KUALA LUMPUR: Police are looking at the possibility that there are parties involved in inciting people to wage war against the king.

Federal Criminal Investigation Department director Datuk Seri Bakri Zinin said investigations, however, were still ongoing against the 31 people arrested in Penang on Saturday.

"We are trying to ascertain if there are any parties involved behind the scenes. If there are, we will open investigation papers against them. Our investigations show that there was planning and preparation made by those currently in police custody.


"Public interest is our primary concern, not the interest of the police force. We want to prevent any chaotic or untoward incidents from occurring," he said.

On Saturday, Sungai Siput member of parliament Dr S. Jayakumar Devaraj and 30 other people were detained at the Sungai Dua toll plaza in Butterworth.

Police seized 28 T-shirts with images of leaders of the banned Communist Party of Malaysia (CPM) and Parti Sosialis Malaysia (PSM) flyers.


The flyers allegedly called on the people to bring change in national politics. The T-shirts were found on a bus in which the 31 were travelling.

Police also seized PSM flags, 600 Bersih 2.0 rally flyers and more than 6,000 copies of the flyers in Bahasa Malaysia, Chinese and Tamil.

The case is being investigated under section 122 of the Penal Code for collecting and attempting to collect men to wage war with the intention, or being prepared to wage war against the Yang di-Pertuan Agong or any of the rulers or Yang Dipertua Negeri.


Police said the red T-shirts carried the images of CPM's top leaders. The other T-shirts, found in the bus' luggage compartment, had the slogans Serangan Neo-Liberal Rakyat Terus Sengsara (Neo-liberal attack the people continue to suffer) and "Anti-Capitalism".

The group is alleged to be attempting to cause trouble at the Bersih 2.0 rally, scheduled to be held in Kuala Lumpur on July 9. Police added that the PSM flyers containing provocative messages.

The flyers read: "If the people of Arab nations were successful in toppling the autocratic regimes that had ruled for decades, it is not impossible for Malaysians to demand for political changes in our country. We have been suffering enough for the past 54 years under one-party rule. It is time for change."

Meanwhile, Selangor police paid a visit to Parliament yesterday to record statements from two opposition leaders on their public speeches to support the Bersih 2.0 rally.

Parti Keadilan Rakyat MP for Gombak Azmin Ali and Pas' Jerai MP Mohd Firdaus Jaafar were seen speaking to a police officer in the MPs' lounge.

Azmin is being investigated for allegedly inciting people to participate in the Bersih rally during his speech.

THE government is looking at opportunities to produce its own poultry vaccines to fight avian flu and Newcastle disease which have caused huge losses to the national livestock industry.

Deputy Prime Minister Tan Sri Muhyiddin Yassin said the government was planning a framework of cooperation with the world's only vaccine university, Maryland University, in seven core areas, among them veterinary medicine, avian sciences, vaccinology and biotechnology.

"Malaysia is in dire need of vaccines to fight the diseases. By cooperating with the university, we could benefit from it.


"We can draw up a framework to cooperate with the university, not just in those areas but also in other related bio-engineering fields such as biofuel and nano technology," he told Malaysian journalists after a visit to the university yesterday. He was earlier briefed by seven university professors.

By working together, Muhyiddin said, Malaysia could help minimise substantial losses incurred each time cattle were down with the disease.

He added that the university had collaborations with other countries, including Indonesia, in many critical areas.


"There should not be any problem if we collaborate with them because they have been successful in helping other countries to produce vaccines.

"With the framework, we could determine specific areas of cooperation and move forward for mutual benefits."

Accompanying him during the visit were Malaysian ambassador to the United States Datuk Seri Dr Jamaluddin Jarjis, Deputy Science, Technology and Innovation Minister Datuk Fadillah Yusof and other senior government officials.


Muhyiddin said Universiti Putra Malaysia, Health and Agriculture and Agro-based Industry ministries were collaborating with Maryland University in several specific areas.

"I hope that other agencies or ministries could pursue cooperating with the university for our benefit."

The university is recognised as one of the renowned public research universities in the US. Its dental school and the schools of law, medicine, nursing, pharmacy and social work are ranked among the nation's best institutions. The university generated US$567 million (RM1.7 billion) in annual research funding.

Its director, Cheng-i Wei, said the university, which is engaged in a full range of vaccinology from basic sciences to clinical evaluations, would work with Malaysia to produce vaccines.

Wei said the university, ranked in the top tier of animal and public health research centre, consistently produced new discoveries in the areas of virology, bacteriology, immunology, epidemiology and vaccinology.

Muhyiddin added that Malaysia had reached the second phase of commercialising its biotechnology products.

"We want this process to be pursued with the university for that value-added purpose. The US government and private companies spent a substantial allocation for various researches at this university. Our funds are not that substantial but if the private sector could assist, the commercialisation process could be expedited."

He also said 18 Malaysians were studying at the university in a move to promote the biotechnology industry in Malaysia.

"It is inevitable that we send our students to do their doctorates or master's here. We may have to select specific field of studies for them but biotechnology is definitely one of them."

1,135 compounds worth RM546,600 issued in May alone

KUALA LUMPUR: The Health Ministry issued a total of 1,135 compounds worth RM549,600 under the Destruction of Disease-Bearing Insects Act 1975 for the control of dengue outbreak during the month of May.


The Director-General of Health, Datuk Dr Hasan Abdul Rahman said that during the same month, 45 cases were taken to court and were fined RM17,300. Another 196 cases had been registered in court for further action, he said in a statement, here today.

On the enforcement of tobacco products control, 1,189 compounds worth RM229,950 had been issued. -- BERNAMA

First satellite tagging of saltwater crocodile in Borneo

KOTA KINABALU: The Sabah Wildlife Department (SWD) and Danau Girang Field Centre (DGFC) recently fitted a satellite tag on a saltwater crocodile in the Kinabatangan, an effort to monitor its movements to ensure its further survival following the changing landscape emerging from plantations.


SWD director Dr Laurentius Ambu said the tagging of this four-metre long male crocodile named 'Girang', was the first of such initiative in Borneo, and may possibly be the first in South-East Asia.

It was carried out in the vicinity of the Field Centre with the assistance of the SWD Rescue Unit, he said in a joint statement by SWD and DGFC here, today.

"Following the Human-Crocodile Conflict Conference that was held in Kota Kinabalu in June 2010, SWD expressed a desire to carry out scientific work on the primary cause for the rising levels of conflict being experienced in Sabah large rivers.


"The tagging of a saltwater crocodile with a satellite device, is the start of a long-term research and conservation programme initiated by our Department and the DGFC," added Ambu.

DGFC director Dr Benoit Goossens, who is also leader of the Kinabatangan Crocodile Programme, explained that plantations caused a considerable decrease in the overall amounts of prey available especially to large individuals.

"This situation makes for a far more dangerous environment. The realisation of this is that attack rates found near plantations are extremely high compared to those of forested areas.

"By tagging large crocodiles in plantation areas and in forested areas, and especially males which are potential man-heaters, we will try to understand and monitor the movements of these large predators," added Goossens.

It is hoped that the results will help in providing guidelines for plantation workers and local villagers, in order to reduce fatal attacks and contribute to the protection of this very important species for ecosystem health and tourism, he concluded. --BERNAMA

Flood spoils 30-year vinyl collection

ALOR STAR: Flood victim Tengku Nahar Tengku Mansor, 48, was devastated when he came home to find his collection of vinyl records was soaked in mudwaters after the city was ravaged by floods last Wednesday.

The father of three only realised the irreparable damages when he returned to his house at Taman Rakyat, Jalan Sultanah Bahiyah here on Saturday after seeking refuge at a relative's home in Hutan Kampung.

Self-employed Tengku Nahar said his record collection were kept in the storeroom of his double-storey house and he had forgotten about the records when his family were rushing to evacuate the house last week.


"I was busy moving our furniture to the upper-floor when the flood started to reach our doorstep last Wednesday. I forgot about the records that was stacked in a box which I placed on the floor of the store room," said crestfallen Tengku Nahar.

Tengku Nahar said he may salvage the vinyl records but the album covers were spoilt.

His collection includes evergreens and superstars the likes of Bee Gees, Dan Hill, Neil Young, David Gates, Kim Carnes, Cliff Richard, Nat King Cole, and Graham Nash.


Tengku Nahar began collecting the vinyl records in the 1970s, and he loved each of them dearly.

"This is the precious collection of my life, I simply could not believe that I forgot about them when we were leaving the house," he added.

Tengku Nahar had lived in Langkawi for over 20 years before moving back to his hometown in Alor Star two months ago.


"I had never expected this area would be inundated by flood as it was never badly affected even during the major flood in 2005. I certainly hope that it would not occur again," he said.

He thanked the volunteer rescuers for helping them in the evacuation process.

"I didn't realise how serious the situation was until the rescuers arrived at 11pm on Thursday telling us to leave the house as the authority was about to cut-off the electricity supply on safety ground," he said, sharing his first experience with flood disaster.

Tengku Nahar said he was planning to frame all the vinyl record and have them hung on the wall but did not have the time to do so.

He only managed to frame his most treasured album 'Thriller', by the late King of Pop Michael Jackson. "At least I still have this."

Nation needs DNA banks, says lead CSI

SHAH ALAM: Malaysia needs to build DNA banks or repositories to assist in solving crimes and prosecuting cases, according to a senior forensic police officer.

Head of the Police Forensic Lab's Crime Scene Unit (CSU) Supt Amidon Anan said the ability to collect DNA at crime scenes often proved futile as the forensic lab had only a limited bank of samples.

"Having the DNA is useful if we have suspects we can match the samples against. But we are unable to use the samples to help us find potential perpetrators as we don't have DNA banks like what you see on the television series CSI," said Amidon.


He was speaking to students from UiTM's Faculty of Communication and Media Studies on the topic, 'Crime as the elective subject' at the campus here on Oct 5.

The need to create and develop DNA banks was critical, said Amidon, given the high public expectations on the police to safeguard society and reduce crime.

He said: "DNA banks can help the CSU in many pending cases, such as Nurin Jazlin. It was sad that while we were able to collect a DNA sample from the body of the child, we had little means or resources to match it with the likely murderer," he said.


Nurin Jazlin was a high-profile case of a missing child whose body was subsequently dumped in a gym bag in Petaling Jaya more than three years ago.

Amidon expressed his frustration that the CSU's repeated requests for the establishment of DNA banks seemed to have fallen on deaf ears.

While the cost of implementing such a project would be substantial, he said it would only escalate over time and "if not now, then when?"


"It is not about being a hero in solving these cases. It is about finding justice for the victim's family."

"Having this ability to solve and prosecute cases would significantly reduce the ability of criminals to get away with their crimes," added Amidon.

MALAYSIA are eager to carry their AFF Cup-winning form into the Asia Zone World Cup Qualifiers where they hope to start their campaign on a positive note against Taiwan in a first round first leg match at the National Stadium in Bukit Jalil today.

Coach K. Rajagobal has named a formidable 23-man squad that include 14 players from the AFF Cup team. The coach acknowledges the praise for Malaysia following their AFF Cup performance but he wants to put that aside and look forward to "a new chapter".

"It will be our first tournament after winning the AFF Cup. Everyone is eager and excited about tomorrow (today). We need to focus and play at our best level for a good result," said Rajagobal after a team managers' meeting at Wisma FAM in Kelana Jaya yesterday.


"We made history by winning the AFF Cup. I told my boys, 'let's make bigger history in the World Cup Qualifiers'.

"We want to beat Taiwan. If we play well, we will get the goals. It does not matter if the final score is 1-0 as long we win. My players are mentally and physically prepared for the match."

Except for first choice goalkeeper Khairul Fahmi Che Mat, the others are injury-free. Khairul, who is down with a shoulder problem, may not be named in the starting line-up.


The Kelantan player has kept his training light since reporting for national duty after the second round, second leg of the Olympic Qualifiers against Lebanon last Thursday.

Rajagobal, however, declined to reveal whether second-choice Sharbinee Allawee will replace Khairul today.

"I need to look at him (Khairul) again before making a decision. Those who were nursing injuries have recovered from them."


Among those returning from injuries are strikers Norshahrul Idlan Talaha, Ahmad Fakri Saraani and Abdul Hadi Yahya. The trio, however, may not be match-fit but Rajagobal has options in Safee Sali and Baddrol Baktiar.

Safee will be the striker the national team will be counting on today. The AFF Cup top-scorer has been outstanding since joining Indonesia Super League club Pelita Jaya, where he has scored seven goals in 13 appearances. However, he sustained a light leg injury in training yesterday.

However, Safee hopes to build on his club form to score his first international goal of the year today.

The national team, who have never qualified for the World Cup, are undefeated in three international friendly matches since winning the AFF Cup.

Captain Safiq Rahim said he and his teammates are hungry for success in the World Cup Qualifiers.

"Our target is to go as far as possible in the qualifiers. We are eager to make an impression. Everyone is mentally prepared for this challenge," said Safiq, who plays for Super League side Selangor.

"We have gone through all the required drills and also watched Taiwan's recent matches on video. As far as we are concerned, we have done our homework on our East Asian rivals."

HAVING won the Malaysia Games keirin gold medal and boosted his home state Malacca's development programme with that, Arfy Qhairant Amran now has bigger fish to fry.

The 18-year-old Asian junior 200m sprint champion, who moved into the national elite squad's training base in Melbourne last week, leads the charge of the new breed of riders who form the nucleus of the 2016 Olympic programme.

As his first task, Arfy will have two months to prepare for the World Junior Track Championships in Moscow on Aug 17-21.


Having qualified by virtue of his Asian title, Arfy is expected to be joined by Selangor's Hamdan Hamidun in Moscow. Arfy will contest the 1km time trial, 200m sprint and keirin, while Hamdan will line up for the points and scratch races.

Arfy left for Melbourne last week along with Fattah Amri Zaid and Mohd Elmi Jumari, which hints of a new team sprint line-up under development.

National track team manager Datuk Naim Mohamad said the juniors will have a longer, more elaborate preparation to be ready for the 2016 Olympics qualifying procedure.


"But it is also up to them to prove that they can make the cut, as along the way the others in the Pelapis programme might also step up their game and will have to be given opportunities," said Naim.

"Arfy has shown potential and should be coming up with strong performances in the World Junior Championships.

"He has already had the experience last year, so this time he should know what to expect.


"He'll also be going to Moscow better prepared this time around, so we have hopes of a good outing, maybe even medals from both the riders."

Earlier, when wrapping up the debate on the bill, Deputy Finance Minister Datuk Dr Awang Adek Hussin said the incentives related to the Petroleum Income Tax Act 1967 included reducing the income tax rate from 38 per cent to 25 per cent for marginal oilfields. Besides that, capital allowance would be speeded up from 10 to five years for marginal oilfields, and investment allowance given to projects requiring high capital expenditure and technical skills, he said. "This incentive is to encourage investment for increased national petroleum production and help reduce the management cost of the upstream petroleum industry to attract more exploration activities as well as oilfield development," he said. The Securities Commission (Amendment) Bill 2011 tabled by Deputy Finance Minister Datuk Donald Lim Siang Chai was also passed by the Dewan Rakyat. "Palm oil should be available on the world market at sufficiently large discounts relative to soya oil and other oils and fats to facilitate the expected increase in exports," Oil World said. More palm oil may be exported as biodiesel, according to the report. Indonesia and Singapore have increased monthly shipments of biodiesel to a combined 150,000 tons, with potential for further growth, Oil World said. "The increasing requirements of soya oil for biodiesel production in Argentina, Brazil and the USA will curb the growth in soya oil exports in 2011-12," Oil World said. U.S. soy-oil exports have dropped because of higher domestic requirements for biodiesel production, according to the researcher. It predicted combined biodiesel output in Argentina and Brazil will rise this year to 4.7 million tons from 3.9 million tons a year ago. Soy-oil exports globally will come to 10.5 million tons at most for the next season, up from 10.2 million tons estimated for the 2010-11 year, the report showed. 35 illegal immigrants held after chase at sea

A 20-MINUTE chase involving two vessels at sea ended in a minor collision and the arrest of 35 illegal immigrants off the coast of Pasir Gogok, near Pengerang,
early on June 23.

A Marine Operations Force (MOF) patrol boat was chasing a fibreglass boat making its way out of Malaysian waters with 29 Indonesian men, six Indonesian women and two skippers on board.


Region 2 MOF commander Assistant Commissioner Zainul Abidin Hasan said the patrol boat was conducting Operasi Octopus at 3.30am when it spotted the boat moving in a suspicious manner about two nautical miles off Pasir Gogok.


The stretch off Pasir Gogok is a strait separating Pengerang, Johor, from Pulau Tekong, Singapore. The fibreglass boat sped off as the MOF patrol team approached.

"The patrol team directed the boat to stop, but it did not do so," said Zainul Abidin in a statement.


A brief chase ensued as the patrol boat tried to corner the speeding vessel.


The chief patroller on the MOF boat also ordered for 10 shots of very light pistol to be released into the air to light up the area.

At one point, the two boats were side by side and grazed each other.


Zainul Abidin said the impact of the minor collision caused one of the Indonesian male immigrants to sustain a minor hand injury. He was later brought to a clinic for treatment.


"After a 20-minute chase, the boat was successfully apprehended," he said.

The chase ended when a slight collision took place. In a desperate attempt to make a getaway, the two skippers jumped into the sea, abandoning their craft and passengers.


Zainul Abidin said another MOF patrol boat was deployed to search for the two missing skippers, but to no avail.


The MOF detained all 35 Indonesians and seized the 30mby- 5m fibreglass boat and two Yamaha 200 HP engines.


The illegal immigrants have been detained at the Kota Tinggi police headquarters.


The case is being investigated under Section 5(2) of the Immigration Act 1959 (amended 2002) for leaving or entering the country via an unregistered point, and Section 6(1) of the same act for not having any valid travel documents.

Close shave for passengers during bus mishap


MOTORISTS in Johor Baru were stuck in traffic congestion that lasted more than
two hours on June 23 after a stage bus landed on its side and blocked the path
along Jalan Skudai, near Danga Bay.

It was a close shave for the six passengers on board who escaped with only minor injuries from the 6.30am incident.


The bus driver, however, suffered injury on his legs and was sent for treatment at Sultanah Aminah Hospital.


It is believed that the bus driver lost control of the vehicle before it skidded and ended up on its right side.

Johor Baru South police chief, Assistant Commissioner Zainuddin Yaacob said it was raining when the bus was making its way from the city centre to Skudai and was on the Skudai-bound lane of the dual carriageway.


A police MPV arrived at the scene and took 15 minutes to get the driver and passengers out.


Despite police efforts to handle the traffic, a two-hour traffic snarl extended a few kilometres along both lanes of Jalan Skudai. —By Ahmad Fairuz Othman
