(Reuters) - NBA legend Bill Russell was cited on Wednesday for having a loaded gun in his carry-on luggage at the Seattle-Tacoma International Airport, federal and airport officials said on Saturday.

Transportation Security Administration officials found a .38 caliber Smith & Wesson handgun in a male passenger's carry-on bag on Wednesday evening, according to a TSA spokeswoman. The man was traveling to Boston.

An airport spokesman, in a recorded telephone message, identified the passenger as Russell, the 79-year-old National Basketball Association Hall of Famer, who lives in the Seattle area.

The TSA spokeswoman said the gun contained six rounds. TSA contacted Port of Seattle police, who cited Russell for having a weapon in a prohibited area, a state violation, the airport message said. The firearm was confiscated, and Russell was released.

Firearms are prohibited in carry-on baggage. They may be carried unloaded in checked baggage and stored in a locked, hard-sided container, according to the TSA.

A representative for Russell could not be reached for comment.

Russell had been a star with the Boston Celtics in the 1950s and 60s, and was named NBA most valuable player five times. He later served as coach of the Seattle SuperSonics during the 1970s.

Neighboring Pennsylvania, New Jersey illustrate array of efforts to legalize gay ... - Washington Post

Posted: 19 Oct 2013 08:38 AM PDT

While gay marriage has long been on the table in New Jersey, a sudden flurry of court decisions has sent it hurtling toward reality, with the main obstacle being a moderate Republican governor with apparent presidential aspirations.

Across the Delaware River in Pennsylvania, advocates are pecking away at a 1996 gay marriage ban by introducing bills in the Legislature, defiantly issuing marriage licenses in localities and taking the issue to court — with few people conceding the tactics will work anytime soon in a big state with a socially conservative spine.

"I don't think it is going to happen next year. ... It's going to take leadership from the top," said state Rep. Mike Fleck, an openly gay Republican who represents a rural, conservative district in Huntingdon County, nestled in the Allegheny Mountains.

The different approaches — and levels of success — in the two neighboring states illustrate the many ways the effort to legalize same-sex marriage is playing out nationally in the months after the U.S. Supreme Court struck down parts of a federal law that restricted the rights of gay couples.

In recent weeks, at least eight county clerks in New Mexico have begun issuing marriage licenses to same-sex couples while state courts wrestle with the implications of the high court ruling. Similarly, in Pennsylvania, a suburban Philadelphia court clerk issued 174 licenses to gay couples before a state judge ordered him to stop.

Gay marriage bans are being contested in multiple states' courts and legislatures, while others are more narrowly focused. A lesbian couple who legally wed in Massachusetts and moved to Pennsylvania have sued to have their marriage recognized in their new home state. A federal judge ordered Ohio to recognize the out-of-state marriages of two gay couples on Ohio death certificates. And Oregon officials have declared that the state will recognize same-sex marriages of couples who wed in other states or countries.

If both New Jersey and Pennsylvania legalize same-sex marriage, it would be law across a nine-state region that is home to more than 55 million people, or nearly a fifth of the nation's population. Just below the Northeast, Maryland, Delaware and Washington, D.C., also allow gay marriage.

The debate in New Jersey, an overwhelmingly urban, Democratic state with a popular Republican governor, stretches back more than a decade. The state had already recognized civil unions, and on Friday, the state Supreme Court upheld an order for same-sex marriages to begin at 12:01 a.m. Monday. The court said it will allow weddings to proceed while it considers an appeal by Gov. Chris Christie.

Meanwhile, leaders of the Legislature's Democratic majority plan a postelection vote on overriding Christie's veto of a 2012 gay marriage bill, although no previous Christie veto has been overridden.

Google surges, S&P at new high

Posted: 18 Oct 2013 05:34 PM PDT

NEW YORK: Google's strong earnings sent its shares rocketing past the US$1,000 mark on Friday, taking the S&P 500 to a new all-time high and giving the Nasdaq a 1.3 percent gain.

But earnings disappointments continued to weigh down the Dow, which barely managed a gain for the day.

The S&P 500 finished with a gain of 11.35 points (0.65 percent) at 1,744.50. The Dow Jones Industrial Average put on 28.00 points (0.18 percent) at 15,399.65.

The Nasdaq Composite - which includes Google - jumped 51.13 points (1.32 percent) to 3,914.28, its highest level since September 2000.

Google shares shot up 13.8 percent to US$1,011.41 after the dominant online search and ads company reported a 36 percent jump in its third-quarter net profit to US$2.97 billion, or US$8.75 a share. Revenues also beat forecasts with a 12 percent jump year-on-year.

Analysts said the performance demonstrated Google's ability to earn from mobile platforms, particularly its own Android operating system.

"We are closing in on our goal of a beautiful, simple, and intuitive experience regardless of your device," Google chief Larry Page told analysts.

Google's success pulled fellow Internet giants with it: Facebook (+3.9 percent), Amazon (+5.8 percent) and Yahoo (+2.1 percent).

On the sagging Dow, General Electric was a standout, gaining 3.5 percent after it beat forecasts in its third-quarter earnings.

The US industrial group reported a 9 percent fall in earnings, mainly due to the downsizing of its financing arm GE Capital. But operating earnings came in at 36 cents per share, one cent more than analysts had expected.-- AFP

The Budget, Boehner and a Congress Hardly Working - Politic365

Posted: 18 Oct 2013 08:20 AM PDT

By William Spriggs

In all the coverage of the shutdown of the federal government forced by House Speaker John Boehner, little has been shared on how things got to this point. Too much of the coverage portrays the budget process as a food fight over one issue. Yet, examining the process that created the brinkmanship of Speaker Boehner and the irresponsible decision making that got us here, this needs to be laid out.

Since receiving the budget proposal from President Barack Obama in early February, the House of Representatives under Boehner was in session 106 out of 171 working days until Sept. 30, when the House should have completed its work on the federal appropriations process. The budget process involves Congress passing 12 appropriations bills to fund the various federal agencies and a reconciliation bill to handle taxes and mandatory expenditures.

On March 29, the House voted on a budget resolution that started the appropriations process. Ten Republicans voted against the budget resolution, but all the "yeas" for the resolution came from the Republican Caucus; hardly a "bipartisan" document. The House passed eight appropriations bills, but only the legislative branch appropriation, the military construction and the Department of Veteran Affairs could be called bipartisan. The House failed to pass the other four appropriations bills for the departments of Agriculture, Education, Health and Human Services, Interior, Labor, State and Treasury and the Environmental Protection Agency and national security agencies.

So we got to Sept. 30 with Boehner having done only a portion of the job under his responsibility. Far from listening to Democrats in the House, he did force through a budget resolution with no votes from Democrats; and received concurrence from Democrats on only two of the eight appropriations bills that were passed.

Objectively, then, Boehner has no evidence to offer that he works in a bipartisan fashion, or that the appropriations process was slowed by the White House after Boehner held Congress in session for only 60 oercebt of business days to do its work on the budget. When Congress fails to act in a timely fashion, it must pass a continuing resolution to let the government operate while Congress finishes the appropriations process; giving itself an extension to finish its work.

So, can there be little surprise with Obama's response when Boehner insists that either the president adopt a Republican budget proposal or shut down the entire government? The Senate Democrats are proposing a continuing resolution based on more severe budget caps than the House worked with.

As a result, the proposal from the Senate Democrats is to continue funding the government but with huge cuts in non-defense discretionary spending from President Obama's budget proposal. The Senate Democrats cap non-defense spending $133 billion below the president's budget submission. So can there be little surprise with Obama's response to Boehner's demands when the president has said he will sign a continuing resolution that slashes his budget proposal?  Clearly, it is Boehner who stands in opposition to a reasonable solution to the situation we are in.

With the timeline in mind, and with the huge compromise the president is indicating he is willing to make on his budget proposal, the current shutdown is clearly the result of Speaker Boehner insisting on the acceptance of his uncompromised position and inability to get done with the appropriations process in a timely fashion.

Now, why is Congress having such a difficult time in doing its job on appropriations? Because five years after the fall of the financial sector, mainstream America is still down several million jobs and families in the middle are still down several thousand dollars in income. Yet, Congress continues to be obsessed with deficit reduction. And, the cuts the House of Representatives gave to maintaining our investment in America's education and health in the House budget resolution were too big to get passed by the House-even the Republican majority in the House when that specific appropriation bill was brought out of committee.

Clearly, the current collision course is the reckless work of Boehner making political points with a bloc in his caucus and disregarding the needs of the American people. Failing to whip his caucus into slashing investments America needs for the future, he is nonetheless trying to bully the president to take the fall with him.

With job growth moderating, Boehner is delaying federal contracting processes and hurting current contracts that many small business owners need to keep their doors open or expand to hire more workers. Risking the economic health of the nation to score political points shows Boehner is disconnected from the realities of Main Street.

Being an obstructionist plays well to the base of the tea party bloc in Speaker Boehner's caucus. The tea party is convinced we don't need government anyway.  But to women who need access to child care so they can work, and mothers who need the assistance of the Women, Infants and Children (WIC) food program to provide food for their babies, it matters if government is working. To the small business owners trying to line up loan assistance from the Small Business Administration to expand and hire more workers, it matters if government is working.

The tragedy for America is that the compromise being offered will lock in place the sequestration that will continue to shrink the investments America needs in schooling, roads and bridges. What we really need is a true alternative-ending the sequestration and protecting our earned Social Security and Medicare benefits.

The real voice of America is being locked out of the conversation. We want teachers to return to our children's classrooms and we need the services we lost because of the Great Recession's effect on local budgets. Instead, now thanks to Speaker Boehner and his political agenda, we are locked out of our own parks and memorials.

Obama: Americans are completely fed up with Washington - Chicago Tribune

Posted: 17 Oct 2013 08:55 AM PDT

WASHINGTON—

President Barack Obama said on Thursday that "Americans are completely fed up with Washington" a day after the latest fiscal impasse was narrowly averted and called for talks with Congress on the budget, immigration and farm legislation.

Hours after he signed into law a hastily arranged bill to end a 16-day government shutdown and head off a debt default, Obama said events over the last two weeks had inflicted "completely unnecessary" damage on the U.S. economy.

GOVERNMENT REOPENS

National parks, museums and monuments will begin reopening today as the federal government resumes operations after a late-night congressional deal to end the 16-day shutdown.

The White House budget office told hundreds of thousands of federal workers, the bulk of whom had been idle for the past 16 days, to be ready to return to work on Thursday.

On its website, the Smithsonian said all of its museums will be open on Thursday, with the National Zoo set to reopen Friday. National monuments -- including the Lincoln Memorial and the Washington Monument -- also are expected to begin welcoming back visitors on Thursday.

The Lincoln Home National Historic Site in Springfield also reopened Thursday morning.

Officials at Yosemite National Park announced that it reopened Wednesday night after Congress approved a deal to end the federal government shutdown.

Visitors can use public areas and roads immediately while other park facilities and services begin to reopen Thursday, park Supt. Don Neubacher said.

"We are excited to reopen and welcome visitors back to Yosemite," he said in a statement. "Autumn is a particularly special season to enjoy Yosemite's colorful grandeur."

The timetable for other national monuments to resume normal public hours remains unclear.

The National Park Service, which operates the monuments, still had not reactivated parts of its website early Thursday.

SHUTDOWN ENDS

Congress approved a bill late Wednesday to fund the government and extend the federal government's debt ceiling and thus avoid a financial default. President Obama signed the bill in the early hours of Thursday. The legislative stalemate stemmed from budgetary disagreements over Obama's Affordable Care Act.

In the end, the Democratic-led Senate overwhelmingly passed the measure on a 81-18 vote, and the Republican-controlled House followed suit 285 to 144. Obama signed the 35-page bill just after midnight.

The down-to-the-wire deal, however, offers only a temporary fix and does not resolve the fundamental issues of spending and deficits that divide Republicans and Democrats. It funds the government until Jan. 15 and raises the debt ceiling until Feb. 7, so Americans face the possibility of another bitter budget fight and another government shutdown early next year.

Although the deal would only extend U.S. borrowing authority until the first week of February, the Treasury Department would have tools to temporarily extend its borrowing capacity beyond that date if Congress failed to act early next year. But such techniques eventually run out.

In addition to lifting the federal debt limit, the deal calls for creating a House-Senate bipartisan commission to try to come up with long-term deficit-reduction ideas that would have to be approved by the full Congress. Their work would have to be completed by Dec. 13, but some lawmakers say the panel faces an extremely difficult task.

Taking the podium in the White House briefing room on Wednesday night, Obama said that with final congressional passage, "We can begin to lift this cloud of uncertainty and unease from our businesses and from the American people."

"Hopefully next time it won't be in the 11th hour. We've got to get out of the habit of governing by crisis," Obama said. He outmaneuvered Republicans by holding firm in defense of "Obamacare" to win agreement, with few strings attached, to end the 16-day shutdown.

As he was walking out of the briefing room, a reporter asked if this would happen again in just a few months.

"No," he said, and continued walking.

US stocks jump on budget deal

Posted: 16 Oct 2013 04:31 PM PDT

NEW YORK CITY: An 11th-hour deal to end the government shutdown and raise the US debt ceiling sparked a strong rally on Wall Street Wednesday, with gains of nearly 1.4 per cent.

The Dow Jones Industrial Average closed up 205.82 points (1.36 per cent) at 15,373.83. The broader S&P 500 rose 23.48 (1.38 per cent) to 1,721.54, and the Nasdaq Composite gained 45.42 (1.20 per cent) at 3,839.43.

Although it was not a completely done deal -- final votes were still required in both houses of Congress late Wednesday -- it was expected that the crisis that had unnerved global markets would be over by Thursday.

"This agreement is likely to prevent a government default on its debt and spending as well as re-open previously closed non-essential government services," said Gary Thayer at Wells Fargo Advisors.

"However, the compromise does not resolve all the budget problems; it only provides a temporary postponement. Nevertheless, reducing the risk of default could help lift sentiment and boost economic activity over the near term."

Big banks led the surge: Bank of America, which beat profit forecasts for its third quarter, gained 2.3 per cent, Citigroup 4.1 per cent and JPMorgan Chase 3.2 per cent.

In Nasdaq tech shares, Facebook led the way with a 3.3 per cent jump while Google added 1.8 per cent.

Fresh third-quarter earnings from a number of companies had a mixed impact.

Dow component Intel rose 1.3 per cent despite cutting its forecast for the rest of the year. For the third quarter the chipmaker beat forecasts slightly.

Railway operator CSX fell 0.8 per cent despite a 1.8 per cent gain in quarterly profits. The company pointed out a significant drop in the volume of coal it hauls.

Pepsico shares were up 2.1 per cent despite third-quarter earnings of US$1.91 billion that were barely higher than a year earlier.

Apple shares were 0.5 per cent higher despite reports that it had cut back orders for its new iPhone 5C due to slow demand in the market for the smartphone.

Toolmaker Stanley Black & Decker dropped 14.3 per cent after sharply cutting its earnings forecast for the year, even as the company reported a 44 per cent profit gain for the third quarter. -- AFP

Sheriff weighs charges for parents in bullying death - USA TODAY

Posted: 16 Oct 2013 08:54 AM PDT

The sheriff who arrested two girls for allegedly bullying a 12-year-old into committing suicide says authorities are trying to decide whether they can also charge one of the suspect's parents.

The pair — ages 12 and 14 — were arrested Monday and charged with third-degree felony aggravated stalking in connection with the death of Rebecca Sedwick, of Lakeland, Fla., who jumped from a cement factory tower Sept. 9.

Rebecca, who authorities say was bullied relentlessly for months, was "terrorized" by as many as 15 girls physically and online. One message to Rebecca said she should "drink bleach and die.''

Polk County Sheriff Grady Judd said Tuesday that the bullying began after the 14-year-old suspect began dating a boy Rebecca had been seeing. She "began to harass and ultimately torment Rebecca," Judd said, and prodded the 12-year-old to join in.

The younger suspect has shown "remorse and cooperation" over the incident and was released into her parents' custody, according to the Polk County Sheriff's Office. The older suspect, described by Judd as "very cold," remains in juvenile custody.

The sheriff said authorities are still investigating the girls, and also trying to decide whether the parents should be charged.

"I'm aggravated that the parents aren't doing what parents should do," Judd told reporters. "Responsible parents take disciplinary action."

CYBERBULLYING: A wake-up call for parents about monitoring Web use

Judd told NBC's Today on Wednesday that investigators so far have found no criminal charges that could be filed against the parents, "but if we can find contributing to the delinquency of a child, we would certainly bring that charge."

He said the parents of the 14-year-old suspect are in "total denial."

"They don't think there is a problem here, and that is the problem," he said. Judd added that the girl's parents gave her back her Facebook access even after learning about her alleged bullying of Rebecca. "That's terrible," he said. "That's why we moved fast to lock their daughter up."

The sheriff said the tipping point leading to the arrests came when the older suspect allegedly posted on Facebook on Saturday: "Yes ik [I know] I bullied REBECCA nd she killed her self but IDGAF [I don't give a (expletive)]"

"We decided, look, we can't leave her out there," the sheriff told reporters. "Who else is she going to torment? Who else is she going to harass? Who is the next person she verbally and mentally abuses and attacks?"

The suspect told deputies that her Facebook account was hacked and that she did not write that post, WTSP-TV reported.

A man who answered the phone at the older suspect's Lakeland home told the Associated Press that he was her father and said that "none of it's true."

"My daughter's a good girl, and I'm 100% sure that whatever they're saying about my daughter is not true," he said.

A man who answered the door at the home of the younger suspect identified himself as her father. He told WTSP that he had lost a daughter himself years ago and that his whole family is devastated over what happened to Rebecca.

"I feel horrible about the whole situation, but like I said, there's two sides to every story," he told the Tampa TV station.

"The day that this happened, we all felt super horrible. I've even brought my daughter numerous times to the grave where she jumped. She even went over there and prayed at night, but that's all that can be done right now and I can't really say too much more," he said.

John Borgen, the boyfriend at the center of the feud between Rebecca and the two suspects, said he was "shocked" by her suicide.

"(It) made me mad because she should have just told somebody," Borgen told WTSP. He said he knew as many as 15 girls from school were teaming up against his former girlfriend, but never expected what happened.

"They need to take life seriously," Borgen said. "Why do you need to be bullying somebody?"

Rebecca's mother, Tricia Norman, told reporters that the day the arrests were announced was "really rough," WTSP-TV reported.

"It is bittersweet for me," she said. "There's some relief. There's some regret. There's some sadness because of her birthday being this weekend."

Norman, who has created an anti-bullying page on Facebook in her daughter's name, said the suspects needed help.

"I can't say that I want these girls to spend the rest of their time in jail or any time in jail, but they do need serious rehabilitation," she told reporters.

Rebecca's mother said both girls were former friends of her daughter and that the younger girl had even been in her home for a slumber party.

"I had to ask her to leave because of problems with other girls. She was doing bad things and gossiping; she made other girls cry," she said. "I told her she had to leave. I always had a bad feeling about that girl."

Sheriff Judd, noting the suspects have clean criminal records, said that the girls — if convicted — are not likely to serve much time in jail, if any.
