Russian Region Begins Cleanup After Meteor Blast - Wall Street Journal

Posted: 16 Feb 2013 08:52 AM PST

CHELYABINSK, Russia—A small army of workers set to work Saturday to replace the estimated 200,000 square meters (49 acres) of windows shattered by the shock wave from a meteor that exploded over Russia's Chelyabinsk region.

The astonishing Friday morning event blew out windows in more than 4,000 buildings in the region, mostly in the capital city of the same name and injured some 1,200 people, largely with cuts from the flying glass.

Forty of the injured remained hospitalized on Saturday, two of them in serious condition, state news agency RIA Novosti reported, citing the regional health ministry.

A meteor contrail was seen over Chelyabinsk, Russia, on Friday. The meteor streaked across the sky of Russia's Urals, causing explosions and injuring around 1,000 people.

Regional Governor Mikhail Yuyevich on Saturday said that damage from the high-altitude explosion—estimated to have been as powerful as 20 Hiroshima bombs—is estimated at 1 billion rubles ($33 million). He promised to have all the broken windows replaced within a week.

But that is a long wait in a frigid region. The midday temperature in Chelyabinsk, which is located approximately 900 miles east of Moscow, was minus-12 degrees Celsius (10 degrees Fahrenheit), and for many the immediate task was to put up plastic sheeting and boards on shattered residential windows.

More than 24,000 people, including volunteers, have mobilized in the region to cover windows, gather warm clothes and food and make other relief efforts, the regional governor's office said. Crews from glass companies in adjacent regions were being flown in.

In the town of Chebarkul, 50 miles (80 kilometers) west of Chelyabinsk city, divers explored the bottom of an ice-crusted lake looking for meteor fragments believed to have fallen there, leaving a 20-foot-wide (six-meter-wide) hole. Emergency Ministry spokeswoman Irina Rossius told Russian news agencies the search hadn't found anything.

Police kept a small crowd of curious onlookers from venturing out onto the icy lake, where a tent was set up for the divers.

Many of them were still trying to process the memories of the strange day they'd lived through.

Valery Fomichov said he had been out for a run when the meteor streaked across the sky shortly after sunrise.

"I glanced up and saw a glowing dot in the west. And it got bigger and bigger, like a soccer ball, until it became blindingly white and I turned away," he said.

In a local church, clergyman Sexton Sergei sought to derive a larger lesson.

"Perhaps God was giving a kind of sign, so that people don't simply think about their own trifles on earth, but rather look to the heavens once in a while."

In Chelyabinsk, university student Ksenia Arslanova said she was pleased that people in the city of 1 million generally behaved well after the bewildering flash and explosions.

"People were kind of ironic about it. And that's a good thing, that people didn't run to the grocery store. Everyone was calm," the 19-year-old architecture student said. "I'm proud that our city didn't fall into depression."

Highlights: Policymakers' quotes at G20 summit in Moscow - Reuters

Posted: 16 Feb 2013 09:15 AM PST

MOSCOW | Sat Feb 16, 2013 11:07am EST

(Reuters) - Finance ministers and central bankers from the Group of 20 nations are meeting in Moscow under Russia's presidency. Following are key quotes from the meeting on Saturday.

QUOTES AT END OF SUMMIT

CANADIAN FINANCE MINISTER JIM FLAHERTY

"The mood quite clearly early on was that we needed desperately to avoid protectionist measures and that the G20 stands firmly against protectionism and against manipulation of exchange rates. So that mood permeated quite quickly."

On how to tell whether a country's monetary policy is targeting exchange rates: "It's quite difficult to gauge that."

JAPANESE FINANCE MINISTER TARO ASO

"I have explained that (Prime Minister Shinzo) Abe's administration is doing its utmost to escape from deflation and we have gained a certain understanding (at G20).

"We're confident that if Japan revives its own economy that would certainly affect world economy as well. We gained understanding on this point."

FRENCH FINANCE MINISTER PIERRE MOSCOVICI

"The economic slowdown in Europe as a whole means that we should avoid adding austerity to the recession. We Must keep a medium-term orientation ... commitment must be maintained and at the same time avoid a recession spiral of austerity that prevents us from keeping medium-term financial goals."

"The message of G20 (on monetary policies and exchange rates) is fully coherent with that of G7, which corresponds to the government's point of view.

"We were right to evoke (this point) and that after G7, G20 addressed this question in a perfectly clear way."

IMF MANAGING DIRECTOR CHRISTINE LAGARDE

"As emphasized by the G-20, global growth is still weak, with unemployment remaining unacceptably high in many countries. The weak global performance derives from policy uncertainty, private deleveraging, continued fiscal drag, as well as insufficient progress on rebalancing global demand.

"Implementation of the financial reform agenda to build a more resilient financial system remains a priority. Credible medium-term fiscal plans also need to be in place to provide flexibility while growth is more fully restored.

"I welcome G-20 resolve to achieve a lasting reduction in global imbalances through joint actions to avoid persistent exchange rate misalignments, and the group's commitment to refrain from competitive devaluation, to resist protectionism in all forms, and to keep markets open. It was heartening to see the G-20 reaffirmed its commitment to move more rapidly toward more market-determined exchange rate systems and exchange rate flexibility to reflect underlying fundamentals.

"We think that talk of currency wars is overblown. People did talk about their currency worries. The good news is that the G-20 responded with cooperation rather than conflict today."

BANK OF CANADA GOVERNOR MARK CARNEY

Asked if inflation expectations risked becoming unmoored in Britain and elsewhere because of loose monetary policy: "The risks globally are deficient demand."

Asked if he agreed with the IMF that the Canadian dollar is overvalued: "We don't comment on levels of exchange rates. We've noted for some time that the Canadian dollar is persistently strong. It's something we take into account in the setting of monetary policy in Canada. It's one of the reasons why policy is as accommodative as it is."

GERMAN FINANCE MINISTER WOLFGANG SCHAEUBLE

"We had a broad consensus in the G20 that we will stick to the commitment to fulfill the Toronto goals.

"What was said before the G20, that we are isolated (on debt-issue) is totally wrong."

"We do not have any interest in US-bashing ... In St. Petersburg (G20-summit) follow-up-goals will be decided."

BANK OF JAPAN GOVERNOR MASAAKI SHIRAKAWA

"BOJ's monetary policy has been and will be aimed at stabilizing the domestic economy through stable prices, just as was stated in the G7 joint statement ... Therefore it is in line with what we have been doing in guiding monetary policy."

"At this meeting, IMF and many other participants said it is not appropriate to describe the current situation as currency war and that such an expression is overblown. G20 as well as G7 share the view that efforts by each country to stabilize their own economy will lead to stability in the global economy."

RUSSIAN FINANCE MINISTER ANTON SILUANOV

"We need to take measures to increase the effectiveness of our economies - increase industrial output, increase stimulus measures ... This is what governments should be doing and not manipulating exchange rates."

"We have reached an agreement that there should be no competition between (exchange) rates. The issue is not in currencies, but in their regime ... If we get governments and central banks meddling, then, as a result, there will be imbalances."

"Changes of forex policy in one country, will affect the situation in partner countries and then currency competition may begin."

EARLIER COMMENTS

CANADIAN FINANCE MINISTER JIM FLAHERTY

"The language has been strengthened since our discussions last night ... "It's stronger than it was, but it was quite clear last night that everyone around the table wants to avoid any sort of currency disputes."

On fiscal policy:

"First of all you need a medium-term plan to get to balanced budgets, and then at the same time you need some growth initiatives as we have in Canada with respect to trade and regulatory reform. Some of these initiatives don't cost money and do create jobs and growth, so the question was how do we strike the right balance, which is what I was encouraging my colleagues to do. Some countries put more emphasis on the previous commitments at Toronto than others do. I think we have to avoid backtracking. That would be a terrible error for the G20. As an organization we need to maintain our movement forward, to keep our commitments, to show that we can collaborate and work together, as we did successfully in 2008."

CHINESE VICE FINANCE MINISTER ZHU GUANGYAO (VIA XINHUA)

"BRICS countries demanded that major developed nations pay attention to their monetary policy spillover and that major developed countries implementation of excessively relaxed currency policy has an influence on the world economy, particularly for developing countries. Developed countries promised to consider the foreign spillover of their macro-economic policy, especially currency policy."

"Under the strong request at this G20 meeting, developed country economies considered the need for oversight of their own banks and the United States has already made promises to implement the agreement (Basel III) in the coming months. European parties also expressed that this agreement was in the final stages of legislative approval. Despite the United States and Europe's delay in implementing the agreement, they have recognized the importance of implementing it and have agreed to undertake that responsibility. China welcomed their declaration and expects that they will genuinely carry out their promises, strengthen the financial oversight aspects of the G20 agreement and increase confidence in the G20."

FRENCH FINANCE MINISTER PIERRE MOSCOVICI

"We all agreed on the fact that we refuse to enter any currency war."

"But we also want to have on an international level a cooperative approach ... excluding aggressive strategies for devaluation."

"This is why we all agreed that the levels of currencies have to be determined by the markets."

RUSSIAN FINANCE MINISTER ANTON SILUANOV

"We expect by April countries will have made progress on reaching a balanced approach to establishing new budget indicators on both, deficit and the level of government debt."

"Structural reforms in all countries, either with a positive or negative balance of payments, should play a bigger role."

RESERVE BANK OF INDIA GOVERNOR DUVVURI SUBBARAO

"The main refrain of emerging economies has been that the spillover impacts of easy monetary policies, there are push factors and pull factors and capital flows are happening more because of push factors rather than pull factors ... and that the macroeconomic costs can be more than advanced economies believe."

BRITISH FINANCE MINISTER GEORGE OSBORNE

"The G7 made a very clear statement this week. I think you'll see the G20 echo what was said, and say that currencies should not be used as a tool of competitive devaluation."

"Countries shouldn't make the mistake of the past of using currencies as a tool of economic warfare."

Meteor injures hundreds in Russia - USA TODAY

Posted: 15 Feb 2013 09:20 AM PST

MOSCOW - Russians say a meteor that exploded above the central Ural Mountains on Friday and injured hundreds of people looked like a nuclear blast out of a movie.

"I woke up hearing a blast. It felt like the whole building jumped up," said Igor Chudnovsky, a commercial director in the town of Chelyabinsk. "I saw a light, it looked like it was from a nuclear explosion, like I had seen in documentaries."

As many as 1,000 people say they were hurt by glass that shattered from the sonic wave created by the explosion of the 11-ton meteor, Russia's Emergency Ministry said.

Fragments of the meteorite crashed over a thinly populated area of the Chelyabinsk region about 900 miles east of Moscow near the border of Kasakhstan. People in six cities reported damage to their homes, according to reports in RIA Novosti, the Russian state news agency.

Most of the wounded received treatment for minor cuts from broken glass, Interior Ministry spokesman Vadim Kolesnikov said.

Large holes were found in the ice of frozen lakes. Kolsenikov also said about 6,000 square feet of a roof at a zinc factory had collapsed.

The meteorite entered the Earth's atmosphere at 33,000 mph and shattered into pieces about 18-32 miles above the ground, the Russian Academy of Sciences said in a statement to RIA Novosti. Reports conflicted on what exactly happened in the clear morning sky.

A spokeswoman for the Emergency Ministry, Irina Rossius, told The Associated Press that there was a meteor shower but another ministry spokeswoman, Elena Smirnikh, was quoted by the Interfax news agency as saying it was a single meteorite.

Russia Today said it was informed that the meteor was intercepted by Russian air defense. Russia's deputy prime minister said Russia does not have the capability to shoot down meteors.

Amateur video broadcast on Russian television showed an object speeding across the sky about 9:20 a.m. local time (0320 GMT), leaving a thick white contrail and an intense flash.

"My first thought was that it was an airplane crash," Chudnovsky said. "There's a military aviation base nearby and we've already had cases of their planes crashing."

Chudnovsky said the landing windows in his building shattered when the explosion sounded and a fried of his who lives nearby was thrown out of his kitchen by the blast. Another acquaintance who was out driving in his car told him the blast felt likme "a wave of heat."

Cars with loudspeakers drove around the city during the day, telling people not to panic, but some did.

"There was panic. People had no idea what was happening. Everyone was going around to people's houses to check if they were OK," said Sergey Hametov, a resident of Chelyabinsk, about 930 miles east of Moscow, told the Associated Press.

Marat Lobkovsky said he was heading to a window to see what the flash was about.

"The window glass shattered, bouncing back on me.They patched me up. It's OK now," he said.

Yekaterina Melikhova, a high school student, was in her geography class when they saw a bright light outside.

"After the flash, nothing happened for about three minutes. Then we rushed outdoors The door was made of glass, a shock wave made it hit us," she said.

Vladimir Zhirinovsky, a nationalist leader, blamed the Americans.

"It's not meteors falling. It's the test of a new weapon by the Americans," RIA Novosti quoted him as saying.

Later Friday, an asteroid known as the 2012 DA14 as due to come within 17,100 miles of Earth at 2:24 p.m. ET, a record close-approach for an asteroid this size.

Deputy Prime Minister Dmitry Rogozin said the incident showed the need for leading world powers to develop a system to intercept objects falling from space.

"At the moment, neither we nor the Americans have such technologies" to shoot down meteors or asteroids, he said, according to the Interfax news agency.

Cruise ship nightmare: Passengers describe 'filth,' 'stench,' 'freaking out' - Chicago Tribune

Posted: 15 Feb 2013 08:35 AM PST

MOBILE, Ala.—

Thousands of relieved passengers poured ashore from a stinking cruise ship on Friday after five days adrift in the Gulf of Mexico with overflowing toilets and stench filled cabins.

Exhausted passengers lined the ship's decks, waving towels and flashlights, cheering and singing "Sweet Home Alabama" as tug-boats pulled the stricken Carnival Triumph into the port of Mobile, Alabama.

Some travelers kissed the ground when they walked off, others disembarked wearing the ship's white bath robes, part souvenir and part protection against a chilly night.

With only one working elevator, it took several hours to get the more than 4,200 people off the ship, Carnival said. Passengers were greeted dockside with warm food, blankets and cell phones to call family and friends.

About 100 buses waited to carry passengers on a seven-hour bus ride to Galveston, Texas, while others buses departed for shorter rides to New Orleans, as well as hotels in Mobile, before eventually flying home.

The end of the saga, documented live on U.S. cable news stations, was another public relations disaster for cruise giant Carnival Corp. Last year, its Costa Concordia luxury liner grounded off the coast of Italy, killing 32 people.

Carnival officials said the Triumph, which entered service in 1999, would be towed to a Mobile repair facility for damage assessment.

The 893-foot vessel was returning to Galveston from Cozumel, Mexico on the third day of a four-day cruise when an engine-room fire knocked out power and plumbing across most of the ship on Sunday.

Passengers described a gut-wrenching stench on parts of the ship and complained to relatives and media by cellphone that toilets and drainpipes overflowed, soaking many cabins and interior passages in raw sewage.

"The stench was awful," said Robin Chandler, a 50-year-old from Dallas who spent her birthday on the ship. "A lot of people were crying and freaking out."

Jacob Combs, an Austin, Texas-based sales executive with a healthcare and hospice company, praised the ship's crew.

"Just imagine the filth," said Combs, 30. "People were doing crazy things and going to the bathroom in sinks and showers. It was inhuman. The stewards would go in and clean it all up. They were constantly cleaning," he said.

Debbie Moyes, 32, of Phoenix told the Los Angeles Times she was awakened Sunday by a fellow passenger banging on her door, warning people to escape.

"That was one of the only points in my life I thought I might die," the mother of four said as she stood in the parking lot.

Soon after, she said some passengers panicked.

"People were hoarding food -- boxes and boxes of cereal, grabbing cake with both hands," she said.

APOLOGY FROM CARNIVAL

Facing criticism over the company's response, Carnival Cruise Lines Chief Executive Gerry Cahill boarded the ship to personally apologize to passengers.

"I know the conditions on board were very poor," he told reporters, sounding shaken in a brief media appearance before he boarded the ship. "I know it was difficult. I want to apologize for subjecting our guests to that," he said.

"We pride ourselves with providing our guests with a great vacation experience and clearly we failed in this particular case," Cahill added.

Operated by Carnival Cruise Lines, the flagship brand of Carnival Corp, the ship left Galveston a week ago carrying 3,143 passengers and 1,086 crew. It was supposed to return on Monday.

Some passengers said conditions deteriorated rapidly on the Triumph earlier in the week, saying people were getting sick and passengers had been told to use plastic "biohazard" bags as makeshift toilets.

"It wasn't a vacation anymore it was like survival mode. Eat what you can. Snack when you can. It was awful," said passenger Tammy Garcia.

Smoke from the engine fire was so thick that passengers on the lower decks in the rear of the ship had to be permanently evacuated and slept the rest of the voyage on the decks under sheets, passengers said.

COMPENSATION OFFER

Some passengers said they tried to pass the time playing cards and organizing Bible study groups and scavenger hunts for the children on board the ship.

Cahill has issued several apologies and Carnival, the world's largest cruise company, said passengers will be reimbursed in full plus transportation expenses, a future cruise credit equal to the amount paid for this voyage, plus a payment of $500 a person to help compensate them.

Chandler, the passenger, scoffed at the compensation offer. "There are lost wages, I've got a baby sitter at home and I had to take off work," she said.

Some passengers said conditions improved on Thursday after a generator was delivered to the ship, providing power for a grill to cook hot food. Passengers said toilets began flushing again on Thursday and the ship served steaks and lobster - a relief after a steady diet of cold sandwiches of cucumber and cheese.

Carnival Corp Chairman and CEO Micky Arison was criticized in January last year for failing to travel to Italy and take personal charge of the Costa Concordia crisis. The tragedy unleashed numerous lawsuits against his company.

He has not publicly commented on the Triumph incident.

"I think they really are trying to do the right thing, but I don't think they have been able to communicate it effectively," said Marcia Horowitz, an executive who handles crisis management at Rubenstein Associates, a New York-based PR firm.

Carnival Corp shares closed down 11 cents at $37.35 in trading on Thursday on the New York Stock Exchange.

The Triumph is a Bahamian-flagged vessel and the Bahamas Maritime Authority will be the primary agency investigating the cause of its engine room fire.

Earlier this month, Carnival repaired an electrical problem on one of the Triumph's alternators. The company said there was no evidence of any connection between the repair and the fire.

For all the passengers' grievances, they will likely find it difficult to sue the cruise operator for any damages, legal analysts said. Over the years, the cruise industry has put in place a legal structure that shields operators from big-money lawsuits.

US stocks flat despite big M&A deals

Posted: 14 Feb 2013 04:20 PM PST

NEW YORK: US stocks traded flat Thursday despite the excitement from two giant M&A deals, the merger of American Airlines and US Airways, and Berkshire Hathaway and 3G's takeover of ketchup maker Heinz.

Analysts said the markets were partly echoing the slump in European markets on dismal economic growth reports from eurozone countries, as well as Japan.

Outstanding concerns about Europe were "exacerbated by a larger-than-expected contraction for the eurozone economy," said a note from Charles Schwab & Co.

At the close, the Dow Jones Industrial Average was down 9.52 points (0.07 per cent) at 13,973.39.

The broad-based S&P 500 added 1.05 (0.07 per cent) to reach 1,521.38, while the tech-rich Nasdaq Composite gained 1.78 points (0.06 per cent) to 3,198.66.

US Airways shares fell 4.6 per cent after the official announcement of its long-awaited merger with American Airlines, creating the largest US carrier.

American parent AMR Corp, under bankruptcy reorganisation, jumped 63.1 per cent.

Heinz shares soared nearly 20 per cent to US$72.50 after the shock announcement that billionaire Warren Buffett's investment firm would partner with 3G Capital to buy Heinz in a US$28 billion deal offering shareholders US$72.50 a share. Berkshire's B shares finished up 1.3 per cent.

Other food companies also gained on the news, including General Mills, which rose 3.1 per cent and Kraft Food Group, which jumped 0.8 per cent.

Shares of Belgian-US giant Anheuser-Busch InBev, whose US$20.1 billion takeover of Mexican brewer Grupo Modelo has been challenged by US antitrust regulators, jumped 5.1 per cent after the two companies said they would divest specific Modelo assets to please the regulators.

Distributor Constellation Brands, the main beneficiary of the divestments, rose 37.2 per cent.

General Motors reported higher year-on-year earnings but still fell 3.2 per cent after the profits came in below expectations amid losses in Europe.

Cisco Systems reported earnings that bested expectations, but gave up 0.7 per cent following company comments that the European market remained difficult.

PepsiCo picked up 1.1 per cent after reporting a 17 rise in year-over-year earnings.

Oil services firms Halliburton and Schlumberger picked up 6.1 per cent and 3.7 per cent respectively, while independent energy producer Apache fell 4.7 per cent on property writedowns.

Telecommunications and cloud infrastructure company CenturyLink tumbled 22.3 per cent after announcing it would cut its dividend.

Specialty food chain Whole Foods Market slipped 9.7 per cent after it pointed to higher expenses and said profits would be lower in subsequent quarters compared with the first quarter. -- AFP

'Blade runner' Pistorius charged with murder of model girlfriend - CNN

Posted: 14 Feb 2013 08:57 AM PST

STORY HIGHLIGHTS
  • Oscar Pistorius has been charged with murder
  • His first court appearance will be Friday
  • Pistorius' spokeswoman said he is assisting police with the investigation
  • Police say there have been allegations of previous domestic incidents at the home

Pretoria, South Africa (CNN) -- A beloved model is dead, those who knew her are in mourning, and one of the world's most admired Olympians is charged with her murder after a Valentine's Day shooting in South Africa.

Oscar Pistorius, a Paralympic runner who blazed new terrain by competing in last summer's Olympics, is accused of killing his girlfriend, Reeva Steenkamp. A shooting took place inside his upscale home in Pretoria, South Africa, early Thursday, and only the two of them were there at the time, police said.

Shockwaves from the incident quickly reverberated across the world, casting a shadow over the man known as the "Blade Runner" for his achievements on prosthetic limbs.

Pistorius will be named officially as the suspect when he appears in court Friday, in keeping with South African law. Authorities have already announced that the suspect is Pistorius' age.

Investigators gave no motive for the alleged killing.

"Previous incidents" at the home, police say

A police spokeswoman said there had been "previous incidents" at the home, including "allegations of a domestic nature."

Police were alerted to the shooting by neighbors, and residents had "heard things earlier," spokeswoman Denise Beukes said.

Some South African media outlets said the woman was mistaken for an intruder. South Africa has a high crime rate, and many homeowners keep weapons to ward off intruders.

Beukes said those reports did not come from police. There did not appear to be signs of forced entry at the home, she added.

"This is a very quiet area and this is a secure estate," Beukes said.

A pistol was recovered at the scene, police said.

Pistorius cooperating with police

Pistorius made no public statement. His spokeswoman Kate Silvers said the athlete is "assisting the police with their investigation but there will be no further comment until matters become clearer later today." Police also said Pistorius is cooperating.

He arrived Thursday at a police station in Pretoria.

Beukes said the state will oppose bail. So the 26-year-old, who was among the men featured in People magazine's "Sexiest Man Alive" issue, could be behind bars, at least temporarily.

Pistorius is not being brought to court Thursday because the public prosecutor needs more time to prepare the case, police spokeswoman Katlego Mogale told CNN.

A model's life violently cut short

Steenkamp, 29, had been looking forward to Valentine's Day, encouraging her Twitter followers to "get excited" for the holiday.

"She was the kindest, sweetest human being; an angel on earth and will be sorely missed," Capacity Relations, the agency that represented her, wrote on Twitter.

She was "just a great, fun presence of a person," said Hagen Engler, former editor of the magazine FHM. He described her as "a bikini model, beautiful, gorgeous girl" with a "wicked" sense of humor. She understood the industry and was intelligent and fun to work with, he said.

Pistorius' father, Henke, told the South African Broadcasting Corp. his son was "sad at the moment."

"I don't know nothing. It will be extremely obnoxious and rude to speculate," the father said. "I don't know the facts."

As Olympian, Pistorius faced controversy

Pistorius, a double amputee, competed against able-bodied runners during the London Olympics, triggering controversy as some said the prosthetic limbs gave him an advantage. His legs were amputated below the knee when he was a toddler because of a bone defect. He runs on special carbon fiber blades.

Pistorius was initially refused permission to enter the Olympics, but he hired a legal team to prove that his artificial limbs did not give him an unfair advantage -- and was allowed to compete.

While he did not win a medal, his presence on the track was lauded by many people around the world as an example of victory over adversity and dedication toward a goal.

He smashed a Paralympic record to win the men's 400m T44 in the final athletics event of the 2012 Games.

(Reuters) - Warren Buffett's Berkshire Hathaway and private equity firm 3G Capital will buy ketchup and baby food maker H.J. Heinz Co for $23.2 billion in cash, a deal that combines 3G's ambitions in the food industry with Buffett's hunt for growth.

Including debt assumption, Heinz valued the transaction, which it called the largest in its industry's history, at $28 billion. Berkshire and 3G will pay $72.50 per share, a 19 percent premium to the stock's previous all-time high.

Heinz shares actually rose slightly above the offer price in early trading, although Buffett cautioned he had no intention of raising his bid.

The surprise purchase satisfies, at least in part, his hunt for growth through acquisition. He was frustrated in 2012 by the collapse of at least two deals in excess of $20 billion and said he might have to do a $30 billion deal this year to help fuel Berkshire's growth engine.

In this case, Berkshire is putting up about $12 billion to $13 billion cash, Buffett told CNBC, leaving it ample room for another major transaction.

Berkshire Hathaway already has a variety of food assets, including the Dairy Queen ice cream chain, chocolatier See's Candies and the food distributor McLane. Buffett, famed for a love of cheeseburgers, joked he was well acquainted with Heinz's products already and that this was "my kind of deal."

It does represent an unusual teaming of Berkshire with private equity, though; historically, Buffet's purchases have been outright his own. He and 3G founder Jorge Paulo Lemann have known each other for years, and Buffett said Lemann approached him with the Heinz idea in December.

For 3G, a little-known firm with Brazilian roots, the purchase is something of a natural complement to its investment in fast-food chain Burger King, which it acquired in late 2010 and in which it still holds a major stake.

Lemann, a globe-trotting financier with Swiss roots, made his money in banking and gained notoriety for helping to pull together the deals that ultimately formed the beer brewing giant AB InBev.

PITTSBURGH ROOTS

3G will be Heinz's operator after the deal closes, and the company will remain headquartered in Pittsburgh. Berkshire and 3G promised they would maintain the company's philanthropic commitments in the city.

But it was not immediately clear if CEO Bill Johnson would stay on. Only the fifth chairman in the company's history, Johnson is widely credited with Heinz's recent strong growth.

The company, known for its iconic ketchup bottles, Heinz 57 sauces as well as other brands including Ore-Ida frozen potatoes, has increased net sales for the last eight fiscal years in a row.

Heinz said the transaction would be financed with cash from Berkshire and 3G, debt rollover and debt financing from J.P. Morgan and Wells Fargo. Buffett told CNBC that Berkshire and 3G would be equal equity partners.

Heinz shares soared 20 percent, or $12.09, to $72.59 on the New York Stock Exchange.

The deal is also a potential boon for new U.S. Secretary of State John Kerry, whose wife Teresa is the widow of H.J. Heinz Co heir John Heinz. Kerry's most recent financial disclosures from his time in the U.S. Senate show a position in Heinz shares of more than $1 million, although the precise size is unclear.

A President Hungry for Action Has Bite-Size Budget - Wall Street Journal

Posted: 13 Feb 2013 08:53 AM PST

Article Excerpt

President Barack Obama showed on Tuesday night what it means to be an activist president on a diet.

In the State of the Union address that essentially presented his program for a second term, Mr. Obama spoke expansively of what government—his government—could do to improve life in America: build and repair the nation's infrastructure, spur alternative-energy sources, expand early education, raise pay for workers.

But behind that rhetoric lies a starker reality: The president actually has very little money to spend, so he proposed only limited new funding for these programs his party's liberal base loves. Spending caps, tax cuts, ...

AP source: Dorner's license found in burned cabin - Boston.com

Posted: 13 Feb 2013 09:13 AM PST

BIG BEAR LAKE, Calif. (AP) — Police scoured mountain peaks for days, using everything from bloodhounds to high-tech helicopters in their manhunt for a revenge-seeking ex-cop. They had no idea he was hiding among them, possibly holed up in a vacation cabin across the street from their command post.

It was there that Christopher Dorner may have taken refuge last Thursday, four days after beginning a deadly rampage that would claim four lives.

The search ended Tuesday when a man believed to be Dorner bolted from hiding, stole two cars, barricaded himself in another vacant cabin miles away and mounted a last stand in a furious shootout in which he killed one sheriff's deputy and wounded another before the building erupted in flames.

He never emerged from the ruins, and hours later a charred body was found in the basement of the burned cabin along with a wallet and personal items, including a California driver's license with the name Christopher Dorner, an official briefed on the investigation told The Associated Press on condition of anonymity because of the ongoing investigation.

The coroner's office is studying the remains to positively determine the identity.

LAPD Lt. Andrew Neiman said Wednesday the department had returned to normal patrol operations, and about a dozen of the more than 50 protective details guarding possible Dorner targets will remain in place until the remains are positively identified.

''This really is not a celebration,'' he said.

Neiman would not answer any questions regarding what occurred in San Bernardino County, saying it was that jurisdiction's investigation.

LAPD officers used the Internet to monitor radio chatter during the firefight.

''It was horrifying to listen to that firefight and to hear those words. 'Officer down' is the most gut-wrenching experience that you can have as a police officer,'' Neiman said.

Dorner, 33, had said in a lengthy rant that police believe he posted on Facebook that he expected to die in one final, violent confrontation with police, and if it was him in the cabin that's what happened.

The apparent end came in the same mountain range where his trail went cold six days earlier, when his burning pickup truck — with guns and camping gear inside — was abandoned with a broken axle on a fire road in San Bernardino National Forest near the ski resort town of Big Bear Lake.

His footprints led away from the truck and vanished on frozen soil. Deputies searched door-to-door in the city of Big Bear Lake and then, despite a blinding snowstorm, SWAT teams focused on hundreds of vacant cabins in the forest outside of town.

With no sign of him and few leads, police offered a $1 million reward to bring him to justice and end a ''reign of terror'' that had more than 50 families of targeted Los Angeles police officers under round-the-clock protection after he threatened to bring ''warfare'' to the LAPD, officers and their kin.

Just a few hours after police announced Tuesday that they had fielded more than 1,000 tips with no sign of Dorner, word came that a man matching his description had tied up two people in a Big Bear Lake cabin, stole their car and fled. Authorities didn't immediately give more details on the two people.

Jay Hylton told KABC-TV that they were two of his relatives, a mother and daughter pair of housekeepers, who weren't hurt.

After the women surprised Dorner, he tied them up and fled in a purple Nissan, the Los Angeles Times (http://lat.ms/XKkGt8) reported.

One maid eventually broke free and called 911, the newspaper said.

Game wardens from the California Department of Fish and Wildlife who were part of the search detail spotted the Nissan that had been reported stolen going in the opposite direction and gave chase, department spokesman Lt. Patrick Foy said. The driver looked like Dorner.

They lost the car after it passed a school bus and turned onto a side road, but two other Fish and Wildlife patrols turned up the road a short time later, and were searching for the car when a white pickup truck sped erratically toward them in the Seven Oaks area, about 30 miles down Highway 38 from Big Bear Lake.

''He took a close look at the driver and realized it was the suspect,'' Foy said.

Dorner, who allegedly stole the pickup truck at gunpoint after crashing the first car, rolled down a window and opened fire on the wardens, striking their truck more than a dozen times.

One of the wardens shot at the suspect as he rounded a curve in the road. It's unclear if he was hit, but the stolen pickup careened off the road and crashed in a snow bank.Continued...
