JAKARTA: Malaysian students in Indonesia have been advised not to react to provocation over a boundary issue involving the two countries.

Education Malaysia (formerly Malaysian Students Department) in Indonesia, which issued the advice, said it is aimed at preventing any aggravation of the situation.

The education attaché at the Malaysian Embassy in Jakarta, Ludinata Misnun, has assured parents of students that Education Malaysia, in collaboration with the embassy, was monitoring the safety and welfare of all Malaysian students.

He said Malaysian students in Indonesia have been reminded not to respond to any provocation, and to leave home in groups and return before midnight.

"We have received complaints from medical students who are undergoing training in hospitals that they were provoked by some doctors and nurses while other students were tormented by their lecturers," he said.

The issue emanated over a claim that Malaysia has seized 1,000ha of land belonging to Indonesia along the Malaysia-Indonesia border in West Kalimantan.

The Indonesian Parliament's defence and foreign affairs commission deputy head Maj Gen (Rtd) T.B. Hasanuddin told the media on Saturday that Indonesia had lost 1,490ha in Camar Bulan to Malaysia and that the country's sea boundary in Tanjung Datu waters had moved 800 metres in favour of Kuala Lumpur.

Several Indonesian Cabinet ministers have rejected the lawmaker's claim that Malaysia had "illegally taken over" more than 1,000ha of Indonesian land in northern Kalimantan.

In Kuala Lumpur, Malaysian Foreign Minister Datuk Seri Anifah Aman and his Indonesian counterpart Dr Marty Natalegawa said after the 11th Joint Commission for Bilateral Commission Cooperation Meeting on Tuesday that the border markers at the Kalimantan border, removed either by mischievous individuals or natural disasters, could easily be replaced by their joint survey teams.

However, agitated by media reports, some 650 supporters of the so-called Batavia Rempug Forum yesterday protested outside the Malaysian Embassy in Jakarta, and stones, wood and bamboo thrown at the building shattered a glass panel at the guard post.

The Indonesian police had to fire tear gas to quell the unruly demonstration and several policemen were said to have been slightly injured by hard objects hurled by the protestors. -- BERNAMA

PM calls for global green body

KUALA LUMPUR: Malaysia has called for the creation of a World Environment Organisation (WEO) to anchor global efforts to protect the environment.

Prime Minister Datuk Seri Najib Razak said yesterday existing systems to address the challenges of environmental sustainability had become too complicated, preventing countries, especially developing ones, from participating effectively.

"Between 1992 and 2007, the 18 major multilateral environmental agreements alone convened some 540 meetings, which produced more than 5,000 decisions that countries are supposed to act upon through national efforts.

"The only countries that can comply with the system are the richest countries, while developing nations have become disenfranchised," he said at the opening of the first preparatory meeting, world congress on justice, governance and law for environmental sustainability here.

His speech was read by Minister in the Prime Minister's Department Datuk Seri Mohamed Nazri Abdul Aziz.

Najib said a body like the WEO could facilitate the participation of developing countries in a more realistic and meaningful way.

"Unlike the World Trade Organisation, which is regulatory and sets standards, the proposed environmental body should be consultative and facilitative to assist countries to meet global commitments derived from mutual agreements."

The two-day meeting, organised by the United Nations Environment Programme, was attended by 34 judges and legal experts from 19 countries to discuss and exchange ideas on the world's law, justice and governance systems, and environmental sustainability.

The meeting serves as a lead-up to the world congress on justice, governance and law for environmental sustainability to be held from June 1- 3 next year in Rio de Janeiro, Brazil, just before the United Nations conference on sustainable development (UNCSD 2012 -- the Rio+20 Conference).

Najib said the congress provided a timely opportunity to examine and decide on the implementation of contemporary norms and principles of justice, governance and law in the area of environmental sustainability.

"The congress is a unique opportunity to engage in the Rio+20 debates on governance and to become an active participant, especially for developing countries, with proposals matching our needs for development.

"This preparatory meeting is particularly important because it will give (us) the chance to lay the foundations for the deliberations that will be made."

UNEP environmental law and conventions division director Dr Bakary Kante said Najib's call for a WEO was a major statement of leadership.

"To my knowledge, this is the first time a leader has taken the advanced and progressive position in calling for a World Environment Organisation.

"The prime minister has understood how important environmental protection is for the future of this country and the world."

Banting murders: Accused failed to show up

KLANG: Accused N. Pathmanabhan was supposed to meet a friend the night Datuk Sosilawati Lawiya and three others were allegedly murdered but had failed to show up due to "some incomplete work".

His friend, Mohamad Jamil Mohamad Hassan, 79, said they were supposed to meet up for dinner but Pathmanabhan said he could not make it.

He told the High Court that Pathmanabhan only came to see him in Subang Jaya at 10pm on Aug 30.

Jamil, a former ACP from Bukit Aman, added that Pathmanbhan is a Datuk, and was awarded the title from Sultan of Kelantan.

Earlier, judge Datuk Akhtar Tahir ruled the police statement allegedly made by K. Sarawanan would not be allowed to be used for impeachment proceedings by the prosecution.

Strong earthquake hits Bali

KUALA LUMPUR: A strong earthquake, measuring 6.1 on the Richter scale, hit Bali island in Indonesia this morning, the Malaysian Meteorological Department said.

It said in a statement that the quake, which occurred at 11.16 am, struck the south of the island, 154km southwest of Denpasar and 1,350km southeast of Kuching, Sarawak. -- BERNAMA

KUALA LUMPUR: Substantive swings produced two key by-election victories for the Barisan Nasional tonight.

BN has now won three of the four of by-elections this year, losing Sibu by 398 votes.

In Kelantan, BN wrested the Galas State seat from Pas by a majority of 1,190 - improving its near-victory in the July 2009 Manik Urai by-election when the coalition lost by 65 votes.

BN shall now look to repeat the kind of performance it produced in the 2004 general election when it won 21 state seats in Kelantan. As for now, Galas brings its state seats to 7 in a 45-seat Legislative Assembly.

The Galas by-election was called following the death of Pas' Che Hashim Sulaima, 46, on Sept 27 from colon cancer. Che Sulaima had defeated BN's Mohd Saufi Deraman by a 646 vote-majority in the March 2008 general election.

In the 2004 general election, Che Hashim had lost to Mohamad Saufi, by 1,729 votes.

Significantly for Kelantan politics, the Galas battle had been billed as contest between BN's Tengku Razaleigh Hamzah and Datuk Nik Aziz Nik Mat, the Kelantan Menteri Besar and Pas spiritual leader.

Analysts had said that a Pas defeat would be seen as a sign of Nik Aziz losing grip. He is 79 and had been Menteri Besar since 1990.

"The face to face interaction adopted by BN has worked..this is a indicator of how BN can change," Prof Dr Sivamurugan Pandian of Universiti Sains Malaysia told the New Straits Times tonight.

Pas had during the campaigning mocked Abdul Aziz Yusoff, the BN candidate for his lack of qualification. Dr Zulkefli Mohamed of Pas now has to his name three unsuccessful attempts to win seats in the Gua Musang area.

The results of the nation's 12th by election since March 2008 were announced by returning officer Wan Mustapa Abdul Hamid at the Gua Musang Civic Centre here tonight.

Many of Chinese voters in Galas had returned to BN, according to preliminary analysis of the results.

Pas lost in Kampung Baru, which is a Chinese majority area by 41 votes. It garnered more than 200 over votes there in the general election.

The BN election machinery which was led by Tengku Razaleigh, the Gua Musang MP, had adopted a new campaign strategy this time where they focused on a more personal approach as opposed to big scale ceramah and large entourages.

Election Commission deputy chairman, Datuk Wan Ahmad Wan Omar said voter turnout was 82.71 per cent or 9,555 of the total 11,553 voters in the constituency, compared to a 80.57 per cent turnout in 2008.

In Batu Sapi, the choice of a woman as a candidate and the joint-leadership of Datuk Seri Musa Aman and Tan Sri Joseph Pairin Kitingan of Parti Bersatu Sabah had contributed to the increase of majority from 3,708 (2008 general election) to 6,359, analysts said.

"My husband is watching me now and I think he is proud of me," said the BN candidate, Datin Linda Tsen Thau Lin.

Tsen's husband Datuk Edmund Chong was the late parliamentarian of Batu Sapi. His death on Oct 9 had led to the by-election.

UiTM student posts highest score in accounting course

SHAH ALAM: Few Malaysians can stake claim to being the best in the world, Universiti Teknologi MARA (UiTM) student Khalid Kamarulzaman is one of
them.

He was acclaimed the 'World's Best CAT Graduate' in the Certified Accounting Technician (CAT) programme. The results were announced in October.

The 19-year-old Faculty of Accountancy student scored the highest aggregate of 474 marks or an average of almost 95 per cent, for five advanced CAT papers.

CAT is an international qualification offered by the Association of Chartered Certified Accountants (ACCA), the global body for professional accountants headquartered in the United Kingdom.

The qualification provides the graduate with the necessary knowledge and skills in Finance and Accounting to perform an accounting-support role. It is also designed to fast-track students towards a full-fledged career in accountancy.

Khalid achieved a perfect score in Drafting Financial Statements (T6) and came close in Managing People and Systems (T5) with 98 per cent.

His marks in these two papers were the highest in the world.

He also posted 97 per cent for Planning - Control and Performance Management (T7), 90 per cent for Preparing Taxation Computations (T9) and 89 per cent for Managing Finances (T10).

"It was important for me to shine in this programme as it has placed me on the right path to achieving my dreams so I can help my less fortunate family," said Khalid in an interview with Varsity Voice on Nov 21.

Although he expected to pass the CAT exams with flying colours, the outstanding results were "...a dream come true, and a tribute to my love for mathematics and numbers".

The third son in a family of nine siblings from Hulu Langat, Selangor, Khalid has now set his sights on completing another 11 courses in the ACCA programme to become a chartered certified accountant.

"CAT is only the first step. I intend to do just as well in the ACCA examination before gaining work experience and eventually opening up my own accountancy practice."

"For now, I must be careful not to get too carried away as there is still a lot to learn and a long way to go before I can fulfill my aspirations," he added.

The CAT programme was first offered by the faculty in 2002 to SPM graduates who had at least five credits, inclusive of Mathematics, Malay and English.

Khalid was recognised as a top student during the Faculty's Excellence Day on Oct 6, during which he received an award from UiTM's Vice Chancellor Datuk Professor Dr Sahol Hamid Abu Bakar.

SHANGHAI: Big-serving Jo-Wilfried Tsonga crashed out of the Shanghai Masters yesterday, losing 7-6 (1-7), 4-6, 4-6 to Japan's Kei Nishikori but top seed Rafael Nadal eased through to the third round.

Tsonga, the fourth seed, appeared to be on his way to a straightforward victory when he stepped up the intensity of his game to seal the first set tie-break with the loss of just one point.

But World No 47 Nishikori, who needed courtside treatment on his back, broke twice in the second set, levelling the match when the Frenchman netted with a forehand.

Nishikori, who has a poor record against top 10 players, produced two more breaks in the deciding set, taking advantage of an errorstrewn performance by Tsonga and sealing the win on his third match point.

The defeat puts a serious dent in the Frenchman's bid to reach next month's ATP World Tour Finals. He came into the Shanghai Masters in eighth place in the race to reach the showpiece, featuring the top eight players of the year.

"Of course I'm disappointed because I lost.

But today I had a good opponent," said Tsonga.

"He was really good. Even if maybe I didn't play with a lot of energy, I played good tennis.

And today my opponent was just better than me." In his first match of the tournament after a first-round bye given to the top eight seeds, World No 2 Nadal, bidding for his 20th Masters title, beat fellow Spaniard Guillermo Garcia- Lopez 6-3, 6-2.

Second seed Andy Murray had a walkover into the third round after Dmitry Tursunov of Russia withdrew from their second round match with a right thigh injury.

Malaysia may miss GDP growth forecast:MIER

Malaysian growth may miss government forecasts this year as a weakening global economy hurts exports, the Malaysian Institute of Economic Research said.

The partly government-funded institute today cut its 2011 estimate for gross domestic product expansion to 4.6 percent from 5.2 percent. That's below a range of 5 percent to 5.5 percent forecast by the Ministry of Finance last week.

"Increasing global uncertainties from the euro zone is expected to dent the economic outlook in the U.S. and China, leading to weaker exports growth in Malaysia," MIER said in a report today.

Any return to recession for the global economy would damage Malaysia's recovery, after GDP expanded the most in a decade last year. A recent pick-up in exports may be short-lived as risks from a faltering U.S. economy and the European debt crisis damp global demand and capital spending, hurting growth in Asian nations.

Overseas shipments climbed 10.9 percent in August, the fastest pace in four months, on higher sales of commodities.

GDP may expand 5 percent in 2012, MIER said, cutting its earlier 5.5 percent forecast. This is within the government's projected growth range of between 5 percent and 6 percent.

Inflation will average 3.1 percent this year, before easing to 2.7 percent in 2012 as global commodity prices drop with worldwide growth, the institute said.

Central bank monetary policy is expected to stay "fairly accommodative" to support growth, said MIER. Its benchmark overnight policy rate will remain at 3 percent for this year and next, with a downward bias should domestic demand wane, it said.

The ringgit will average 3.20 against the dollar this year, before appreciating to 3.10 in 2012, according to report. -- Bloomberg

YTL Power raised to 'buy', stock climbs

YTL Power International Bhd rose to a two-week high in Kuala Lumpur trading after the stock was upgraded at Maybank Investment Bank Bhd, which cited its "attractive" valuation.

The stock climbed 1.8 percent to RM1.72 at 10:06 a.m. local time, set for its highest close since Sept. 29.

YTL Power was raised to "buy" from "hold," Maybank Investment said in a report today. -- Bloomberg
