UN agency to study feasibility of fund

PETALING JAYA: The Human Resources Ministry has asked the International Labour Organisation (ILO) to study the feasibility and impact of a retrenchment fund for workers in the country.

Its minister, Datuk Dr S. Subramaniam, said the government had toyed with the idea of setting up the fund for those who were forced into unemployment.

It, however, could not be executed because of concerns on the long-term feasibility of the fund.


Another option was to have an unemployment insurance, but Dr Subramaniam said it was "tricky" because if it were to be implemented in the Employment Act, then the retrenchment benefits would have to be removed.

He said as such, the ILO had been roped in to study the matter.

On the decision by the Malaysian Trades Union Congress (MTUC) to picket over amendments to the Employment Act 1955, Dr Subramaniam said he was saddened.


He said this was despite the ministry explaining to MTUC on the amendments the day the bill was tabled in Parliament last week.

"We explained to them that the amendments were made based on the National Union of Plantation Workers' request to give protection to their workers. This request was made a few years ago," he said after opening the Malaysian Employers Federation National Conference 2011 at a hotel here.

He said the ministry wanted to legalise the outsourcing of workers in a bid for companies to register themselves. This would enable the government to have control in monitoring these companies, as well as identifying the employers and their workers.


Dr Subramaniam said MTUC had twisted the matter by saying that the ministry was now giving the opportunity for employers to allow outsourcing of workers.

"We are not. The issue of outsourcing is something we hope to overcome with the cooperation of employers and workers," he stressed.

MTUC, in its general council meeting on Monday, had agreed to hold a nationwide picket on Nov 3.

On Oct 3, some 200 MTUC members held a brief picket outside Parliament against the second reading of the Employment Bill (Amendments) 2011. The bill was later passed.

On a report that local employers hiring workers from India would have to adhere to revised guidelines imposed by the Indian government, including a minimum wage requirement, Dr Subramaniam said it was a unilateral decision made by the south Asian country.

He said though it was the Indian government's right to enforce such measures, it was not a must for the Malaysian government to ensure that Indian workers are guaranteed by the salaries stipulated.

Dr Subramaniam added that the move was not something new as Philippines had imposed a similar requirement for quite sometime.

Teaching families about dangers in cyberworld

The guidebook, a joint project between Cybersecurity Malaysia under the Science, Technology and Innovation Ministry and Digi Telecommunication Sdn Bhd, was launched by Women, Family and Community Development Minister Datuk Seri Shahrizat Abdul Jalil during a two-day Child Online Protection seminar here yesterday.


Shahrizat said parents knew how to protect their children in the real world but were often clueless and helpless when it came to the dangers of the cyberworld.

"Both parent and children must know the dangers lurking in the cyberspace such as cyberbullying, cyber grooming, identity theft and pornography."

She said the seminar, attended by various experts, academicians, government agencies and NGOs, would craft a strategic plan, regulations, laws and policies on child online protection


"It is time we had a law to protect children from the dangers of cyberworld," she said.

Norton Online Family Report 2010 said Malaysian children spent an average of 19 hours in a week surfing the Internet, although their parents thought they had spent less time than that.

The report also found that nine out of 10 children were exposed to negative surfing experiences which affected them emotionally, yet only four out of 10 parents had knowledge of their children's surfing activities.


CyberSecurity Malaysia said 11,930 cyber crime incidents were reported to the Cyber 999 help centre from January to September, which was a 130 per cent jump from last year.

Copies of the guidebook will also be distributed to schools and can be accessed online at www.digi.com.my.

Gucci acts on China store abuse claims

BEIJING: Gucci said it had "replaced" senior managers in China and was reviewing its business practices after former staff at a flagship store said they were abused so badly that some suffered miscarriages.

The Italian fashion label issued a statement late yesterday after Chinese media said some former employees at the store in the southern boom town of Shenzhen claimed they had to ask permission to use the toilet or drink water.

The five former Gucci workers also said they were made to work extra hours unpaid and to pay for any items that were stolen from the shop, in an open letter seen by Chinese media.


Reports said the letter described the company as a "flamboyant gown" that "hides a lot of lice" and alleged some pregnant staff had miscarried under the strain.

"Gucci does not and will not endorse or tolerate the alleged malpractices," the company statement said.

"Gucci has conducted thorough investigations and has taken a series of measures, including the replacement of the concerned senior management and assistant store manager."


The label, which is owned by French luxury conglomerate Pinault-Printemps-Redoute, also said it had hired external consultants to review its business practices in China, where its website says it has 42 stores.

The number of labour disputes in China has risen in recent years as workers employed in thousands of workshops and factories across the country increasingly demand better pay and conditions.

There has been a spate of suicides at factories in China owned by the Taiwanese company Foxconn, supplier to Apple, Sony and Nokia, but few reports of abuse in Chinese stores. -- AFP

Kelantan Sultan chairs 225th Conference of Rulers meeting

KUALA LUMPUR: Sultan Muhammmad V of Kelantan today chaired the 225th Meeting of the Conference of Rulers at Istana Negara, here.

The meeting today was attended by all Malay rulers except for Terengganu who was represented by the Tengku Seri Bendahara, Raja Tengku Mustaffa Kamel, and Pahang by the Tengku Mahkota, Tengku Abdullah Sultan Ahmad Shah.

Their Royal Highnesses were accompanied by the respective states' menteri besar.


The Yang Dipertua Negeri of Penang, Yang Dipertua Negeri of Sabah and Yang Dipertua Negeri of Melaka were accompanied by the respective chief ministers, except for Sarawak who was not present at the meeting.

Flood spoils 30-year vinyl collection

ALOR STAR: Flood victim Tengku Nahar Tengku Mansor, 48, was devastated when he came home to find his collection of vinyl records was soaked in mudwaters after the city was ravaged by floods last Wednesday.

The father of three only realised the irreparable damages when he returned to his house at Taman Rakyat, Jalan Sultanah Bahiyah here on Saturday after seeking refuge at a relative's home in Hutan Kampung.

Self-employed Tengku Nahar said his record collection were kept in the storeroom of his double-storey house and he had forgotten about the records when his family were rushing to evacuate the house last week.


"I was busy moving our furniture to the upper-floor when the flood started to reach our doorstep last Wednesday. I forgot about the records that was stacked in a box which I placed on the floor of the store room," said crestfallen Tengku Nahar.

Tengku Nahar said he may salvage the vinyl records but the album covers were spoilt.

His collection includes evergreens and superstars the likes of Bee Gees, Dan Hill, Neil Young, David Gates, Kim Carnes, Cliff Richard, Nat King Cole, and Graham Nash.


Tengku Nahar began collecting the vinyl records in the 1970s, and he loved each of them dearly.

"This is the precious collection of my life, I simply could not believe that I forgot about them when we were leaving the house," he added.

Tengku Nahar had lived in Langkawi for over 20 years before moving back to his hometown in Alor Star two months ago.


"I had never expected this area would be inundated by flood as it was never badly affected even during the major flood in 2005. I certainly hope that it would not occur again," he said.

He thanked the volunteer rescuers for helping them in the evacuation process.

"I didn't realise how serious the situation was until the rescuers arrived at 11pm on Thursday telling us to leave the house as the authority was about to cut-off the electricity supply on safety ground," he said, sharing his first experience with flood disaster.

Tengku Nahar said he was planning to frame all the vinyl record and have them hung on the wall but did not have the time to do so.

He only managed to frame his most treasured album 'Thriller', by the late King of Pop Michael Jackson. "At least I still have this."

Nation needs DNA banks, says lead CSI

SHAH ALAM: Malaysia needs to build DNA banks or repositories to assist in solving crimes and prosecuting cases, according to a senior forensic police officer.

Head of the Police Forensic Lab's Crime Scene Unit (CSU) Supt Amidon Anan said the ability to collect DNA at crime scenes often proved futile as the forensic lab had only a limited bank of samples.

"Having the DNA is useful if we have suspects we can match the samples against. But we are unable to use the samples to help us find potential perpetrators as we don't have DNA banks like what you see on the television series CSI," said Amidon.


He was speaking to students from UiTM's Faculty of Communication and Media Studies on the topic, 'Crime as the elective subject' at the campus here on Oct 5.

The need to create and develop DNA banks was critical, said Amidon, given the high public expectations on the police to safeguard society and reduce crime.

He said: "DNA banks can help the CSU in many pending cases, such as Nurin Jazlin. It was sad that while we were able to collect a DNA sample from the body of the child, we had little means or resources to match it with the likely murderer," he said.


Nurin Jazlin was a high-profile case of a missing child whose body was subsequently dumped in a gym bag in Petaling Jaya more than three years ago.

Amidon expressed his frustration that the CSU's repeated requests for the establishment of DNA banks seemed to have fallen on deaf ears.

While the cost of implementing such a project would be substantial, he said it would only escalate over time and "if not now, then when?"


"It is not about being a hero in solving these cases. It is about finding justice for the victim's family."

"Having this ability to solve and prosecute cases would significantly reduce the ability of criminals to get away with their crimes," added Amidon.

AirAsia slides after Vietjet venture dropped

TO most of the sold-out crowd at Sultan Ismail Nasiruddin Shah Stadium in Kuala Terengganu on Monday, it was referee Mohd Nafeez Abdul Wahab who was the 'man of the match'.

After all, he was the one who red-carded three Kelantan and two Terengganu players, in addition to brandishing 10 yellow cards, five to each side, in the Malaysia Cup first-leg quarter-final between Terengganu and Kelantan.

Not many in the crowd knew his name then but most of the supporters were more than willing to shout profanities at him all throughout the hot-tempered match.


They did not seem to have run out of expletives even after he blew the final whistle and the 32-year-old referee had to be escorted off the field by security personnel.

Terengganu Mentri Besar Datuk Seri Ahmad Said, who was one of the spectators, said the referee failed miserably at his job of handling the explosive east coast derby.

"This was a high profile match with a long history of animosity between the two rivals and the FA of Malaysia should have appointed a better referee than this one," said Ahmad after the match.


"He was not consistent at all when finding faults with players from either team and he seemed bent on trying to compensate the other team after dishing out punishment to one team."

Ahmad said the referee must have thought it was his job to protect certain big name players from being booked.

"I am talking strictly as a fan and former football player, and in my opinion, Kelantan striker Norshahrul Idlan Talaha deserved to be cautioned in the first half.


"What was needed here tonight was a referee with enough experience handling difficult matches. Hopefully, there will not be a repeat of this in the return leg on Friday," he added.

What Ahmad did not know was that Mohd Nafeez has been officiating international matches since 2008 and is one of the country's top referees.

Both Terengganu coach Irfan Bakti and his Kelantan counterpart M. Karathu refused to comment on the performance of the match officials.

Irfan said Ismail Faruqi Ashaari and Zubir Azmi, who were red-carded for second yellow card offenses, will be suspended for one match and will not be available for the return-leg in Kota Baru.

Karathu said his key defender Daudsu Jamaluddin will have to serve a two-match suspension after receiving a straight red card for an illegal tackle on Terengganu's Ashaari Shamsuddin in the 33rd minute.

"Mohd Shakir Shaari and Mohd Aziz Ismail will be banned for one match as they are two yellow-card offenders but that is enough to make it difficult for us to overturn the first-leg result although we believe that all is not over just yet," said Karathu.

"The sad part is, until tonight, none of players had ever received a red card in all competitions this season. Now we have got three red cards in just one match."

Meanwhile, FAM vice president and local competition committee chairman Datuk Hamidin Mohd Amin said he will wait for the match report before making any comment.

FAM deputy president Tan Sri Annuar Musa, who was also at the stadium, said anyone who was not satisfied with any aspect of the match should lodge a complaint with the association.

Cycling: 'Fixie' set to take centre stage

THE increasingly popular sport of fixed-gear cycling is set to take the spotlight at the upcoming Kuala Lumpur International Fixed Gear Tournament (KLIFG) at the Kuala Lumpur Velodrome, Cheras on Nov 12-13.

The event, which is organised by Dame Events and Communications Sdn Bhd together with the Kuala Lumpur Cycling Association (KLCA) and Kuala Lumpur City Hall (DBKL), is expected to attract more than 1,000 local cyclists as well as 200 to 300 foreign entries from Asia, Europe and the United States.

KLIFG will offer competitors a number of events to compete in which include track races, criterium race, a trick competition as well as a bike polo tournament.


The fixed-gear, more popularly known as a 'fixie', is a single speed bicycle without brakes and freewheel which cannot coast but has been rapidly gaining popularity for its simplicity.

KLCA vice president M. Kumaresan said the event was intended to give fixed-gear enthusiasts, majority of whom are youths, a chance to take their cycling to a more serious level.

"This is the first time there is such an event for fixed-gear cyclists and we hope to get as many youths as we can to be involved in the event," said Kumaresan.


"The event will give these riders the chance to test themselves on road and track against some of the world's best and will also keep them from getting involved in social ills," added the former national cyclist.

The KLIFG will be followed by a another fixed-gear tournament, the Pahang International Fixed Gear Tournament, which will be held on Nov 14-15 at Stadium Darul Makmur, Kuantan.

Patients, families and friends of The Johor Baru Alzheimer's Disease Support Association celebrated its annual event a little differently this year

ALZHEIMER'S disease is the most common form of dementia. It is marked by symptoms such as memory loss, foggy thinking and unpredictable behaviour.

The disease is named after Dr Alois Alzheimer who first conducted research on the disease in 1901, and later identified the damaged parts of the brain which caused the disease.


It had been documented that Alzheimer was obsessed with studying a patient, Auguste Deter, a 51-year-old woman who suffered from short-term memory loss, among other symptoms.

It was only after Deter's death, and further research by Alzheimer and his colleagues on Deter's brain, that the disease was discovered.

The disease may be caused by various factors such as hereditary, environmental or bodily changes.


However, many people agree that awareness and proper care of sufferers are best when dealing with this disease.

World Alzheimer's Day falls on Sept 21, and many organisations nationwide hold programmes to raise awareness about the disease.

The Johor Baru Alzheimer's Disease Support Association (Jobada), which has been holding awareness forums for several years to mark the international awareness day, decided to go about it differently this time around.


The association gathered more than 200 members, volunteers, Alzheimer's sufferers and their family members for a celebration at the Zon Shopping Mall in Johor Baru on Oct 2.

Among the activities held were sales of items to raise funds for Jobada, handing out of pamplets on Alzheimer's disease, line dance, tai chi, exercise and laughter yoga demonstrations.

Tanjung Puteri state assemblyman Adam Sumiru, who was guest-of-honour at the event, urged members of the public to promote awareness of the disease to inculcate a better understanding of sufferers, who are often misunderstood and overlooked.

"I hope this event will help us understand the disease better and help rid some of the stigma associated with it," said Adam.

Adam proposed to Jobada that the clients (the term for Alzheimer's sufferers under the association's care) be given name tags displaying information such as telephone numbers and house addresses.

"This would help when such information is needed urgently. A sufferer needs care and it is important that they not be regarded as a burden."

Meanwhile, Jobada chairman Ong Siok Choon said this year's event to mark World Alzheimer's Day was done differently to add some colour to its annual itinerary.

"Every year, we would organise a forum to mark the day, but this year we went for a celebration involving friends, family and volunteers," said Ong.

Meanwhile, Sandy Lim, 35, who sends her grandparents Han Ah Noah, 90, and Lim Joo Liang, 91, to Jobada's day care centre a few times a week, said the celebration allowed her to spend some time with other families of Alzheimer's sufferers.

"Since it is a Sunday and I am not working, I can have fun while making new friends with the other families.

"It gives me a chance to spend time with my grandparents," said Lim, who is a client relationship manager from Singapore.

She said her grandmother was still alert and likes to accompany her whenever she goes shopping.

Her grandfather keeps himself busy by taking part in four-digit gambling as he enjoys playing with numbers.

A private sector sales manager, Titan Ho, 31, expressed his gratitude to Jobada for taking care of his father during the day.

He is unable to take care of his father due to work commitments.

"My father Ho Teik Kim is displaying symptoms of Alzheimer's disease, but he is still able to drive 10km to Jobada's day care centre twice a week.

"Though the care given by Jobada is basic, I appreciate it very much as my father is able to socialise with others and he receives proper food and care," said Ho, adding that her mother died last year, leaving his father alone most of the time.

Zulaika Abu Bakar, 67, said taking care of her husband Yusof Mohd Zain, who is an Alzheimer's sufferer is challenging but she does it out of love.

"I must ensure my husband takes his medicine on time, and eats his meals. It is a constant struggle," said Zulaika.

Producing world-class graduates

THE 47th Universiti Teknologi Malaysia (UTM) Convocation Festival, which has become a platform to showcase the university's research, should motivate undergraduates to reinforce UTM's reputation as a world-class entrepreneurial research university.

UTM chancellor Raja Zarith Sofiah Sultan Idris Shah said the involvement of graduates in organising the festival held recently had also indirectly proven that they were also good in non-academic fields.

"This also helps them become well-rounded and innovative in all that they do," she said in her speech at the festival at UTM in Skudai.


Raja Zarith also advised the students to keep on improving their academic performance and people skills in preparation for the marketplace.

"Without a doubt, the job market today is challenging. Graduates today do not only have to compete locally, but globally as well," she said.

At the convocation festival themed "Innovation, Technology and Entrepreneurship", stalls were set up to display research in engineering and handicrafts, among others.


Some of the graduates managed food stalls in the food and beverage exhibition.

There was also a fireworks display.

Local and foreign students thronged the festival looking out for interesting research exhibits.


One of the booths which drew much attention had several swords with intricate designs displayed.

At the engineering booth, a vehicle which resembled a mini Grand Prix racing car was put on show.

According to one of the students, the car had recently won a fuel-saving competition for race cars at the national level.

Several stalls selling colourful fabrics, tudung and accessories such as belts and pendants were up for sale at discounted prices.

UTM vice-chancellor Prof Datuk Ir Dr Zaini Ujang congratulated the festival's organising committee for an impressive exhibition.

He said the festival proved that UTM graduates were creative and progressive.

"The festival aims to produce graduates with the right attitudes and entrepreneurial values.

"It is an opportunity to showcase their skills in various fields," said Zaini in his speech.

He said time management skills to balance academic studies and co-curricular activities would better prepare graduates for the marketplace.

"The excellence of an educational institute is reflected by its graduates -- on how much they contribute to national and global productivity," said Zaini.
