Qatargas, Petronas ink LNG supply agreement

DOHA (Qatar): Qatargas achieved another milestone Sunday, as it announces the signing of a Heads of Agreement (HOA) to supply Liquefied Natural Gas (LNG) to Petronas LNG Ltd (formerly known as Asean LNG Trading Company), a wholly-owned subsidiary of Petronas, at a ceremony held in Doha, Qatar.

Under the terms of the HOA, Qatargas will deliver one and half million tonnes per annum (MTA) of LNG to Malaysia for a period of at least twenty years beginning in 2013. This is equivalent to about five per cent of Malaysia's current annual average domestic natural gas demand, which is growing at a rate of around six per cent per annum, Qatar News Agency (QNA) reported.

The agreement was signed by Chief Executive Officer, Qatargas, Khalid Bin Khalifa Al Thani, and Director of Petronas LNG Ltd. and Vice President of Global LNG, Petronas Adnan Zainol Abidin.


In recognition of this achievement , HE Dr. Mohammed Bin Saleh Al Sada, Minister of Energy and Industry and Chairman of Qatargas, states: "I am delighted that Qatargas and Petronas have entered into this Agreement for the supply of LNG to Malaysia.

Qatar and Malaysia have long enjoyed an excellent relationship and this transaction is further evidence of the strong ties between the two nations."
Chief Executive Officer, Qatargas, Khalid Bin Khalifa Al Thani said: "It is the first time Qatargas has signed a HOA for supplying LNG to the South East Asian market. We are very pleased with this achievement as it represents the first long-term agreement for supplying LNG to one of the world''s fastest growing LNG markets. We look forward to a strong and long-term relationship with Petronas, one of the world''s premier energy companies. This milestone further demonstrates our commitment to supplying all corners of the globe with reliable LNG supplies."

Executive Vice President, Gas & Power, Petronas, Datuk Anuar Ahmad said: "Petronas views Qatargas as a strategic long term supplier of LNG for Malaysia, ensuring its security of supply. The signing of this HOA marks another important milestone in the growing relationship between Petronas and Qatar Petroleum."

Qatargas will supply the agreed volumes to Petronas from the Qatargas 2 joint venture, onboard its Q-Flex fleet of vessels to Malaysia''s first regasification terminal.

The terminal is currently being constructed on the western coast of Peninsular Malaysia (Melaka) and is expected to become operational by mid 2012, coinciding with the 25th World Gas Conference to be held in Kuala Lumpur in June the same year.

Qatargas, established in 1984, pioneered the LNG industry in Qatar. Today Qatargas is the largest LNG producer in the world with a production capacity of 42 million tonnes per annum of LNG, from its seven trains delivering LNG safely and reliably to its customers in all four corners of the world from its first class facilities in Qatar. -- BERNAMA

Malaysia, Australia sign asylum seeker swap deal

KUALA LUMPUR: Malaysia and Australia on Monday signed a controversial deal to send hundreds of boatpeople to the Southeast Asian nation, despite heavy criticism from rights groups.

Under the agreement inked in Kuala Lumpur, Malaysia will take 800 asylum seekers who have arrived in Australia by boat, in return for Australia accepting 4,000 processed refugees for resettlement.

As Malaysia's Home Affairs Minister Hishammuddin Hussein and Australian Immigration Minister Chris Bowen signed the pact, a small group of activists held a protest outside the hotel venue to denounce the transfer agreement.


One placard held by one of about a dozen protesters said: "Refugees are not political football, treat them with respect and dignity."

The agreement, part of Canberra's push to develop a regional solution to people smuggling, is designed to deter boatpeople from making the dangerous sea journey to Australia.

But the plan has sparked concern because Malaysia is not a signatory to the UN Refugee Convention, nor has it ratified the UN Convention against Torture.


The United Nations High Commissioner for Refugees has not approved the swap proposal.

Amnesty International has said that asylum seekers sent to Malaysia could face lengthy waits to determine their status, as well as inhumane detention conditions, and even torture in the form of caning.

In Australia, about 200 demonstrators marched to an Australian immigration detention centre on Sunday to protest the deal with Malaysia. - AFP

Cops ready for expected protest in Seri Kembangan

SERI KEMBANGAN: About 30-40 policemen gathered at the multi-purpose hall in Seri Kembangan ready to handle an expected protest.

Authorities have cleared everyone from the hall's parking lot where there is a massive police presence.

Estimated around 20-30 people wearing plain yellow t-shirts participating in the protest.

Hisham applies to strike out part Anwar's defence

KUALA LUMPUR: Home Minister Datuk Seri Hishammuddin Tun Hussein is applying to strike out part of Datuk Seri Anwar Ibrahim's defence statement in his suit against Anwar over the sex video featuring a man resembling the opposition leader.

Counsel Sunil Abraham, representing Hishammuddin, told the High Court that his client wanted to strike out certain parts of Anwar's statement of defence.

Judge Datuk V.T. Singham set Aug 26 for case management and informed Sunil to file the application within this week.


Justice Singham also ordered Sunil to serve the application to Anwar's counsel by Aug 2. Counsel J. Leela is representing Anwar.

On April 26, Hishammuddin sued Anwar for defamation over an interview the opposition leader had with the media on March 22 after lodging a report denying that he was the man in the video, at the Dang Wangi police station, here.

Hishammuddin, 50, said the words were understood to mean that he was responsible for screening the video to a group of editors and journalists at Carcosa Seri Negara Hotel on March 21.


The minister said the words were also understood to mean that he had arranged for the screening of the video and plotted with the prime minister and the police top brass to have it done.

In his statement of defence, Anwar countered that the words uttered by him were published on an occasion of qualified privilege and published in the reasonable protection of his own legitimate interest as Opposition Leader.

Anwar also filed a counter-claim saying that Hishammuddin's words in his press conference on March 21, gave weight to the assertion by the three persons who exposed the video that the man featured in it was him (Anwar).


Hishammuddin, in his reply, said that Anwar had ill intentions in uttering malicious words which were later widely reported in the media and the Internet.

He said the words were not published in good faith and that the main motive of Anwar was to injure his reputation as a minister and politician. - BERNAMA

GUA MUSANG: The health ministry has allocated RM1.1 million to the Kelantan state government to implement rural water development projects to ensure people living in rural areas receive clean and adequate water supply.

Deputy health minister Datuk Rosnah Abd Shirlin said the projects consist of
controlled wells, feed gravity system as well as piped connection from Syarikat
Air Kelantan Sdn Bhd (AKSB).

"The allocation is channelled to state health department to implement the projects," she said after attending the handing-over of the projects to Sungai

Terah residents here.

She said to date, Kelantan received 84.7 per cent of clean water supply
encompassing 223,115 households.

Only 40,212 households have yet to have clean water supplied by the ministry or
by AKSB. She expressed hopes that Gua Musang will receive 100 per cent water supply as soon as possible. To ensure the water is safe for consumption, she adviced residents to follow a few simple rules, namely:

  • Boil water before drinking;
  • The wells and feed gravity system need to be chlorinated periodically to kill off bacteria and reduce contamination risk; and
  • Trees or plants near water catchment areas should not be cut down to prevent the water source from drying up.

She also said this year, Kelantan has recorded six cholera, 28 typhoid and 2,168

food poisoning cases to date.

"These diseases still pose a risk to rural folk," she said.

MUAR: Prime Minister Datuk Seri Najib Razak's achievements since taking over the mantle of the country last April had received praise from MCA.


In commending Najib for his hard work, MCA president Datuk Seri Dr Chua Soi Lek said Barisan Nasional's victories in the Nov 4 Galas and Batu Sapi by-elections were due to the people's acceptance of Najib's 1Malaysia concept.

Dr Chua said the Chinese were pragmatic people who will support the Prime Minister for doing what is good for the country.

"MCA is confident the results (of two by-elections) will serve as momentum to regain support of the community for the next general election," he said after opening a RM500,000 building and a hall in the SJKC Chung Hwa 3 last Thursday.


The speech was made on Dr Chua's behalf by Johor MCA secretary Tay Puay Chuan, who is also MCA Muar division chief.

Dr Chua said Najib's assurance that BN pledges in Galas and Batu Sapi would be fulfilled was a positive step to win the trust and confidence of the people.

He said by making continuous changes, BN would become a party that will received strong support.

"The victory of the two by-elections is an indication that BN's is ready and will do well in the next general election."

Dr Chua also said the Economic Transformation Programme (ETP) was a clear-cut strategy and a roadmap towards making Malaysia a high-income economy.

Earlier, deputy youth and sports minister Datuk Razali Ibrahim, who is also the Muar MP, said investment in education was not measured by ringgit and sen but by quality.

National coach K. Rajagobal used the two words to sum up Malaysia's chances of bouncing back from Saturday's 5-3 loss to Singapore in the second leg on Thursday.

An amazing glut of goals in the first leg at the Jalan Besar Stadium has left this Asian Zone World Cup qualifier poised for another roller-coaster ride.

Malaysia need only a 2-0 win in Bukit Jalil to go through on away goals but it is unlikely to happen as both teams are likely to tear each other's leaky defence apart.


The national team are going through a bad patch as Saturday's loss is their fourth straight defeat and in three matches, they have let in 14 goals and scored only eight times.

Rajagobal wants an immediate turnaround in attitude and character from his players ahead of the return leg.

"My defenders looked like they were hypnotised (Saturday). They must step up. If they don't, I may have to scout for new players soon," said Rajagobal yesterday.

"But credit to Singapore who played well. We paid the price for conceding sloppy goals.

"However, I am confident my boys will play with more confidence and composure in front of 80,000 fans at the National Stadium in Bukit Jalil."


Malaysia's backline, marshalled by Mohd Fadhli Shas and Muslim Ahmad in the centre together with Mahalli Jasuli and Asraruddin Putra Omar on the right and left respectively, failed to contain the Singapore players throughout the match.

Fadhli and Muslim were both blamed for allowing Singapore to score three easy goals.

"I expected a better performance from my young defenders as they have the experience. Their erratic show proves that they have failed to progress in terms of tactical awareness from last December's AFF Cup," said Rajagobal, adding that he has few options in defence as former national captain Aidil Zafuan Abd Radzak is down with an ankle problem.

A disappointed Fadhli said he and his teammates are having problems in communicating with each other during games.

"Our relationship is great but when it comes to football, somehow, it breaks down. We tend to lose concentration and coordination in front of a large crowd.

"We failed to contain the Singapore strikers in the first half and thus conceded easy goals. But we were wiser and stronger after the breather," said Fadhli, who has vowed to stop Singapore from scoring in the return leg.

Fadhli's assurance is a huge relief to Rajagobal, who needs him to be at his best on Thursday.

Rajagobal hopes to motivate his players by reminding them of their exploits in the AFF Cup.

"Football is a crazy game. We silenced our critics by bouncing back from a 5-1 defeat to Indonesia to win the AFF Cup.

"If we have done it once, we definitely can do it again," added Rajagobal.

After watching his team go down to sloppy goals, Rajagobal refused to give them a break from training, upon arriving in KL. They reported for light training at Wisma FAM in Kelana Jaya yesterday.

SAFEE Sali should be celebrating after scoring the fastest goal of his career on Saturday.

But the only thing the striker could talk about after the 5-3 defeat to Singapore at the Jalan Besar Stadium was how much he wants to play in the second leg in Bukit Jalil on Thursday.

"We will stamp our class in Bukit Jalil. I will make sure we qualify for the third round of this competition (World Cup Qualifiers)," said Safee in Singapore yesterday.


Safee, who plays in the Indonesian Super League with Pelita Jaya FC, had previously never scored against Singapore in a senior-level match.

But on Saturday, it took him only 26 seconds to give Malaysia a dream start before adding his second 20 minutes from time.

"We still have a good chance as we have 90 minutes of football left. We may have lost but we scored three important away goals. I am confident we will bounce back in the second leg," said the 27-year-old.


Safee was unstoppable upfront as besides scoring two goals, he also created several chances for his teammates, who wasted all of them.

It could have been a different story if the injured Norshahrul Idlan Talaha had played. The Kelantan striker, who is down with a hamstring injury, will also miss the second leg.

Norshahrul's replacement Ahmad Fakri Saraani played alongside Safee but the Negri Sembilan striker was ineffective.


National coach K. Rajagobal eventually replaced Ahmad with Super League top-scorer Abdul Hadi Yahya who scored five minutes after coming on in the 64th minute.

Petronas purchases LNG from QatarGas

Qatar Liquefied Gas Co, known as QatarGas, agreed to supply Malaysia's state-owned Petronas LNG Ltd with 1.5 million metric tons of liquefied natural gas annually.

The gas, cooled to liquid form for transport by sea, will be sold to Malaysia for at least 20 years starting in 2013, the two companies said in an e-mailed statement today. The gas equates to about 5 per cent of Malaysia's current gas demand, the companies said.

The agreement marks QatarGas's first supply agreement to Southeast Asia, QatarGas Chief Executive Officer Khalid Bin Khalifa Al Thani said in the statement.

Qatar, the world's largest LNG exporter, is diverting LNG originally intended for the US to markets such as China amid growing US domestic gas production and reduced dependence on imports. QatarGas said June 29 that it agreed with Energia Argentina SA to sell Argentina five million tons of LNG a year starting in 2014.

Malaysia, the world's second-largest LNG exporter in 2009, has turned to imports to meet domestic gas demand which, according to the statement, is growing at 6 per cent a year. -- Bloomberg

Hibiscus Petroleum falls in listing debut

Hibiscus Petroleum Bhd, a Malaysian company yet to have an income-generating business, fell 25 per cent in its debut on the Kuala Lumpur stock exchange.

The stock dropped 18.5 sen to 56.5 sen at 9:04 a.m. local time.

The company, which was specifically set up to undertake an initial public offering to raise funds for potential acquisitions of oil and gas companies, sold shares at 75 sen each in its IPO, according to its prospectus. -- Bloomberg
