Lynas fulfills all requirements: Moore

PERTH: Western Australian Minister for Mines and Petroleum Norman Moore says there is no concern by the Australian government in respect to any operations of Lynas Corporation Ltd as the company has fulfilled all the requirements.

The Minister also voiced his pleasure in the company's involvement in developing its Mount Weld rare earth project as it has given Western Australia a chance to be a part of the world's rare earth business.

Moore, who is responsible for initiating the single biggest overhaul of Western Australia's mining industry's occupational health and safety system, also assured Malaysians that the level of radioactivity attached to the product from Mount Weld was very low, that it was not considered as dangerous goods from the point of transportation regulations.


"So it can be transported from Mount Weld to Fremantle Port and exported (to Malaysia) from there and does not require the regulatory arrangement that would relate to dangerous goods with such a low level of radioactivity attached to it. So, it meets all the requirements," he told reporters at his office.

Lynas is building a RM700 million rare earth processing plant in Gebeng, Pahang, using raw materials sourced from its Mount Weld mine, to produce rare earth products essential for making hi-tech gadgets.

From the mine, the raw materials are taken to its concentration plant within the site and processed into concentrates before they are shipped from Port of Fremantle to Malaysia to be processed into rare earth products at its Gebeng plant.


Moore said the project was important because rare earth was in demand due to the range of products using this material.

"As you are aware, there is severe competition in the world. The Chinese government has almost a monopoly with respect to rare earth, so we are aware that other countries would like to have access to rare earth and as such, we are very keen for this project to go ahead," he added.

Meanwhile, China, whichproduces 95 per cent of the world's rare earth, has been cutting its export quota, causing a global shortage of rare earth.


With the rush to find alternative source, Lynas jumped onto the bandwagon, with its rich deposits of rare earth at its mine in Mount Weld, and had set up a plant in Malaysia to be nearer to the markets.

As for opposition by some Green Party members in Australia to Lynas' Malaysian project, he said, products using rare earth were also green-related.

"Ironically, the products that used rare earth are in fact related to the things like wind turbines that the Greens might be supportive of developing because they are looking for renewable energy sources," he said.

Moore said he did not understand why they should oppose to a plant being developed in Malaysia which would provide employment and opportunities for the Malaysian people, adding that it was unfortunate for them to be also involved in Malaysian politics and the exaggerated circumstances surrounding the Gebeng plant.

"I must confess I don't understand the politics of Malaysia at the moment. I understand you are in an election mood and I can understand Green Group seeking to take advantage of the opportunities to promote the green agenda but I think it is unfortunate that the Australian Green should involve themselves in Malaysian politics, particularly these days, to be exaggerating the circumstances surrounding the project," he added.

Moore said the mining and transportation of the rare earth products from Mount Weld would be done under strict regulations in Western Australia and processing in Malaysia would be done under Malaysian laws which were rigorous as that of Australia's. -- BERNAMA

Lawmakers show it’s never too late to learn

KUALA LUMPUR: Our lawmakers are proving that age and work commitment are no barriers to pursuing their education at a higher level.

It is learnt that 25 of them, including six deputy ministers, are pursuing studies in various postgraduate programmes conducted by Universiti Utara Malaysia (UUM).


Deputy Health Minister Datuk Rosnah Shirlin Abdul Rashid said she decided to pursue a doctorate in political science after giving it "a long thought".


"I spoke to my family and staff about this and, fortunately, they gave me their full support. I have always been interested in continuing my studies," she told the New Straits Times.

Asked how she would divide her time between her family, her ministerial work and her constituents in Papar, Sabah, she said she had to thank UUM for its flexible hour s.


"Even though I am doing this on a full-time basis, it is off-campus. I only attend classes when it's convenient," she said.


Considering a large number of lawmakers pursuing their post-graduate studies in UUM, the university had set up classes in Parliament building where its lecturers would come and teach.

Rosnah is working on her thesis and she expects to complete her studies by next year.


Sabak Bernam member of parliament Datuk Abdul Rahman Bakri, who was pursuing a Master's in Political Administration, said the first few months of his studies "were the hardest".


"But it is better now, especially with the support of my family and friends," said the 46-year-old.

However, he admitted that he felt "awkward " when attending classes with students half his age.


"I have to tellmy classmates to call me by my name and not 'Datuk'," said Rahman, who expected to gradu at e in February.


For Hulu Selangor MP P. Kamalanathan, pursuing his postgraduate studies had made him realise the importance of life-long learning.


"However, time management is crucial as I also need to meet the people in my constituency.


"Luckily, my studies have not stopped me from doing that yet," said Kamalanathan, who is doing his Master's in Public Administration.


"But I still give priority to my constituency.

If I don't get to attend classes because of this, I will just replace the credit hours later." Kamalanathan said he was waiting for the university to approve the draft of his thesis so that he could continue his research, a process that could take up to 1½ years.


Others pursuing their postgraduate studies include deputy ministers Datuk Noriah Kasnon (Energy, Green Technology and Water), Datuk S.K.


Devamany (Prime Minister's Department), Datuk Fadhillah Yusof (Science, Technology and Innovation), Datuk Abdul Rahim Bakri (Transport) and Datuk Rohani Abdul Karim (Domestic Trade, Consumerism and Cooperatives) .


The others are Datuk Halimah Siddique (Tenggara MP), Datuk Nasir Ibrahim Fikri (Kuala Nerus), Datuk Mohd Jiddin Shafee (Setiu), Datuk Raime Unggi (Tenom), Datuk Sapawi (Sipitang), Datuk Shamsul Anuar (Lenggong), Datuk Ismail Mohd Said (Kuala Krau), Datuk Ismail Abdul Mutalib (Maran), Nizar Zakaria (Parit), Datuk Idris Harun (Tangga Batu), Datuk Md Sirat (Bukit Katil), Datuk Lilah Yassin (Jempol), Datuk Noraini Ahmad (Parit Sulong), Hamim Samuri (Ledang) and Datuk Baharum Mohamad (Sekijang).

Banting murders: Defence's contempt application dismissed

SHAH ALAM: The Shah Alam High Court today dismissed an application by the defence team in the Banting murder trial to cite the deputy public prosecutors for contempt for charging witness U. Suresh for perjury.

Judge Datuk Akhtar Tahir said the prosecutors has the right to initiate a prosecution.

He, however, ordered that Suresh's trial at the Sessions court be stayed until the completion of the Banting murder trial.


The Banting murder trial will resume hearing tomorrow as the witness who was scheduled to testify today was sick.

Security guard found dead in drain

KUALA LUMPUR: A security guard believed to murdered, was found in a monsoon drain outside a Chinese restaurant in Bandar Puchong Jaya here today.

Serdang Police Chief Supt Abdul Razak Elias said the victim, a Myanmar national in his 20s, was said to have been involved in an argument with two others, also from Myanmar, at about 4am.

All three were believed to be drunk when the incident took place.


"Initial investigations revealed that the three were involved in an argument outside the shop. The victim is said to have used foul language on the two suspects which resulted in the duo attacking him with tiles, causing injuries to his head," he told Bernama here today.

Abd Razak said police have classified the case as murder and carrying out investigations under Section 302 of the Panal Code while the victim's body was later sent to the Serdang Hospital for post-mortem. -- BERNAMA

GUA MUSANG: The health ministry has allocated RM1.1 million to the Kelantan state government to implement rural water development projects to ensure people living in rural areas receive clean and adequate water supply.

Deputy health minister Datuk Rosnah Abd Shirlin said the projects consist of
controlled wells, feed gravity system as well as piped connection from Syarikat
Air Kelantan Sdn Bhd (AKSB).

"The allocation is channelled to state health department to implement the projects," she said after attending the handing-over of the projects to Sungai

Terah residents here.

She said to date, Kelantan received 84.7 per cent of clean water supply
encompassing 223,115 households.

Only 40,212 households have yet to have clean water supplied by the ministry or
by AKSB. She expressed hopes that Gua Musang will receive 100 per cent water supply as soon as possible. To ensure the water is safe for consumption, she adviced residents to follow a few simple rules, namely:

  • Boil water before drinking;
  • The wells and feed gravity system need to be chlorinated periodically to kill off bacteria and reduce contamination risk; and
  • Trees or plants near water catchment areas should not be cut down to prevent the water source from drying up.

She also said this year, Kelantan has recorded six cholera, 28 typhoid and 2,168

food poisoning cases to date.

"These diseases still pose a risk to rural folk," she said.

MUAR: Prime Minister Datuk Seri Najib Razak's achievements since taking over the mantle of the country last April had received praise from MCA.


In commending Najib for his hard work, MCA president Datuk Seri Dr Chua Soi Lek said Barisan Nasional's victories in the Nov 4 Galas and Batu Sapi by-elections were due to the people's acceptance of Najib's 1Malaysia concept.

Dr Chua said the Chinese were pragmatic people who will support the Prime Minister for doing what is good for the country.

"MCA is confident the results (of two by-elections) will serve as momentum to regain support of the community for the next general election," he said after opening a RM500,000 building and a hall in the SJKC Chung Hwa 3 last Thursday.


The speech was made on Dr Chua's behalf by Johor MCA secretary Tay Puay Chuan, who is also MCA Muar division chief.

Dr Chua said Najib's assurance that BN pledges in Galas and Batu Sapi would be fulfilled was a positive step to win the trust and confidence of the people.

He said by making continuous changes, BN would become a party that will received strong support.

"The victory of the two by-elections is an indication that BN's is ready and will do well in the next general election."

Dr Chua also said the Economic Transformation Programme (ETP) was a clear-cut strategy and a roadmap towards making Malaysia a high-income economy.

Earlier, deputy youth and sports minister Datuk Razali Ibrahim, who is also the Muar MP, said investment in education was not measured by ringgit and sen but by quality.

THE love affair between former international Fadzli Saari and the Selangor fans is fast coming to an end.

The 500-odd paying fans vented their anger at Selangor's weak performance by hurling abuse at Fadzli despite the team's 2-0 victory over Police in a Malaysia Cup Group D match at Shah Alam Stadium on Saturday.

"Baik tak payah main," (Better still don't play) was among the abuse fans hurled at the 27-year-old midfielder-cum-striker at half time. Some of it were unprintable.


However, the abuse only inspired Fadzli and he scored a brace in the second half to earn Selangor their first victory in the competition.

Selangor coach K. Devan was upset with the attitude of some of the fans.

"Our fans need to be patient. We are trying our best and this victory is a good start. We need our fans at the stadiums as their support will motivate the players," said Devan at Shah Alam Stadium.


"Fadzli scored both Selangor goals despite a facial injury. He is at least trying to play good football. I believe he will return to his best soon."

On whether Saturday's win was a sign of Selangor's Malaysia Cup resurrection, Devan said his team are not at their near best yet.

"We cannot predict much after just one victory. My players, no doubt, are showing more commitment but they are still far from their best. We need more wins to get back on track.


"We scored only two goals from 16 chances today (Saturday). Like I said before, we do not have strikers but those that I have are doing their best," he said.

Devan, however, admitted he has not found his team's winning line-up.

"The source of our problem is the strike force. I've been trying out defenders and midfielders in attack after Safee (Sali) left. It is tough but my players are beginning to show their mettle," he added.

Selangor continue their Malaysia Cup campaign against high-riding Kuala Lumpur at Selayang Stadium tomorrow.

JACQUELINE Jenelee Sijore may have emerged as Asia's only gold medallist at the Women's World Championships, which ended yesterday, but the performance of the national team could have been better if they had conquered the tricky medium oiling lanes in Hong Kong.

The 19-year-old, who was promoted to the elite squad only six months ago, outbowled some of the world's best in the opening day singles on long oil to win the gold medal.

Jacqueline's promising start, however, failed to inspire her teammates as they could not adapt to the medium conditions.


Despite the failure to win more medals, Malaysia made progress in the world meet by finishing third ahead of defending champions South Korea and Singapore in the overall medal tally but their Asian rivals won more silver and bronze.

The United States were crowned overall champions with a haul of four gold and three bronze medals followed by Denmark (1-0-3), Malaysia (1-0-0), Singapore (0-3-1) and South Korea (0-1-1).

Former world champion Esther Cheah, Zandra Aziela Ibrahim Hakimi, Zatil Iman Abdul Ghani and Sharon Koh were the bowlers national coach Holloway Cheah were counting on to make an impression but all faltered.


Debutante Si Li Jane was Malaysia's worst performer as she could hardly impose herself on the world meet, which is her second straight failure following her poor showing at last December's Guangzhou Asian Games.

Li Jane, a former national champion, is unstoppable on her day but lacks the confidence in major competitions.

Holloway will need to return to the drawing board to outline a proper training programme to help his bowlers master all possible oiling patterns for future world meets.


"We won a gold medal with a mixed squad of senior and youth bowlers ... of course, we could have done better but we won a world title and that matters," said team manager Cheah Ban Cheng from Hong Kong yesterday.

"We have finally done better than the Koreans in a major competition after such a long time. I can confidently say we have progressed. Everyone in the team worked hard on their game for this event."

"Singapore, however, have emerged as our new threat. We must keep an eye on them especially with the Indonesia Sea Games around the corner," he added.

On Korea's dismal performance, Ban Cheng said they could not handle the pressure.

"The Korean cycle is probable coming to an end after dominating Asian and world-level competitions for over the past couple of years," added Ban Cheng.

Shannon Pluhoswky of the US created history by becoming the first bowler to win four gold medals in the world meet by defeating Singapore's Daphne Tan 3-1 (300-226, 219-238, 299-234, 223-191) in the Masters final yesterday.

Denmark's Mai Ginge Jensen and Germany's Nadine Geibler, both losing semi-finalists, were the bronze medallists.

IJM Land leads property stocks lower

IJM Land Bhd fell to a one-year low, leading Malaysian property developers lower after the industry was cut to "market weight" from "overweight at UOB- Kay Hian Holdings Ltd, which said the property valuation cycle has peaked.

IJM Land slid 2.1 percent to RM2.29 at 9:20 a.m. local time, set for its lowest close since Sept. 13, 2010.

UOA Development Bhd lost 1.3 percent to RM1.49 and Mah Sing Group Bhd dropped 0.9 percent to RM2.20. -- Bloomberg
