'Pay minimum wage or risk fine' Posted: 06 Jul 2011 10:46 AM PDT 'Pay minimum wage or risk fine' 2011/07/06 By Elvina Fernandez elvina@nst.com.my KUALA LUMPUR: Workers who are not paid according to the minimum wage when it is implemented at the end of the year, can report their employers to the Labour Department. Human Resources Minister Datuk Dr S. Subramaniam said once the minimum wage comes into effect, it would be compulsory for employers to comply or risk being fined. "The department will be monitoring the situation. But employees who feel they are not being given their rights can approach the department directly," he said yesterday. He said that once the provisions for the minimum wage became law, employers who fail to comply would be liable to a fine of not more than RM10,000 for each employee. A study by the Human Resources Ministry in 2009 showed that 33.8 per cent of the 1.3 million workers covered earned less than RM700 a month. This is below the poverty line, which is RM720 a month. Dr Subramaniam said the proposed new legislation for a minimum wage provides for the setting up of a National Wages Consultative Council which would recommend an appropriate minimum wage. "This will help the ministry in meeting the objective of assisting the lowly paid workers." He also said the council would make suggestions to the government based on sectors, types of employment and regions. He added that there would be a review of the minimum wage every two years. He said the minimum wage should not be too low as it would not serve the purpose, nor too high as it may cause problems to the economy by forcing businessmen to relocate or close down their businesses. The Malaysian Trades Union Congress had earlier asked for the minimum wage to be set at RM900 a month. 41 detained for illegal assembly in Perak Posted: 06 Jul 2011 10:13 PM PDT IPOH: Perak Police have detained 41 people in several districts in the state from last Friday on suspicion of involvement in the illegal assembly planned for Saturday. Perak Police chief Datuk Skukri Dahalan said among those detained were several opposition representatives, individuals and a religious teacher. "They were held for gathering and producing and distributing t-shirts and leaflets on the illegal assembly," he told a news conference after the Perak police's monthly gathering here today. He said they were detained in Sungai Siput, Kuala Kangsar, Batu Gajah and Ipoh and had been freed on police bail. Boopathy boopathy@nstp.com.my GOOD times are back for the grassroots as the BA of Malaysia (BAM) plans to utilise the bulk of its annual funding of about RM14 million for development. It is a move which makes sense, especially if BAM plans to enjoy financial support from sponsors far into the future. Lack of a lucrative sponsorship for almost a decade had forced BAM to depend heavily on the National Sports Council (NSC) for funding. BAM also slashed its budget for overseas tournaments, which slowed down the progress of the back-up players. However, Maybank's six-year deal of RM41 million has allowed BAM to breathe easily again, especially as this is on top of the RM8 million it already has annually. NSC is likely to continue contributing about RM3 million for tournaments, Proton and equipment sponsors Yonex provide RM2 million each while other forms of sponsorship and income fetch another RM1 million, which will give BAM an annual budget of RM14 million. BAM secretary Ng Chin Chai said efforts will begin right away to ensure Malaysia has top quality back-up players when seniors like Lee Chong Wei and men's doubles Koo Kien Keat-Tan Boon Heong call it a day. "Maybank's sponsorship is a timely boost as our annual expenses are continuously increasing. We have to strengthen our elite squad but there will be a bigger emphasis on back-up players as we will be able to send them for more international tournaments now," said Chin Chai. "We had to cut down on tournaments before this due to budget constraints but lack of tournaments resulted in the world ranking of the back-up players dropping and this has denied them the opportunity of regularly playing in the grand prix and super series. "We have asked the coaches to review their programmes until the end of the year and include the players in satellite and international challenge events to help them improve their world ranking and eventually move into the grand prix and super series events. "Development in the states will also receive a major boost as they will get RM1.6 million annually. We will also employ a chief coach in every State. "We will also provide funds for the states to organise at least two age groups tournaments each, which we hope can start by October. "A further RM1 million will be spent for the national junior programme at the Bukit Jalil Sports School (BJSS) as we need to produce world class talents. Chin Chai said the long term target is for BAM to be financially independent. "NSC has been supporting BAM for a long time but has indicated it will gradually reduce its funding. We have always been grateful for what NSC has done but we will receive whatever it offers as BAM is aware of the need to be financially independent." A CUT ABOVE Posted: 05 Jul 2011 11:14 AM PDT A CUT ABOVE Elle hairstylists showed off their skills during their graduation show recently IT was an afternoon of fun, flair and fantasy recently when 56 graduates from the Elle Hair Academy presented a showcase of creative hairstyles. Their passion for the profession showed through clearly in the stylish presentation on their graduation day. From the dramatic display of clever coiffeurs, the audience saw how these budding hairstylists went all out to apply what they have learnt to impress their instructors. Elle Hair Studio was established in 1986 by Simon Koh and the hair academy was opened in 1989. Since its inception, more than 400 hairstylists have graduated and went on to successful careers in the hair industry, both locally and abroad. Koh, the artistic director and principal of the academy, works with a team of professional hairstylists to train and mentor the graduates. With their inspiration, the graduates were challenged to show off a range of hairstyles designed in a showcase of four themes, namely, Sports, Rock, Gothic and Avant-Garde. If the audience appreciated the trendy hair designs in the Sports category, they certainly enjoyed the slick hairstyles in the Rock and Gothic categories that not only featured dark clothes but bold, black make-up colours matched with equally sombre facial expressions. The eagerly anticipated Avant-Garde category blew the audience away with a dramatic display of a range of creative coiffeurs derived from the artists' active imagination. With such a dazzling display, the panel of judges made up of Nicole Tay, Christopher Foong and Eric Tan, had a difficult time selecting the winners for the best creation in each category. All the graduates' hard work paid off handsomely when the winners were finally announced. After Hew Lee Yin (Sports), Hon Chee Boon (Rock), Chong Boon Hau (Gothic) and eight graduates in Team 5 for the Avant-Garde category received their awards, Koh presented all the graduates with their certificates. Chong, 19, who hails from Seremban, completed the hairstyling course as a full-time student in eleven months. Unlike him, Choo Khai Kgin, 28, took the course on a part-time basis and completed the course after three years. Armed with their qualifications, these young hairstylists are eager to gain more experience before they embark on their careers. "It's not just a simple haircut," said Elvin Low, Elle's human resource and marketing manager, as he discussed how it's now important to receive proper training and become a qualified and certified hairstylist. He said after graduation, young hairstylists have many job opportunities, beginning as junior stylists before they gain sufficient experience to be senior stylists, then leading stylists and later as professionals. Low, who has been with Elle for six years, acknowledged that Elle Hair Academy is leading the way in professional hairstyle training in Johor Baru. "The customer always comes first," said Koh, who has earned an excellent reputation among his regular customers as he stands firm by this principle since opening his first hair salon. 60 fishing nets worth RM80,000 stolen Posted: 05 Jul 2011 10:25 AM PDT 2011/07/05 By Chong Chee Seong SOME 60 fishing nets valued at RM80,000 were stolen from two boats in the Straits of Malacca recently. The incident is believed to have taken place before dawn, after a group of fishermen in two boats went to sea on Friday night to lower the nets at l5 nautical miles off the Muar coast. The fishermen took a nap after lowering the nets. When the fishermen hauled them up a few hours later, some of the nets were missing. Sulaiman Kamis, 53, said his boat was anchored at the Muar river near the Jalan Salleh wet market. He lost 30 nets valued at RM40,000. Another fisherman Din Abbas also lost 30 nets valued at RM40,000. Sulaiman said he and two assistants took a nap after lowering 110 nets. When they hauled them up at about 1am on Saturday, 30 nets were missing. He said they had earlier heard the drones of a motorboat nearby. Din, who was fishing nearby found 30 nets missing when he and his assistant had set down l90 nets on Saturday morning. He believed that the thieves could have sneaked up to his boat and cut off the ropes which were linked to the nets before hauling them up into their speedboat. Thailand's PM-to-be denies job for Thaksin Posted: 05 Jul 2011 11:27 PM PDT BANGKOK: Thailand's next leader Yingluck Shinawatra Wednesday dismissed mounting speculation that her brother Thaksin, who was ousted in a 2006 coup, will be given an official role under her tenure. Yingluck, who fronted the opposition Puea Thai party's election campaign as the political stand-in for her fugitive sibling, stormed to victory in Sunday's polls and has assembled a five-party coalition. But she dismissed media reports that said Thaksin, who lives in self-imposed exile in Dubai to avoid a jail term for corruption, was likely to become a government trade envoy promoting the kingdom's exports abroad. "It's not true, there is no such position appointed," Yingluck told reporters as she arrived at her party's headquarters in Bangkok for a meeting with economic advisers. "There is no role for Thaksin. He is only giving moral support and advice," she said. "He is fine overseas and he is not anticipating getting any political position. He merely wants to see national reconciliation." The return of Thaksin, a deeply divisive figure in Thailand, would risk angering his foes in the Bangkok-based elites in the military, palace and bureaucracy and could spark further turmoil after years of violent protests. After his sister's win, Thaksin said he had no plan to return to office himself and that setting foot back in Thailand was not a priority, but he has previously expressed hopes to be at his daughter's wedding in December. Yingluck, who is yet to be officially appointed by a new parliament, has formed a five-party coalition that will control about three fifths of the lower house seats, but the new cabinet line-up is yet to be announced. Trader claims trial to having 'Bersih' t-shirts Posted: 05 Jul 2011 11:23 PM PDT KOTA BARU: A trader pleaded not guilty in the Magistrate's Court here today to having in his possession for sale hundreds of T-shirts promoting the interests of an unlawful society. Zakaria Che Will, 40, was charged with having 388 yellow T-shirts bearing the word 'BERSIH' at a market in Jalan Datuk Pati here at 10.45 am five days ago. Magistrate Nur Zakiyah Shamsudin set Aug 9 for mention of the case and allowed Zakaria bail of RM4,000 in one surety. Zakaria was charged under Section 47 of the Societies Act which says it is an offence for anyone found in possession of documents and/or collateral which are issued or appear to be issued by or on behalf of or in the interests of an unlawful society. The Bersih 2.0 electoral reform coalition has been declared an unlawful society. Zakaria is liable to imprisonment of up to two years or a maximum fine of RM5,000, or both, upon conviction. Street rallies off<br>PM: Govt ready to meet Bersih on using stadium instead Posted: 05 Jul 2011 05:26 PM PDT 2011/07/06 By Sean Augustin sean@nst.com.my After an audience with Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin yesterday afternoon, Bersih leaders emerged from Istana Negara and declared they would hold the rally in a stadium. PUTRAJAYA: The street rallies are off with the Coalition for Clean and Fair Elections (Bersih 2.0) backing down, much to the relief of business operators and the public. After an audience with Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin yesterday afternoon, Bersih leaders emerged from Istana Negara and declared they would hold the rally in a stadium. This effectively put a stop to the counter rallies threatened by Umno Youth and Malay rights group Perkasa. Prime Minister Datuk Seri Najib Razak later told reporters that the government was prepared to meet Bersih organisers to discuss the possibility of holding the rally at a stadium. He said they had not given any indication to which stadium they would prefer, but the government "would respond accordingly". Najib, however, stressed that certain conditions must be attached before a permit was given for the rally to be held in a stadium. "They must come in peace, hold it peacefully and go back peacefully," the prime minister said. He also said the organisers would be held responsible if the demonstrators caused chaos, damaged property or caused harm to others. "We hope the organisers will keep their promise so that all will go well and peacefully and no untoward incidents will take place," he said. Najib added that the government was against street rallies as it was concerned about public safety and was determined to protect Malaysians from any untoward incidents. The government had on a number of occasions proposed that such a rally be held in a stadium instead of taking it to the streets to safeguard public order. Bersih was earlier adamant in going to the streets to push for their so-called electoral reforms, but softened their stand after Tuanku Mizan on Sunday urged certain segments of the people not to be overzealous in their attempts to "enrich democracy lest this brings about destruction". Najib yesterday also thanked the king for his concern in ensuring the country's peace and security. "It is due to this concern that the king instructed all quarters to cancel all planned street demonstrations or gatherings on July 9," the prime minister said after chairing the first Malaysian Innovation Agency governance council meeting, here. "I would also like to thank all quarters for respecting the Agong's wishes. " On whether it would be an offence for supporters to turn up at the stadium wearing a Bersih T-shirt, Najib said it was up to the police to decide. "We consider them (the organisers of the gathering and the gathering itself) illegal... (but) they don't consider themselves illegal. "What is important is to protect the interests of the public. I want to protect Malaysians from any untoward incidents. " Asked if Umno would also hold a gathering on Saturday, Najib said the party would not do so. "If Umnowants to respond, we can have a much bigger gathering... a much bigger demonstration. I can assure you that the crowd will be very big ," The Bersih rally is being organised by a coalition of non-governmental organisations headed by former Bar Council president Datuk S. Ambiga. The coalition was outlawed by the Home Ministry last week and to date, more than 100 Bersih supporters have been arrested for links to the illegal rally. Police have also detained six Parti Sosialis Malaysia members, including Sungai Siput MP Dr Michael Jeyakumar Devaraj, for 60 days under the Emergency Ordinance. 6 moves to make nation more competitive Posted: 05 Jul 2011 11:32 AM PDT KUALA LUMPUR: Malaysia has put in place the last building block of its plan to transform into a high-income nation with the launch of six strategic reform initiatives (SRIs), a group of policy measures designed to improve the country's competitiveness. Previously, the government had identified the industries Malaysia needed to focus on for further economic growth. Now, the SRIs will help to develop the National Key Economic Areas like plantation and tourism. "The pursuit of economic growth complemented by policy reforms will enable us to compete robustly in the global arena," said Prime Minister Datuk Seri Najib Razak in his speech, which was read by Deputy Prime Minister Tan Sri Muhyiddin Yassin yesterday. The Economic Transformation Plan involves doubling the per capita income to RM48,000 and creating more than 3.3 million new jobs by 2020. The SRI launch drew a big crowd at the KL Convention Centre where senior civil servants made up the bulk of them, alongside senior corporate executives and industry captains. The measures were arranged in six clusters, namely Public Finance, Gover nment's Role in Business, Human Capital Development, Public Service Delivery, International Standards & Liberalisation and Narrowing Disparities. The Performance Management and Delivery Unit (Pemandu), the agency in charge of driving the transformation plan, carried out six labs over six weeks involving some 500 members of the public and private sectors. "We now have 13 reports that amounted to 3,000 pages, containing detailed recommendations and policy changes," said Pemandu chief executive officer Datuk Seri Idris Jala. In Public Finance for instance, the government plans to improve tax collection, cut costs and create new revenue with the launch of a Government Service Tax. Another plan under the Narrowing Disparities SRI is to create worldclass Bumiputera entrepreneurs.
