoid a potentially destabilizing default, overshadowed upbeat economic reports from the United States, analysts said. "It's all about Greece," said Peter Cardillo of Avalon Partners. "We had some good economic numbers but the focus remains on the Greek situation." In the United States, orders for manufactured durable goods rose 1.9 per cent in May, rebounding from a sharp decline in April, the US Commerce Department said in a monthly report. The US government also revised its final figure for first-quarter economic growth to 1.9 per cent, up from its earlier estimate of 1.8 per cent. Google fell 1.1 per cent after the Internet search giant confirmed it was being targeted in an antitrust probe, which was first reported on Thursday. PRIMED FOR SUCCESS Posted: 23 Jun 2011 10:32 AM PDT PRIMED FOR SUCCESS 2011/06/24 By Chuah Bee Kim The disabled who received training at SMPK Vokasional Indahpura in Kulaijaya have moved on to greater things in life SOME live in a realm of silence, some in a world of darkness, but with determination and drive, equal opportunities await the deaf and the blind. Nazri Haswan, for instance, was born blind but he is a self-taught musician who also runs a foot reflexology centre in his homestate of Pahang. The 20-year-old opened the centre in 2008, shortly after graduating from the Sekolah Menengah Pendidikan Khas (SMPK) Vokasional Indahpura in Kulaijaya. Nazri, the eighth in a family of nine siblings and the only one blind, said his foot reflexology centre is doing moderately well. "When I am not there, my sister will manage the place," he said. Nazri grew up listening to rock songs, and taught himself to play the guitar at the age of 9. In November 2002, the first Special Education School with a three-in-one concept for the learning disabled and the hearing- and visually-impaired was set up in Johor. Two adjacent schools, SMK Indahpura 2 and SK Indahpura 3 in Kulaijaya, merged to create this school SMPK Vokasional Indahpura. It opened in 2004 to offer various types of courses to the blind and visually-impaired, the deaf and hearing-impaired, and slow learners. It has produced artists, graphic designers, professional photographers and entrepreneurs. The courses include computer graphics, hairdressing and beauty, foot reflexology, hotel room housekeeping, laundry and cooking, academic subjects, music, sports and religious studies. The school currently has 172 students and 69 teachers, most of whom are well-versed in sign languages. Najiha Imirin, an English language teacher, said it is the teacher's duty to assess the strengths and weaknesses of each student. "Some may not be able to cook, but are more adept at housekeeping or laundry. "Just like those who are normal, children with special needs also have talents," said Najiha, who has been teaching at the school for the past five years. Carolence Jaulin, who teaches how to do facials to the hearing-impaired, said some of the students were quick to forget what they had been taught. "Teachers need to have patience when teaching at this school, but the challenge is worth it, and the experience satisfying," said Jaulin. She has eight students in her class so she can give more attention to each of her students. Nur Hafaidah Mohd Najamudin, who teaches cooking, said her students were taught how to handle food, make stock and soup and come up with a variety of dishes and desserts. The Sultan of Johor, Sultan Ibrahim Sultan Iskandar, accompanied by his children, the Tunku Mahkota of Johor, Tunku Ismail, Tunku Aminah, Tunku Abdul Jalil and Tunku Abu Bakar, paid a visit to the school in conjunction with Kembara Mahkota Johor 2011. The royal guests were treated to a marching drill by the deaf and hearing-impaired students and to a demonstration of goalball, which is a game for the blind and visually-impaired. Muhamad Khairul Anuar Hussin, a teacher and goalball coach from Maktab Sultan Abu Bakar (MSAB), said the game was introduced in 2002. "Johor is the first state to produce a team comprising teenage players," said Khairul. "SMPK Vokasional Indahpura invited MSAB and students of Sekolah Kebangsaan Pendidikan Khas Princess Elizabeth for today's exemplary goalball demonstration," he added. The game consists of six players wearing eye-shades trying to push the ball into their opponent's goal net, which is 9m long. SMPK was declared a cluster school of excellence by Deputy Prime Minister Tan Sri Muhyiddin Yassin in 2009. The school also garnered four goal medals, three silvers and a bronze in the 15th Malaysian Paralympic Games at the Stadium Hang Jebat in Krubong, Malacca, last year for bowling, swimming and petanque (lawn bowls). Posted: 23 Jun 2011 10:03 AM PDT Who do you call to remove the mess? 2011/06/24 by Jassmine Shadiqe AS I was warming up my four-wheel-drive on Friday morning before heading for work, I saw a man who I thought to be in his 20s. The well-built man was about 170cm tall, had blond hair and was sticking advertisement notices of illegal money-lenders onto road signage at my housing estate in Bandar Baru Uda, Johor Baru. Unfortunately, I did not have my camera on me to capture him red--handed. So, the next best thing to do was to stop him in his tracks, I thought. So, I honked at him and gestured him to stop, but he ignored me and gave me a stare. Then he continued what he did. There were several other residents in the vicinity, including a resident in his 40s who works with the Fire and Rescue Department. I approached him to relate what happened. He told me that he, too, had seen these "runners" (a term used for those working with illegal money-lenders, whose job is to paste the ads) but did not know who to report them to. Often when I write articles, the powers-that-be always stress that cooperation between the public and the authorities are the best way to curb the problems, be they crimes or vandals. The authorities urge the public to be their eyes and ears in order to alert them of any illegal activities in their neighbourhoods. I, too, did not have the relevant agency's hotline number, thus I immediately called the Johor Baru City Council's public relations officer Firdaus Hamid and told him about what had happened. He promised that an enforcement team would be dispatched to the scene as soon as possible. I could not wait for the enforcement officers to arrive, as I was already running late for an assignment. I believe many of us have experienced times when we wanted to inform relevant authorities to take action or alert them of a certain problem, but were clueless as to who to call. For instance, almost everyone knows that the emergency number is 999, but often we are given the runaround when calling this number. Thus most of us dread calling. Now, it seems, most agencies have their own hotlines or toll-free numbers, including the Johor police's 24-hour hotline (07-221 2999). So far, the Johor Police hotline has been reliable. At anytime, the call would be answered by an experienced officer by the time it rings thrice. The officer will immediately get information about the situation, instead of asking petty details about the caller. Even commercial vehicles and lorries have stickers behind, asking motorists to call a particular number when the driver is found to be driving recklessly or the vehicle is emitting too much smoke, for instance, but that phone would not normally be picked up, based on my personal experience. The same can be said of emergency lines, hotlines, and even customer service lines such as ordering pizza at peak hours, especially on weekends. Back to the matter of stickers promoting illegal money-lenders. This might create the impression that Johor Baru is a loan shark city. It also makes it difficult for the public to locate addresses and makes housing estates look messy. Municipals councils are in fact spending much money to remove these stickers. As citizens, we can play our part by calling the Johor Baru City Council toll-free number 1-300-880-146 or its enforcement unit at 07-226 1025/07-221 4623, when we spot the runners pasting the stickers. Or we could organise gotong-royongs in our respective housing estates and remove these stickers. By doing so, we ensure that our guests and deliverymen do not lose their way finding our houses. We can also foster closer ties among our neighbours as we work hand-in-hand to clean up our housing estates. United we stand, divided we fall. Japan radiation drone makes emergency landing Posted: 23 Jun 2011 10:47 PM PDT TOKYO: A small aerial drone measuring radiation over Japan's stricken Fukushima nuclear plant went out of control Friday and made an emergency landing on a reactor building roof, the operator said. Tokyo Electric Power Co. said the T-Hawk, weighing nearly eight kilograms (17 pounds), caused no obvious damage to the facility. "It went out of control and made an emergency landing on the roof of the reactor number two building," a TEPCO spokesman said, adding that "we see no fire or smoke at the moment". KUALA LUMPUR: Datuk Shazryl Eskay Abdullah, Datuk Shuib Lazim and Tan Sri Rahim Thamby Chik (Datuk T) were charged in the magistrate's court here today over the screening of a sex video. Businessman Shazryl and former Perkasa treasurer-general Shuib pleaded guilty to openly screening a sex video between a man and a woman. Former Melaka chief minister Rahim pleaded guilty to abetting them. Shazryl and Shuib were charged under Section 292 (A) of Penal Code (Act 574) and punishable under Section 292 of Penal Code. The charge read together Section 34 of Penal Code carries a three years' jail term or fine or both on conviction. Rahim was charged under Section 292 (a) of Penal Code (Act 574) read together with Section 109 of Penal Code. They were charged with committing the offence in room Seri Makmur of Carcosa Seri Negara Hotel here between 10am and and 12pm on March 21. They pleaded guilty after the charge was read to them before magistrate Aizatul Akmal Maharani. Datuk Kamaluddin Mohd Said and Mohammad Zakaria Hanafiah prosecuted. Some of these houses and condominiums will be built on a portion of the Sungai Besi airport site —a prime spot—after the Royal MalaysianAir Force air base shifts to Sendayan, Negri Sembilan, PrimeMinister Datuk Seri Najib Razak said yesterday. Under this Perumahan Rakyat 1Malaysia (Prima) project, deservingMalaysians will be able to own quality homes at below market prices. They can also take advantage of the "My First Home Scheme" launched inMarch.This scheme allows Malaysians earning less than RM3,000 per month to obtain 100 per cent financing from selected financial institutions for houses costing between RM100,000 and RM220,000with a repayment period of 30 years. Najib said a special unit under the PrimeMinister's Department would decide who were eligible to buy these Prima homes. The government, he said, would provide the land for developers to construct quality housing for the people. "The idea is that they (developers) don't make money, nor do I want them to lose. They are there to provide quality, affordable housing for the rakyat. This is not going to be a commercial project. The government will provide the land for them. "So we want them to give quality affordable housing and they have to present to us their business model. We 'll do the business analysis and make sure they will not make any money or lose any either. This is a social business model, quite different from a business model." With Najib at the radio station was his son, Norashman, who spoke fluent Mandarin with presenters Jack and Jane and described his father in Mandarin as "not very strict, but has high expectations of him and would like him to get a good wife". "I have the greatest expectations of what I hope he can accomplish in life. In that regard, I do hope he gets a good wife. I can choose one for him," Najib replied. When asked who Norashman's favourite artiste was, Najib said he did not know because Norashman was a talented deejay who spun all kinds of music in his room. "He's got a special skill and he is always in his room. My room is quite far from him and he does it at odd hours so it doesn't disturb me." During father-son moments, he said they watched football, golf and television series like Air Crash Investigation and Crime Scene Investigation (CSI). On how often he used Facebook and Twitter, Najib said it all depended on how much time he had. "It also depends on my mood. I'm only human and sometimes you're in the mood to tweet and sometimes yo u 're not. So, sometimes, I don't do it even if I have the time. Last night, I was tweeting in between the things I had to do and the people who came to visit because I was very excited about the Kedai Rakyat." When asked if he knew about the hit game Angry Birds, Najib said he had heard of it but had not tried it out yet. "I usually play Hangman because it challenges me. I would like to try (Angry Birds) one day. It is popular among the youths. Although I'm not part of that generation, I would like to think I'm still young."
