Bleaching of two million illegal immigrants begin July 1

KOTA BAHARU: The Home Ministry will initiate a programme of bleaching or pardoning for almost two million illegal immigrants in the country starting July 1, said Deputy Home Minister Datuk Lee Chee Leong.

In this context, he said the recruitment of foreign workers during that
period will be temporarily frozen to ensure that the nationwide programme runs
smoothly.


"We are freezing all foreign worker applications for the programme which
begins on July 1. We have also shortlisted 200 private companies which will be

involved in managing the illegal immigrants," he told reporters after presenting
certificates of citizenship to 14 people, who applied to become Malaysian
citizens since last year, at Kopitiam Kita here today.


He said the ministry's 6P amnesty programme was carried out by registering
illegal immigrants using a biometric system to track their movements in the
country.

The programme, he added, involved six action plans which are registering,

legalising, pardoning, monitoring, enforcing and deporting illegal
immigrants.

Lee said the objective of the bleaching exercise was to collect data on how
many illegal immigrants are in the country, how many work in sectors allowed to
recruit foreigners and to give illegal immigrants a chance to go home without
being prosecuted, as decided by the Cabinet.

He said the 200 companies interested in managing the registration of illegal
immigrants submitted application forms downloaded from the website
www.moha.gov.my.

Lee said only companies with experience in human resource management and
foreign workers will be selected, while orgnisations and associations will only
involve their employers and need to be registered with the Registrar of
Societies.

"There are 1.9 million foreigners working legally in the country, but our
information shows that the number of illegal immigrants is more than that with
about two million people in total," he added. - Bernama

Samsung's Lee says corruption spread group-wide

SEOUL: Lee Kun-hee, chairman of Samsung Electronics Co, said Thursday that corruption is widespread in Samsung Group, signalling that he may order a group-wide audit and a far-reaching management reshuffle.


"Samsung Techwin was a coincidence (that irregularities were found). It seems that corruption is widespread in all Samsung affiliates," Yonhap News agency quoted Lee as saying.

He said this to reporters as he arrived at the company's office in southern
Seoul.

The remarks from South Korea's wealthiest man came after a chief executive
officer at Samsung Techwin Co, the group's arms-making unit, offered to resign
after an internal audit found improper behaviors by employees.


Samsung officials declined to discuss details of the audit and what prompted
the chief to resign.

Infuriated by the audit results, Lee reprimanded his senior executives and
ordered to beef up the auditing team to uproot corruption, Samsung's chief

spokesman said Wednesday.

Lee, the son of the Samsung Group founder, hinted that he may intensify an
internal probe and a personnel reshuffle may be in the offing.

"I've been worried, so I'm trying to make this an issue," he said.

"Corruption can entail getting favors or grafts, but the worst kind is to grill
staff members to force them to do improper activities."

Lee, a reclusive leader who usually works from his Seoul residence, began
making biweekly visits to Samsung's office in Gangnam in April this year. - Bernama

PSD scholars who break bonds without paying risk court action

KUALA LUMPUR: Scholarship recipients who owe the Public Service Department (PSD) more than RM30,000 as principal sum payable for breaching their contracts will be issued bankruptcy notices. The notice can also be issued to the defaulter's guarantors, which in cases like these were usually the student's parents or relatives.


For those who owe less than RM30,000, a judgment debtor summons will be issued.


These defaulters will have to pay the amount either in lump sums or instalments, depending on the court's order If the defaulter fails to obey the court order, the person may be sent to prison.

Attorney-General's Chambers civil division, execution and enforcement unit head Mohammad Al-Saifi Hashim said they were currently processing 195 such cases.


He said scholarship holders were contractually bonded with the PSD to perform certain duties, such as serving in a certain institution upon completing their sponsored studies.


"When we receive a case from the PSD where a student has breached the contract, we will bring the defaulter and or their guarantors to court to obtain a judgment." Al-Saifi said from there, those owing more than RM30,000 would be issued bankruptcy notices. "Once the defaulter is declared bankrupt, the case will be forwarded to the Insolvency Department," he told the New Straits Times yesterday.

Al-Saifi said a person who has been declared bankrupt would have many restrictions imposed on him. "For example, a bankrupt person cannot take further loans or go overseas without the permission of the depar tment's director-general or the court.


"The director-general also has the power to sell off a bankrupt person's property in order to settle their debts. " Al-Saifi said those who failed to service their judgment debtor summons would be brought to a committal proceeding.


He said a committal proceeding might result in the defaulter being sent to prison.

Al-Saifi said so far no one had been sent to jail for breaching scholarship contracts or for defaulting on study loans.


He said, however, that the laws were already in place and enforcement would be exercised if the need arose.


Around 500 scholars had not fulfilled their contract with PSD since 2000 until last year.


PSD issued 4,000 scholarships this year, including 1,500 for overseas degree programmes.


Itwas reported earlier that most of those who were reluctant to return to uphold their end of the contract had studied in universities in Europe and the United States.


The scholarships for students studying there ranged from RM400,000 to RM1.2 million each.

The government over the past several years had allocated about RM1.2 billion for 1,500 overseas scholarships.

PUTRAJAYA: The Home Ministry will recruit agents to help facilitate in registering and legalising the illegal immigrants in the country.

Home Minister Datuk Seri Hishammuddin Hussein said under the new programme, the immigrants would be registered using the biometric fingerprint scanning system before being re-assigned to the sectors which needed the foreign labour.

"Their biometric details will be taken and they must return to their home countries when their stay expires," he said after officiating the sponsorship presentation of the second General Police Special Equipment Exhibition and Convention (GPEC) Asia 2011 at the Putrajaya Maritime Centre yesterday.


Hishammuddin urged companies, associations and bodies keen to become agents to apply online on the ministry's official website but warned that strict vetting would be carried out to ensure only genuine agents were appointed.

"The companies should not act as outsourcing companies as their role is to help the government reach out to the illegal immigrants. We wish to avoid similar problems faced in the past when we outsourced these tasks.

"Enough of taking advantage of innocent people, regardless of whether they are foreign or local,"Hishammuddin said.


Also present at the event were ministry secretary-general Tan Sri Mahmood Adam and Inspector-General of Police Tan Sri Ismail Omar.

The biometric fingerprint scanning system, which was implemented on June 1, requires foreigners entering and leaving the country to have both index fingers scanned at entry and exit points, instead of just having their passports stamped. It is now implemented at 96 entry points in the country.

Yesterday, the Home Ministry's immigration affairs department issued a statement on a "total solution programme for illegal immigrants", where companies, associations and bodies were invited to become agents in facilitating the registration process of illegal immigrants.


The programme which include registering and providing amnesty, is aimed collecting statistics on the illegal immigrant population in the country and to allow them to go home without being penalised.

Latexx raised to 'trading buy' at CIMB

Latexx Partners Bhd, a Malaysian rubber glove maker, was raised to "trading buy" from "neutral" at CIMB Investment Bank Bhd after the company agreed to a revised offer to merge with the YTY group.

The share estimate was increased to RM2.60 from RM2.28, Kuala Lumpur-based analyst Terence Wong wrote in a report today.

The stock rose to its highest level in almost three weeks in Kuala Lumpur trading, gaining 3.1 per cent to RM2.34 at 9:03 a.m. local time, set for its highest close since May 23. -- Bloomberg

Genting gains on NY casino report

SARBINEE Allawee does not believe that bad things come in threes.

The Terengganu goalkeeper said the home defeats to Kedah and Kelantan were a humbling experience but his team will learn from the experience.

"We will be playing in the FA Cup final against Kelantan on Saturday and I believe we have every chance in the world to bring the trophy back home.


"The two consecutive losses will make it difficult for us to win the Super League title and I will do everything in my power to help my team win the FA Cup final," he said.

The 25-year-old, who is also the national goalkeeper, admitted he had a game to forget in the match against Kelantan after making several judgement errors.

"I feel bad for the fans who filled the stadium to the brim to support us but it just was not our night.


"Personally speaking, I wish I could undo some of the things I had done that night especially the part when I collided with my own defender Muhaimin (Omar) which led to Norshahrul (Idlan Talaha) scoring the second goal for Kelantan," he said.

Muhaimin injured his knee in the collision and will miss the FA Cup final and the two remaining matches in the Super League.

Sarbinee however promised to make amends by trying his best to keep a clean sheet in the final at the National Stadium in Bukit Jalil.


"I know it is easier said than done, especially without Muhaimin, but it is comforting to know that (left-back) Zubir Azmi (who was with the Olympic squad) will be back in the squad.

"We should be a lot more fluid when pressing forward as (attacking midfielder) Ashaari (Shamsudin) is also back in the team after serving his suspension," said the Pulau Duyong-born who has yet to taste football glory with Terengganu.

He said he was still in school when Terengganu won the FA Cup in 2001 and the Malaysia Cup a year later.

"Although I have won the Sea Games gold medal and the AFF Suzuki Cup with the national team, I know that it will not be the same as winning a major trophy for my home state.

"I have a chance to do it now and I am not letting it go to waste," he said.

Arif, Latif survive early scares

HAFIZ Hashim and Arif Latif were made to battle hard to avoid an early exit while Wong Choong Hann advanced with ease to the second round of the Thailand Open in Bangkok yesterday.

Hafiz, whose world ranking has slipped to 42nd after going professional early this year, outlasted Shon Wan Ho of South Korea 18-21, 24-22, 21-19 in 67 minutes to reach the second round.

Arif beat Commonwealth Games runner-up Rajiv Ouseph of England 15-21, 21-16, 21-14.


Choong Hann, up against world junior champion Viktor Axelson, had little trouble beating the young Dane 21-18, 21-12 in 34 minutes.

Elite shuttler Chong Wei Feng also advanced after surviving a scare against junior player Zulfadli Zulkifli to win 13-21, 21-16, 21-12.

Former national player Kuan Beng Hong beat Lin Chia Hsuan of Taiwan 21-11, 21-15 to book his place in the second round.


However, Liew Daren, Chan Kwong Beng and Goh Soon Huat all crashed out. Daren was stunned 21-18, 21-13 by Japan's back-up player Riichi Takeshita while Gurusai Dutt (India) sent Kwong Beng packing with a 21-10, 20-22, 21-10 win.

SMK (P) Sultan Ibrahim Johor Baru student leaders honour mothers

FOR the second consecutive year, the Student Leaders' Board (SLB) of SMK (P) Sultan Ibrahim Johor Baru (SIGS) celebrated Mothers Day..

There were about 100 guests at the celebration. The event, which carried the theme Mother Knows Best, took place at a hotel.


"With last year's experience, we planned a better event this year," said the project director, Amira Aisya Abd Aziz.

"Besides song and dance presentations, games and prizes, there were two guest speakers."

Amira, 16, said it had been an interesting learning experience working with the organising committee.


The adviser, SIGS language department head Navinder Kaur, said: "SLB is, for many of our students, their first taste of democracy."

She said SLB was a platform for secondary students to voice their opinions, and develop leadership and communication skills.

Set up two years ago, SLB is one of the most active student leaders' bodies in Johor. It is involved in many activities and projects.


Dr Salina Malar Abdullah of Pusat Kebajikan Tiram, a shelter for unwed mothers, was of the speakers. When she asked the girls whether it was "ever wrong to love somebody", they responded with an emphatic "No!".

Dr Salina spoke about the different types of love and the shelter's mission to save unwed mothers and their babies.

She said unwed mothers were encouraged to bond with their babies and move on with their lives, rather than give them up for adoption.

In a presentation entitled Keluarga Bahagia Anak Berjaya (Happy Family, Successful Children), SIGS teacher Arfah Hashim encouraged families to develop strong bonds through communication and spending time together.

She also urged parents to cultivate the reading habit in their children.

"The best gift you can give your children is the gift of reading," said the mother of four.

Arfah, who has been with SIGS since 1986, was the recipient of a life achievement award at the recent Teachers Day celebration.

Other activities included singing, dancing, games and contests.

There were dancing and flower arranging competitions, involving mother-and-daughter teams.

Judges in the Look Alike Contest were kept busy looking for the pair of mothers and daughters who resembled each other the most.

Some daughters composed poems for their mothers. Joanne Evelynna Peter who dedicated a moving poem to her mother, Florence Selvarany David, was honoured with a special mention.

Five mothers vied for the title of Mother, Queen of the Day. It was won by Noryati Mat Yunus.

Asked for words of wisdom and encouragement, one of the fathers, Hazni Mohd Turee, said: "Give them (children) what they need and not what they want because you know what's best for them."

I WAS born at the foothills of Bukit Cina in Malacca, the sixth child in a family of 10 children.

I wanted to be a radio disc-jockey (DJ) and was thrilled to be among the 10 short-listed out of 400 candidates who were interviewed at Rediffusion. But, I was not selected for the job.

Although I made my father happy when I agreed to go to teachers' training college, the only thing I enjoyed there was playing hockey and being cheered on by the girls.


In 1983, I started my career in Human Resource Management as a pioneer staff with General Electric (USA) based in Muar, and later at their operations in Kota Tinggi.

I have since worked with several multi-national corporations and gained wide experience in HR development, including organisational development, setting systems, training, safety and sports organisation.

In 1986, I joined the Malaysian Nature Society (MNS) and discovered my passion for the environment.


I became an Endau-Rompin nature park volunteer. I have been an MNS council member since 2008 and travelled widely with the MNS and on my own to nature parks and heritage sites in Europe and the US.

In Asia, I had many adventures in Japan, Taiwan and Nepal, including trekking the Himalayas, Karakoram in Pakistan and climbing Mount Kinabalu twice.

Some of the best landscapes I've seen were during the five times I scaled Gunung Tahan, the highest peak in Peninsular Malaysia.


My training and experience as a fire-fighter, and diver, and knowledge of first-aid came in handy when I was group leader for four of these climbs. My last climb in 2006 was particularly memorable because my teenage daughter, Karen Kaur, completed the climb with me.

In 2004, I joined Johor National Parks Corporation as Ramsar park manager to manage three of Johor's Ramsar wetland parks.

Malaysia has six Ramsar parks, and three are in Johor. My task is to manage the natural habitats and implement conservation while promoting tourism through training, education and research activities.

I also implemented other plans to ensure that the Ramsar obligations are met to preserve the biodiversity of the mangrove ecosystems and ensure that advancement is achieved in harmony with the community's livelihoods, nature and the environment.

After the 2004 Asian tsunami, the general public had a better understanding of the importance of mangroves, which are vital to the natural ecosystem.

Besides protecting the coastline from erosion and surge storms, their massive root systems are efficient at dissipating wave energy. When I was doing my Wetlands management course with the Netherlands based UNESCO-IHE Institute for water education in 2007, I was shocked to discover that there was no module on mangroves.

This was an opportunity for me to specialise in mangroves because they are predominantly found in Southeast Asia.

Today mangroves are the "jewels" of Iskandar Malaysia because potential investors in Johor are keen to know how our environment is being preserved as the state is developing rapidly.

They are interested in sustainability and often visit our Ramsar sites on eco-tours to enjoy attractions like village home stays and observe how the fishermen earn their livelihood.

I have had the privilege to be a guide for distinguished guests such professors from universities including Harvard University, the deputy Foreign Minister of Cuba, and the Korean Ambassador to Singapore.

I believe more can be done for eco-tourism in Johor especially the niche market for ecotourists and researchers.

The tours should involve the indigenous people like the Jakun in the Endau-Rompin National Park, highlighting their culture and promoting their handicrafts such as woven baskets and wood-based products.

The tourism ministry can partner with MNS and World Wide Fund for Nature (WWF) to create a blueprint for tour packages that include nature guide, porters and even a cook.

I moved to Pontian after living in Kota Tinggi for 10 years and I was sad to see that the forest and its eco system along the river had been developed into a new town.

Known as the riparian zone, this area supported important wildlife habitats.

In 2006, 2007, and this year, the town was hit by massive floods during the rainy season.

The river bursts its banks and thousands of people suffered when the town was inundated because now there is no riparian zone to absorb the excess water.

Recently, I compiled a guidebook as a reference for tour guides, teachers and students entitled A pictorial guide to Tanjung Piai Johor National Park. This is a step towards educating the public in the four components of natural resource management with education through communication, education and public awareness (CEPA), conservation, research and ecotourism.

I encourage everyone to be aware of their role in natural resource management and I echo Charles Darwin who said: "It is not the strongest of the species that survive nor the most intelligent, but the one most responsive to change."
