Dr M to be witness in Dr Ling's cheating trial

KUALA LUMPUR: Former prime minister Tun Dr Mahathir Mohamad will be called as a witness at the trial of former transport minister Tun Dr Ling Liong Sik in the RM1.08 billion cheating case relating to the Port Klang Free Trade Zone (PKFZ).

The issue of calling Dr Mahathir to testify came up after deputy public
prosecutor Datuk Tun Abd Majid Tun Hamzah who is leading the prosecution team,
questioned second witness Datuk Sahari Mahadi on a letter dated June 29,

2002, written by Dr Ling to Dr Mahathir, the prime minister at that time.

After the question was posted to Sahari, former director of the Shah Alam

Valuation and Property Services Department (VPSD), Tun Abd Majid told judge
Datuk Ahmadi Asnawi who presided over the trial that the prosecution would call
the former prime minister as a witness relating to the letter.


The letter written by Dr Ling to Dr Mahathir was to inform that negotiations
between the Port Klang Authority (PKA) and Kuala Dimensi Sdn Bhd (KDSB) had been
held on the purchase of the land based on conditions and terms agreed by VSPD.

Dr Ling, 68, faces an amended principle charge of cheating the Malaysian

government by deliberately concealing from the Cabinet the additional
interest rate of 7.5 per cent a year on the purchase price of a land in Pulau
Indah based on RM25 per sq ft, which came to RM1,088,456,000, when he knew that
the VPSD had taken into account the coupon/interest rate when the rate was
fixed.

He also faces two amended alternative charges of cheating the government by
not exposing to the Cabinet the facts relating to the interest rate, and
cheating the Cabinet into believing that the facts relating to the purchase of
the land were certified and agreed to by the VPSD when he knew there was no such

120,000 affected, 3 missing in torrential rains in China

XI'AN:Continuous torrential rains have battered parts of northwest China's Shaanxi Province since Sunday, affecting almost 120,000 people and leaving three workers missing, local authorities said today.

More than 5,000 people have been evacuated from low-lying areas, and the
downpours have also inundated 5,400 hectares of cropland and damaged almost
9,000 units of housing, Xinhua news agency reported Tuesday, citing a spokesman

with the Shaanxi Provincial Department of Civil Affairs.

In addition, three workers at a a national nature reserve in Hanzhong were

swept away by floods, and were yet to be found, the spokesman said.

The department has ordered local civil affairs authorities to guard against

natural disasters and ensure the dispatch of relief supplies, he said.

Local meteorological authorities forecast more torrential rains would hit

Felda gives RM42.5m 'duit raya' to settlers

KUALA LUMPUR: Prime Minister Datuk Seri Najib Tun Razak today announced that all 112,635 Felda settlers will receive "duit raya" (raya money) involving an allocation of RM42.6 million.

He said in a statement today that the gift was in recognition of the
settlers' contribution to Felda's development, besides to help them prepare for
the Hari Raya celebration.


Najib said the distribution method for the money would be the same as last year's and that it would be divided into two categories - settlers who are with Felda and those who are not with Felda.

He said 100,357 or 89.1 per cent of the settlers with Felda would each
receive RM400, involving as allocation of RM40.14 million, while 12,278 or 10.9
per cent not with Felda would get RM200 each or RM2.46 million in total.


Giving of raya money to the settlers has been implemented since 2003.

Najib said the payment for this year had increased by RM5.41 million or 14.54 per cent from RM37.20 million in 2010. Last year, settlers who were with Felda or sold their yields to Felda received RM350 each and those who did not, got RM150 each.

Najib said the "duit raya" payments would be made to all the settlers at the Felda land schemes in the second week of Ramadan.


"I hope the raya money will help lessen their financial burden in preparing for the arrival of the month of Syawal," he said.

Najib also urged all those settlers not with Felda to return to the fold to help the land schemes develop and prosper further. -- BERNAMA

24-hour registration of illegals

PUTRAJAYA: Immigration offices will open round the clock until Aug 14 to register illegal immigrants under an amnesty exercise that started yesterday.

Home Ministry deputy secretary- general Datuk Alwi Ibrahim said 90 per cent of the counters at the country's 198 Immigration offices would focus on registering illegal immigrants under the programme dubbed 6P.

He said the remaining 10 per cent would concentrate on the registration of legal foreign workers.


The 6P programme comprises registration, legalisation, amnesty, supervision, enforcement and deportation. It is expected to be completed in six months.

The registration of legal foreign workers, which began on July 13, will run parallel with the 6P exercise following the government's decision to extend the registration period indefinitely. Initially, the programme was to have ended on Sunday.

As of yesterday, Alwi said 767,068 legal foreign workers had undergone the biometric registration. The exercise aims to register an estimated 1.8 million workers to reduce crime and social issues.


"To reduce congestion at the Immigration Department in Selangor and the Federal Territories, we set up additional counters for the 6P programme at the Shah Alam City Hall and the football stadium in Cheras."

Illegal immigrants can register themselves with 336 government-appointed management companies.

Alwi said, as of yesterday afternoon, these companies had set up 1,639 counters that were monitored by 389 Immigration officers. They will open another 111 counters soon.


He said about 116,000 illegal immigrants had been registered in Sabah, which had been running a similar programme since July 18. The programme, dubbed 5P, will end on Monday.

Sarawak started registering legal foreign workers yesterday.

Immigration assistant enforcement director Mohd Azizi Jaafar said the fasting month would not affect the registration of illegal and legal foreigners.

Filipina Meriam Anning Jamaril, 39, said she wanted to register under the 6P programme so she could return to Basilan.

Meriam, who was with her 8-month-old son Muhammad Jumlayan Jamaril, said her husband had deserted her and she could not get a job.

"I just want to go home and spend Ramadan with my family."

GUA MUSANG: Leaders from both the Barisan Nasional and Pas demonstrated a high level of professionalism during nominations for the Galas state seat today, ensuring a smooth, fast and clean nomination process.

The BN delegation was led by Umno vice-president, Datuk Seri Dr Ahmad Zahid Hamidi, Wanita Umno chief, Datuk Seri Shahrizat Abdul Jalil, Wanita MCA chief, Datuk Ng Yen Yen and Umno Youth chief Khairy Jamaluddin, while the Pas delegation was helmed by its party president, Datuk Seri Abdul Hadi Awang, spiritual leader Datuk Nik Aziz Nik Mat, Parti Keadilan Rakyat vice-president Azmin Ali and DAP adviser Lim Kit Siang.

Both delegations arrived separately and though seated in different tents were seen chatting with each other in a very cordial and peaceful manner.


At one point, Shahrizat was seen leading a delegation of Wanita Umno members to visit the Opposition tent.

There, Shahrizat warmly greeted Hadi Awang, who stood up to greet her, along with Kit Siang and Azmin.

Hadi Awang asked Shahrizat how the recently concluded Umno general assembly had progressed and congratulated her on a smooth and successful assembly.


"It went well. There were no problems and everyone was happy," said Shahrizat, who also took time to ask Kit Siang about his health.

"I'm well ... how about you," asked the DAP stalwart.

The group then spent a few minutes chatting and later returned to their respective camps.


Overall, there was not a single untoward incident and supporters from both sides demonstrated a high level of professionalism.

"We are very happy with how the nominations progressed and hope this same kind of spirit will prevail throughout the campaign period and on polling day also," said Kelantan police chief, Datuk Abdul Rahim Hanafi.

Abdul Rahim has assured both the Barisan Nasional, who will be fielding Abdul Aziz Yusoff, 49, for the seat and Pas' Dr Zulkefli Mohamed,44, that the police will not reject any permits for ceramahs, as long as it is submitted a day earlier.

There were more than 500 supporters on each side and police, who had anticipated large crowds had took steps to place the groups 180 metres apart as opposed to only 60 metres as in previous by-elections.

There was also very smooth traffic flow, with no major disturbances to the locals who were busy on their way to work.

"We did not close any major roads and did our best not to disturb the daily lives of the people here," said Abdul Rahim.

New faces expected in Sarawak election

KUCHING: The coming state election may see the most number of new faces within the Sarawak Barisan Nasional in its history.

In the past, it has been the practice of BN to maintain the incumbents to ensure political stability - the fewer changes made, the less risk would be at stake.

However, since the last state election in 2006, the general public's mentality seems to have shifted to opt for new blood and younger state representatives, especially after the op position made it a point to recruit young professionals with no historical baggage or even political background to stand as their candidates.


While BN had little time to react to this change in the last state election, this time around, however, one can expect to see BN putting forth new faces to replace some of the incumbents, especially those who did not secure impressive majorities in the last state elections.

Parti Pesaka Bumiputera Bersatu (PBB), for instance, did not wait for the coming election to make known its intention to replace some of the incumbents.

As early as November 2008, its president Tan Sri Taib Mahmud replaced three PBB assistant ministers when reshuffling his Cabinet - Datuk Bolhassan Di (Assistant Minister of Infrastructure Development and Communica tion), Datuk Hamden Ahmad (Assistant Minister of Youth as well as Tourism) and Datuk Ambrose Blikau (Assistant Minister of Rural Development as well as Public Utilities).


With growing rumours that a state election would take place March 26 (which coincides with Taib's 30th an niversary as Chief Minister) next year, there are predictions that more than a handful of PBB incumbents would be dropped after Taib's declaration of 30 per cent new faces.

PBB was allocated 35 out of the 71 state seats in the last elections and 30 per cent new faces would mean 10 new candidates, which was also confirmed by party insiders.

Those on top of the list speculated to be dropped are the three dropped assistant minsiters Bolhassan (Beting Maro), Hamden (Belawai) and Blikau (Katibas).


Others included Dr Wahbi Junaidi (Saribas; 94-vote ma jority), Simoi Peri (Lingga; 1870-vote majority), Gramong Juna (Machan; 2,289-vote majority), Frederick Bayoi (Kedup; 1981-vote majority) and Wan Wahap (Sadong Jaya, 858-vote majority).

Sarawak United People's Party (SUPP), meanwhile, has been going on its rounds to solve issues, reaching out to young voters and recruiting thousands of them. SUPP has also produced dramas to rekindle among the veteran party members their initial love and sacrifice for the party.

These efforts were taken note of by the Chinese, but initial grassroots feedback seems to indicate no significant impact as yet on Chinese voters.

"Every day, we make it a point to spend time with our voters. We are experiencing a total transformation especially with regards to our candidates," said its president Tan Sri Dr George Chan Hong Nam.

SUPP plans to put forth at least 30 per cent new faces and no "recycled candidates". These changes are expected in all the areas it had lost ground previously, such as Padungan, Pending, Batu Lintang, Kidurong, Merandong and Bukit Assek. SUPP has 19 allocated constituencies.

Only one recycled candidate would be expected, namely Datuk Alfred Yap, contesting in Kota Sentosa which he lost by 531 votes to Sarawak DAP secretary general Chong Chieng Jen.

For Parti Rakyat Sarawak (PRS) which has been allocated nine seats, its president Datuk Seri Dr James Masing has stated that there would be at least two new faces, speculated to be at Ngemah and Pelagus.

Ngemah was lost to Gabriel Adit, a former BN member who is now Parti Cinta Malaysia Sarawak state chief.

Pelagus, a seat of dispute due to Larry Sng's expulsion from the party after challenging Masing's presidency, remains a problem that BN needs to solve before the state elections is called.

To Masing, the Pelagus seat is non-negotiable.

Sng, who has been a partyless assistant minister over the last three years, would have to be absorbed by other component parties and contest in another constituency besides Pelagus if he wished to stand under the BN banner.

Speculation is that he would either stand in Meradong, the birthplace of his tycoon father-in-law Tan Sri Ting Phek Kiing, if he is to be absorbed by SUPP; or Meluan, replacing Wong Judat, should he be accepted by Sarawak Progressive Democratic Party (SPDP).

Holding eight seats, SPDP's president Datuk Seri William has said that he would retain all the incumbents.

However, it has been reported that the four state as semblymen within "the disgruntled five" namely Datuk Peter Nansian (Tasik Biru), Rosey Yunus (Bekenu), Sylvester Entri (Marudi) and Paulus Palu Gumbang (Batu Danau) would be replaced with new faces.

"The disgruntled five", which also includes Mas Gading Member of Parliament Datuk Dr Tiki Lafe, was given the nickname when they teamed up to call on party president Mawan to resign.

They claimed that Mawan, who is also the State Minister of Social Development and Urbanisation, was influenced by an invisible hand when he did not re-appoint Entri as the party secretary-general.

The five walked out from a SPDP supreme council meeting when Mawan replaced Entri.

Badminton: Coach wary of underdogs

THE World Championships have always produced shock results, leading to national singles coach Tey Seu Bock being more cautious about the underdogs rather than the likes of Lin Dan of China and Peter Gade Christensen of Denmark trying to halt Lee Chong Wei in London next week.

Lower ranked players have wrecked havoc -- especially until the quarter-final stages in the past -- and Seu Bock played down the hype of Chong Wei reaching the final at the Wembley Arena on Aug 14.

Sue Bock's rationale is past records show that Chong Wei has fallen victim -- despite being the top seed -- in 2006, 2009 and last year (all quarter-finals) while he lost in the third round in 2007 when he was the second seed.


Sony Dwi Kuncoro of Indonesia eliminated him in 2007 and 2009 while China's Bao Chunlai halted his progress in 2006 while another Indonesian, Taufik Hidayat ended Chong Wei's campaign last year.

Seu Bock named China trio Chen Long, Chen Jin and Du Pengyu as the most dangerous players and the first two are in Chong Wei's half of the draw.

Chen Long is supposed to meet Chong Wei in the last eight while Chen Jin, the defending champion, is his expected semi-final opponent.


"Upsets are normal in the World Championships and they are registered in the earlier rounds. The quarter-final stage is very risky and we have two China players in Chong Wei's half," said Seu Bock in a telephone interview from Bath, England where the team are in centralised training.

"China used to depend only on Lin Dan before but this is not the case anymore. Chen Jin won last year after Lin Dan lost in the quarter-finals and thisproves that they can go far.

"Then, there are the likes of Peter Gade, who is very consistent, and Japanese players Sho (Sasaki) and Kasuzhi (Yamada) who have been creating a lot of upsets of late.


"The best thing for Chong Wei is to take it one match at a time and not be pre-occupied with his semi-final or final opponents.

"Chong Wei also has a potentially tough match in the third round against Park Sung Hwan (South Korea) who beat Lin Dan last year and made the semi-finals.

"I only hope that the Japanese and Korean players will beat other big names and make it easier for us. Sasaki has beaten Lin Dan before while Kenichi Tago is likely to play Chen Jin in the third round. I hope these results will be in our favour."

Sue Bock has a point as Chong Wei, despite his sterling recent form, can count the World Championships as a meet he has not excelled in with a bronze in 2005 his best achievement.

It is best that he takes it one match at a time to ensure he makes the medal rounds first.

SELANGOR have replaced their manager and signed three players on loan from Young Tigers ahead of the Malaysia Cup, which starts in September.

K. Devan has been relieved of his managerial duties with FA of Selangor (FAS) general secretary Datuk Hamidin Mohd Amin taking over as manager for the remainder of the season.

FAS hopes the change will allow Devan to focus solely on his coaching duties to steer Selangor to their first Malaysia Cup victory since 2005.


The association has also signed Young Tigers B captain D. Saarvindran and two Young Tigers A reserve players -- Haziq Zikri Elias and Muhd Nazri Ahmad -- on loan until the end of the season.

Haziq, a striker who played for English club Stevenage FC's Under-18 side, and Nazri, a defender, are both fringe players in the Tigers' squad.

The trio, whose contracts with the FA of Malaysia (FAM) end in December, will be given permanent deals if they impress in the Malaysia Cup.


Their inclusion will bolster Devan's options in the squad, as Selangor's season has been hampered by injuries and an ineffective strike force after the departure of national striker Safee Sali to Indonesia's Pelita Jaya FC.

Devan tried out several players, including captain Amri Yahyah and Fadzli Saari, to fill the void left by Safee, but all failed to make an impression.

Selangor's uninspiring performance saw them finish third in the Super League.


It is also learnt that national captain Safiq Rahim and flanker Amirulhadi Zainal are planning to leave Selangor after the Malaysia Cup as they have received offers from Indonesian clubs.

As for the three new signings, Saarvindran, 19, is the one with the most potential. The former Olympic squad trainee, a midfielder-cum-striker, scored 10 goals in his first season with Tigers B in the 2010 Premier League season.

Saarvindran's impressive performance earned him a spot in the national Under-23 squad for a three-month stint to Slovakia last year but was subsequently dropped from the Olympic squad by coach Ong Kim Swee.

The Klang-born was again a star in this season's Premier League, where he once again top-scored for Tigers B with six goals.

"I am really excited to join Selangor," said Saarvindran, who will officially start training with his new team today.

"I am proud, thrilled and can't wait to get going now. Everyone can see that Selangor are a big club, a fantastic club, with tradition and great supporters.

"I want to play at the highest level and test myself in the biggest of games. My goal is to make a difference for Selangor in the Malaysia Cup."

Devan sang praises of his new signing, admitting his performance in the Premier League played a big part in his desire to bring him to Selangor.

"Saarvindran is a very hardworking midfielder, who can score goals and is versatile. Haziq and Nazri are also very good players.

"Their presence will boost Selangor's chances in the Malaysia Cup," said Devan.

Scomi, partners ink monorail pact in Brazil

Scomi Engineering Bhd and its partners signed an agreement with the Sao Paulo Metropolitan Co to build a monorail system in Brazil, according to a company statement last night.

Scomi Engineering gained 5.5 per cent to 86 sen at 9:03 a.m. local time, set for the largest gain since June 6.

Its parent Scomi Group Bhd gained 1.5 per cent to 33 sen. -- Bloomberg

Pulai Springs surges to 30-month high

Pupils join 1,000 people at the launch of the state-level 'Fly the Jalur Gemilang' campaign in Gelang Patah

PRIMARY and secondary schoolers were among the 1,000 participants who took part in the launch of the state-level "Fly the Jalur Gemilang" ceremony at the public field in Gelang Patah last week.

The youths were from Gelang Patah, and the nearby Pontian and Johor Baru districts.


Some of the secondary school students were decked in Malaysian Red Crescent, Persatuan Puteri Islam as well as police and navy cadet uniforms.

The younger primary school pupils looked adorable in their caps, track pants and T-shirts. All of them waved the Jalur Gemilang flag.

Even a toddler was seen carrying two Jalur Gemilang to show his patriotic spirit.


There were several contingents from government departments and agencies, all in colourful outfits.

Menteri Besar Datuk Abdul Ghani Othman, state executive council members and head of government departments were also present.

The ceremony began at about 2pm with the arrival of Ghani and his entourage.


A marching band from Maktab Sultan Abu Bakar (MSAB) in Johor Baru, was among the first to emerge during a marchpast of all contingents from schools and government agencies.

When the participants took their positions at the field, the crowd stood up to sing Lagu Bangsa Johor and the Negaraku. Large Johor and Jalur Gemilang flags were hoisted when the two anthems were sung.

There was a patriotic poem entitled Ini Merdeka Kita (This is Our Independence) which was read by renowned poet, Shamsul Abdul Wahab.

A highlight of the ceremony was an aerobic-cum-dance routine performed by more than 300 primary school pupils from Gelang Patah.

They kicked, jumped and twirled to an energetic tune much to the amusement of the audience.

An MSAB music teacher, Farizan Mansur, had only good things to say about the event, which she described as among the liveliest she had ever attended.

"The school marching band has been invited to many Merdeka celebrations in previous years, but this is definitely one of the biggest and liveliest," she said.

"There were many people here and they put in much effort to put on a good show for the guests of honour, especially the Menteri Besar."

The 30 members of the MSAB marching band had been practising twice a week for the past few months to prepare for the ceremony. They performed the familiar Perajurit, Olahraga Malaysia and Kemegahan during their marchpast routine.

Drum major Akashah Afiq Azmer, 16, said the Fly The Jalur Gemilang event helped to impart a sense of patriotism among youngsters.

"It is great to see everyone in the marchpast holding up a Jalur Gemilang and singing patriotic songs. I also made many new friends during this event. It was definitely a fun experience," said Akashah, who had started in the marching band as a percussionist.

In his speech, Ghani urged Johoreans to raise the Jalur Gemilang at home, on their vehicles and in their offices to show their patriotic spirit.

"The flag is a symbol of the country's independence, so fly it proudly. It represents our identity as Malaysians.

"Just imagine that prior to independence, the older generation had to sing God Save the Queen while raising the Union Jack. We must not take our national flag for granted. Raise the Jalur Gemilang because it represents our victory against colonialism," said Ghani, who also distributed the Jalur Gemilang to the convoy of motorbike riders who also participated in the ceremony.

Rashid dedicates life to batik

BATIK continues to enjoy a demand due to the creativity and enterprise of batik painters.

Kelantan-born Rashid Abdul Samad, 44, who lives at Kampung Pengkalan Batu, Mersing, picked up batik painting from the Malaysian Handicraft Board branch in Kota Baru.

After he moved to Mersing 20 years ago, he began his batik workshop with RM5,000 in capital.


His efforts were slowly recognised by lovers of local handicraft and he later set up a RM8,000 workshop with the help of the state Agriculture Department.

Rashid also received a RM6,000 loan from Tabung Ekonomi Kumpulan Usaha Niaga (Tekun) and another RM12,000 loan from Mara to expand his workshop.

He said he began selling his batik at home but later received orders from government departments, schools and individual buyers.


"With an income of about RM1,000 a month, I can heave a sigh of relief as I am able to employ two workers, repay my loans and also fend for my family," he said.

Rashid's steady stream of customers consists of both locals and tourists.
