Sarawak contractor loses RM20m due to dubious contract works

Posted: 19 Sep 2011 09:45 PM PDT

KUCHING: A contractor in Sarawak has been conned of RM20 million by a syndicate that forged a federal ministry letterhead from Kuala Lumpur for billboard contracts outside the state that never existed, said State Police Commissioner Datuk Mortadza Nazarene.

"The contract work purportedly awarded in April 2010 was completed by the victim in November of the same year and upon completion, he wanted to claim the
RM20 million but was never entertained, and this prompted the victim to personally check with the ministry," he said after a meeting with Sarawak
Commercial Crime Investigation Department Chief, Supt Mohd Firdaus Abdullah,

here today.

Mortadza said the victim was shocked to discover that the ministry was not only unaware of the contract but the letterhead of the ministry was forged, prompting him to lodge the police report this month.

"The contractor claimed that the letter of award for the job purportedly came from the ministry headquarters in Kuala Lumpur," he said, adding that the
suspects had claimed they were well connected to the ministry.

Refusing to name which ministry's letterhead had been forged, he said, police had identified the culprits and they would be nabbed soon.

On the trend of commercial crime cases in Sarawak, he said, up to the third
quarter of this year, there was a decline of 10.34 per cent or 161 reports with
a total of 1,398 commercial crime cases being reported compared with 1,559

reports for the corresponding period last year.

"Overall total losses suffered by the victims for the same period this year
amounted to RM27 million compared with RM30 million last year," he said.

For cyber crime cases, he said, from January to Sept 15 this year, a total
of 252 cases were reported with total losses amounting to RM4 million. - Bernama

Malaysia ranks highest in the world for visionary companies

Posted: 19 Sep 2011 08:45 PM PDT

KUALA LUMPUR: An international study on visionary organisations, conducted by international consultancy firm &samhoud, shows that Malaysian organisations lead the world in creating inspiring corporate visions, and in the implementation of those corporate vision throughout all layers of the company.

Managers worldwide indicate that the effects of a vision-driven organisation include a clarity of targets, the growth of customer satisfaction and creativity, and a greater focus on performance.

The global study was conducted amongst 3,000 managers from The Netherlands,

Germany, Spain, USA, China, India, and Malaysia.

According to the respondents, Malaysia has the highest percentage of organisations with an inspiring corporate vision (82 per cent), the USA is in the middle (58 per cent) and the Netherlands comes last (36 per cent).

The research identified a common phenomenon across developed countries and emerging markets. 90 per cent of the leaders surveyed believed that a corporate
vision is more important now than ever before.

In Malaysia, especially, leaders are truly convinced of the motivational power of a corporate vision.

Nur Hamurcu, Managing Partner of &samhoud Asia, states: "A corporate vision is
not a poster on the wall or the booklet in a drawer, but forms the DNA which is
the corporate identity."

96 per cent of Malaysian leaders surveyed across 15 industries confirmed that their company had a corporate vision, and 82% agreed or strongly agreed that 'Most organizations in our country have an inspiring vision'.

Countries in highly developed economies such as the USA, Germany and the Netherlands scored lower at 58 per cent, 48 per cent and 36 per cent, respectively.

The majority of the leaders agreed that their corporate vision led to a clarification of the company's goals, growth in revenue and profit, higher customer satisfaction, as well as inspiring staff, promoting unity and improving sense of belonging.

According to Malaysian principals, the top 5 Malaysian companies with the most inspiring visions are: PETRONAS, Sime Darby, AirAsia, Celcom and Maybank.

The international research also revealed that corporate visions in Asia are
implemented in daily practice, with more discipline.

However, the qualitative feedback reveals the top five reasons why corporate vision implementation fails.

1) Leaders do not walk the talk
2) Rapid changes at the top
3) Employees are not emotionally connected due to poor communication
4) Inconsistently applied to organizational practices
5) Failure to include the four key elements: its higher purpose, the audacious
goal, core values and core qualities.

Whilst Malaysian companies are on the right track; in terms of financial
performance, and employee and customer satisfaction, they perform below their
full potential, primarily due to the five reasons above.

In summary, Hamurcu also remarked: "Business leaders should focus on both living the corporate vision everyday and aligning the corporate vision to the brand promise." - Bernama

More efficient waste management with pact

Deputy Prime Minister Tan Sri Muhyiddin Yassin receiving the waste management agreement from SWM Environment Sdn Bhd director Tan Sri Sabaruddin Chik. With them are Housing and Local Government Minister Datuk Chor Chee Heung (left) and his deputy, Datuk Seri Lajim Ukin.

PUTRAJAYA: More efficient service at no extra cost -- this was the outcome of a tripartite agreement between the Federal Government, nine state governments and three solid waste management companies yesterday.

Deputy Prime Minister Tan Sri Muhyiddin Yassin, who witnessed the signing, expressed hope that the accord would put an end to illegal dumping.

Under the agreement, which Muhyiddin described as the first major step in enforcing the Solid Waste Management and Public Cleansing Act 2007, three companies will be responsible in managing solid waste.

They are Alam Flora Sdn Bhd in the Federal Territories, Putrajaya, Terengganu, Kelantan and Pahang; Environment Idaman Sdn Bhd in Kedah and Perlis and SWM Environment Sdn Bhd in Johor, Malacca and Negri Sembilan.

Plans to privatise waste management in Selangor, Perak and Penang were still on-going, he added.

Muhyddin noted that waste management had not been "perfected" by the three concessionaires, which had been providing such services for the past 14 years, because of uncertainties in the absence of a privatisation agreement.

"The agreement will make it easier for the three companies to invest in assets for better service.

"Proper waste management is everybody's concern and it affects all households nationwide. To ensure its success, the government is prepared to play a role.

"Previously, it was left to municipal councils and state governments. We will absorb some of the cost," he said, adding that waste management was integral to the country's development.

Present was Housing and Local Government Minister Datuk Chor Chee Heung.

Muhyiddin also said the implementation of the act and privatisation of services, both of which came into effect on Sept 1, was done in view of the need for holistic and integrated efforts for more efficient service to the people.

Chor, at a press conference, said the agreement would see the concessionaires managing solid waste for the next 22 years.

The government had the right to cancel their contracts if their performances were weak.

The three companies will be monitored by the National Solid Waste Department, while enforcement will by the municipal councils.

In the first seven years, households will be charged RM8 a month for rubbish collection. The figure could go up or down depending on factors such as the cost of living, he said.

Alam Flora director Lukman Ibrahim said the privatisation would see better service and best practices in the industry.

Both sides display professionalism

GUA MUSANG: Leaders from both the Barisan Nasional and Pas demonstrated a high level of professionalism during nominations for the Galas state seat today, ensuring a smooth, fast and clean nomination process.

The BN delegation was led by Umno vice-president, Datuk Seri Dr Ahmad Zahid Hamidi, Wanita Umno chief, Datuk Seri Shahrizat Abdul Jalil, Wanita MCA chief, Datuk Ng Yen Yen and Umno Youth chief Khairy Jamaluddin, while the Pas delegation was helmed by its party president, Datuk Seri Abdul Hadi Awang, spiritual leader Datuk Nik Aziz Nik Mat, Parti Keadilan Rakyat vice-president Azmin Ali and DAP adviser Lim Kit Siang.

Both delegations arrived separately and though seated in different tents were seen chatting with each other in a very cordial and peaceful manner.

At one point, Shahrizat was seen leading a delegation of Wanita Umno members to visit the Opposition tent.

There, Shahrizat warmly greeted Hadi Awang, who stood up to greet her, along with Kit Siang and Azmin.

Hadi Awang asked Shahrizat how the recently concluded Umno general assembly had progressed and congratulated her on a smooth and successful assembly.

"It went well. There were no problems and everyone was happy," said Shahrizat, who also took time to ask Kit Siang about his health.

"I'm well ... how about you," asked the DAP stalwart.

The group then spent a few minutes chatting and later returned to their respective camps.

Overall, there was not a single untoward incident and supporters from both sides demonstrated a high level of professionalism.

"We are very happy with how the nominations progressed and hope this same kind of spirit will prevail throughout the campaign period and on polling day also," said Kelantan police chief, Datuk Abdul Rahim Hanafi.

Abdul Rahim has assured both the Barisan Nasional, who will be fielding Abdul Aziz Yusoff, 49, for the seat and Pas' Dr Zulkefli Mohamed,44, that the police will not reject any permits for ceramahs, as long as it is submitted a day earlier.

There were more than 500 supporters on each side and police, who had anticipated large crowds had took steps to place the groups 180 metres apart as opposed to only 60 metres as in previous by-elections.

There was also very smooth traffic flow, with no major disturbances to the locals who were busy on their way to work.

"We did not close any major roads and did our best not to disturb the daily lives of the people here," said Abdul Rahim.

New faces expected in Sarawak election

Posted: 14 Mar 2011 03:12 PM PDT

2010/11/23
By Lian Cheng
news@nst.com.my

KUCHING: The coming state election may see the most number of new faces within the Sarawak Barisan Nasional in its history.

In the past, it has been the practice of BN to maintain the incumbents to ensure political stability - the fewer changes made, the less risk would be at stake.

However, since the last state election in 2006, the general public's mentality seems to have shifted to opt for new blood and younger state representatives, especially after the op position made it a point to recruit young professionals with no historical baggage or even political background to stand as their candidates.

While BN had little time to react to this change in the last state election, this time around, however, one can expect to see BN putting forth new faces to replace some of the incumbents, especially those who did not secure impressive majorities in the last state elections.

Parti Pesaka Bumiputera Bersatu (PBB), for instance, did not wait for the coming election to make known its intention to replace some of the incumbents.

As early as November 2008, its president Tan Sri Taib Mahmud replaced three PBB assistant ministers when reshuffling his Cabinet - Datuk Bolhassan Di (Assistant Minister of Infrastructure Development and Communica tion), Datuk Hamden Ahmad (Assistant Minister of Youth as well as Tourism) and Datuk Ambrose Blikau (Assistant Minister of Rural Development as well as Public Utilities).

With growing rumours that a state election would take place March 26 (which coincides with Taib's 30th an niversary as Chief Minister) next year, there are predictions that more than a handful of PBB incumbents would be dropped after Taib's declaration of 30 per cent new faces.

PBB was allocated 35 out of the 71 state seats in the last elections and 30 per cent new faces would mean 10 new candidates, which was also confirmed by party insiders.

Those on top of the list speculated to be dropped are the three dropped assistant minsiters Bolhassan (Beting Maro), Hamden (Belawai) and Blikau (Katibas).

Others included Dr Wahbi Junaidi (Saribas; 94-vote ma jority), Simoi Peri (Lingga; 1870-vote majority), Gramong Juna (Machan; 2,289-vote majority), Frederick Bayoi (Kedup; 1981-vote majority) and Wan Wahap (Sadong Jaya, 858-vote majority).

Sarawak United People's Party (SUPP), meanwhile, has been going on its rounds to solve issues, reaching out to young voters and recruiting thousands of them. SUPP has also produced dramas to rekindle among the veteran party members their initial love and sacrifice for the party.

These efforts were taken note of by the Chinese, but initial grassroots feedback seems to indicate no significant impact as yet on Chinese voters.

"Every day, we make it a point to spend time with our voters. We are experiencing a total transformation especially with regards to our candidates," said its president Tan Sri Dr George Chan Hong Nam.

SUPP plans to put forth at least 30 per cent new faces and no "recycled candidates". These changes are expected in all the areas it had lost ground previously, such as Padungan, Pending, Batu Lintang, Kidurong, Merandong and Bukit Assek. SUPP has 19 allocated constituencies.

Only one recycled candidate would be expected, namely Datuk Alfred Yap, contesting in Kota Sentosa which he lost by 531 votes to Sarawak DAP secretary general Chong Chieng Jen.

For Parti Rakyat Sarawak (PRS) which has been allocated nine seats, its president Datuk Seri Dr James Masing has stated that there would be at least two new faces, speculated to be at Ngemah and Pelagus.

Ngemah was lost to Gabriel Adit, a former BN member who is now Parti Cinta Malaysia Sarawak state chief.

Pelagus, a seat of dispute due to Larry Sng's expulsion from the party after challenging Masing's presidency, remains a problem that BN needs to solve before the state elections is called.

To Masing, the Pelagus seat is non-negotiable.

Sng, who has been a partyless assistant minister over the last three years, would have to be absorbed by other component parties and contest in another constituency besides Pelagus if he wished to stand under the BN banner.

Speculation is that he would either stand in Meradong, the birthplace of his tycoon father-in-law Tan Sri Ting Phek Kiing, if he is to be absorbed by SUPP; or Meluan, replacing Wong Judat, should he be accepted by Sarawak Progressive Democratic Party (SPDP).

Holding eight seats, SPDP's president Datuk Seri William has said that he would retain all the incumbents.

However, it has been reported that the four state as semblymen within "the disgruntled five" namely Datuk Peter Nansian (Tasik Biru), Rosey Yunus (Bekenu), Sylvester Entri (Marudi) and Paulus Palu Gumbang (Batu Danau) would be replaced with new faces.

"The disgruntled five", which also includes Mas Gading Member of Parliament Datuk Dr Tiki Lafe, was given the nickname when they teamed up to call on party president Mawan to resign.

They claimed that Mawan, who is also the State Minister of Social Development and Urbanisation, was influenced by an invisible hand when he did not re-appoint Entri as the party secretary-general.

The five walked out from a SPDP supreme council meeting when Mawan replaced Entri.

Sime rebounds from 13-month low

Posted: 19 Sep 2011 06:44 PM PDT

Sime Darby Bhd rose the most in four months in Kuala Lumpur trading, rebounding from a 13-month low.

The stock climbed 1.2 percent to RM7.79 as of 9:15 a.m. local time, set for its biggest gain since May 11, snapping a three-day, 11.5 percent slump.

The recent slide was due to concerns Sime may have to make a general offer for Eastern and Oriental Bhd, UOB-Kay Hian Holdings Ltd. wrote in a report today.

The probability of such an offer is unlikely, it said. -- Bloomberg

Football / Olympics Qualifiers: Khairul prepares for busy night

Khairul Fahmi has to be at his best against Japan.

Khairul Fahmi has to be at his best against Japan.

KHAIRUL Fahmi Che Mat expects to be a busy man tomorrow when Malaysia open their Olympic qualifying campaign with a third round Group A match against Japan at the Tosu Stadium.

Having emerged unscathed in the previous two rounds against Pakistan and Lebanon, the national Under-22 team face their biggest test of the qualifiers so far.

And they come no bigger than Asian Games gold medalists Japan, who came through 4-3 on aggregate against Kuwait in the second round despite losing the away second leg 2-1.

Some of the Japanese players in the squad will not be unfamiliar to Khairul Fahmi, who faced nine of them at the 2010 Guangzhou Asian Games.

Nagoya Grampus striker Kensuke Nagai and Cerezo Osaka midfielder Hotaru Yamaguchi scored against the Kelantan shot-stopper in Japan's 2-0 preliminary victory in Guangzhou and will return to terrorise the Malaysian defenders.

"It will be a big match for us but we have prepared well and are ready to face Japan. We know they are a big team in Asia but we are only thinking about giving it our best and nothing else," said Khairul Fahmi, after playing in a 1-0 friendly defeat against Oman in Shah Alam on Thursday.

The team arrived in Fukuoka on Friday and settled in to do a few drills, especially the strikers who found goals hard to come by in the preliminary rounds.

All four of Malaysia's goals so far have been scored by midfielders Wan Zack Haikal Wan Nor, Wan Zaharulnizam Wan Zakaria and Irfan Fazail (two), who has often been deployed as a second striker as the forwards struggle to find their range.

But Irfan is carrying a niggling knee injury which has coach Ong Kim Swee concerned.

"Irfan is the only player who is carrying an injury and we are worried he may not shake it off in time. We are monitoring his situation and hope he recovers soon," said Kim Swee.

Irfan would likely play in midfield along side K. Gurusamy against Japan but Abdul Shukor Jusoh is on standby to fill in as regular Gary Steven Robbat is suspended along with striker Ahmad Fakri Saarani.

Izzaq Faris Ramlan and Syahrul Azwari Ibrahim are favoured to start upfront although Kim Swee could spring a surprise by fielding the nippy Ahmad Hazwan Bakri or the agile A. Thamil Arasu.

The 20-year-old Hazwan has impressed this season by scoring seven goals for Kuala Lumpur in the Super League and is eager to make his Malaysia debut, having never played at any age-group level for the country.

"If I'm fielded, it would be the first time I'd be playing for Malaysia. I'm fortunate to have been called up and if given the chance, I hope to show Malaysians what I can do," said the Labuan-born Hazwan, who has a wicked left-footed swerving shot which has bamboozled several goalkeepers in the league.

DONALD Young of the United States could be one of two players offered the final wild card in the ATP Malaysian Open, which starts on Saturday at Putra Stadium in Bukit Jalil.

Tournament director Nick Freyer said he will make an official announcement tomorrow.

"It will be a toss between Young and an upcoming Japanese player," said Freyer at the tournament's press conference yesterday.

"We tried to get World No 10 Tsonga (Jo-Wilfried) here but the Frenchman has opted for Metz."

Cypriot Marcos Baghdatis and Belgian's David Goffin are the tournament's other wild card entries.

The tournament, which is one of only five World Tour stops in Asia, carries a total prize money of US$947,750 (RM2.9 million) and features a 28-player singles main draw and 16 doubles.

Russia's defending champion Mikhail Youzhny and former winner Nikolay Davydenko, together with Czech Republic's World No 9 Tomas Berdych, Spain's Nicolas Almagro and Serbia's Janko Tipsarevic are the top draws in the event.

Freyer picked Berdych, the top seed, as the tournament favourite.

"He has not won a title despite making 12 quarter-final appearances this year. I believe his wait will end in his third appearance in Kuala Lumpur.

"Almargo withdrew last year because of an injury. The Spaniard is also in good form."

Others in the tournament are newly crowned US Open doubles champions Jurgen Melzer and Philipp Petzschner, Japan's Kei Nishikori, India's Asian Games champion Somdev Devvarman, Australia's Bernard Tomic and Canada's Milos Raonic.

Malaysia's Si Yew Ming will play in the doubles main draw with Ryan Harrison of the US.

It will be Yew Ming's third main draw appearance since the tournament's inception in 2009.

Yew Ming partnered Sweden's Joachim Johansson in the inaugural tournament but lost in their first match and the following year, he was beaten by India's Yuki Bhambri in the singles first round.

The 32-year-old again earned a wild card this year after proving himself in the National Tour, where he dominated all four legs.

"I want to be the first local to win a match in this tournament. The closest I came was winning a set in 2009," said Yew Ming.

The former Sea Games medallist will also play singles qualifying along with Ariez Elyaas Deen Heshaam and debutant Ahmad Deedat Abd Razak.

"This will be my first ATP tournament and it will be a exciting new experience for me. I am not setting a high target as this event will be my first major," said Ahmad Deedat.

Judge Harminder Singh Dhaliwal fixed the date in chambers after meeting with Senior Federal Counsel Iznan Izhak, who represented the defendants, and Mahfuz's lawyer Muhammad Faiz Fadzil.

Mahfuz, who is the Member of Parliament for Pokok Sena, Kedah, filed the suit on Aug 8, naming arresting officer Insp Mohd Zaid Madzizat of the Brickfields Police, the Brickfields police chief, the Inspector-General of Police and the government of Malaysia as the first to fourth defendants.

In his statement of claim, Mahfuz claimed that his detention at KL Sentral at 11.50am on July 9 was wrong, invalid, illegal and mala fide.

Parties seek out-of-court settlement in Tajudin's suit against news portal

KUALA LUMPUR:,/b> The parties in the RM200-million suit brought by former Malaysia Airlines executive chairman Tan Sri Tajudin Ramli against The Malaysian Insider news portal are seeking to settle the case out of court, counsel for The Malaysian Insider said today.

The case had been set for case management today. After the meeting, the judge set Sept 28 for case management.

On Aug 18, Tajudin filed the suit over the news portal's publication of an article on the airline company.

Tajudin, who helmed the airline from 1994 to 2001, had stated that the portal had published defamatory words in the article on May 31, 2011.

Besides general damages of RM200 million, Tajudin is also seeking aggravated damages and interests. -- BERNAMA

Separatists might have carried out blasts to protest drug raids

KUALA LUMPUR: The triple bomb blasts in Sungai Golok, which killed four Malaysians, were believed to be part of a series of attacks carried out by a group of young separatists.

The Golok blasts came hours after the Thai news agency MCOT reported that a Muslim police officer and a defence volunteer were shot dead in a mosque during Friday prayers in Tambon Budi, Yala.

Another Thai media outlet reported that five soldiers were killed and another seriously injured on Thursday in an ambush in Pattani province.

The latest surge in violence has also sparked other theories, specifically on the identity of the perpetrators and their motives.

A Malaysian intelligence source did not rule out the possibility that Malaysian tourists were targeted as a strategy to pile pressure on the new Thai government.

The bombs were planted in "entertainment areas" known to be frequented by Malaysian tourists, he pointed out.

It could also be the work of a splinter group, made up of insurgents in their 20s and younger, said another source. "These youngsters are bolder and more active than their predecessor s." He said suggestions by the Thai authorities that it was the work of drug dealers were equally plausible.

"The new Muslim youth insurgents are known to use and trade in drugs.

Thus, it could be the work of Muslim insurgents upset with the raids on their business." The new group is said to be independent of other known insurgent groups, such as Patani United Liberation Organisation (Pulo) and its offshoots, Pulo Baru, Barisan Nasional Pembebasan Patani (National Liberation Front of Patani), Gerakan Mujahideen Islam Patani and Jemaah Islamiyah.

Unlike the predominantly Muslim provinces of Yala, Narathiwat and Pattani, the other southernmost provinces of Songkhla and Satun have not experienced much violence.

Songkhla is a Buddhist-majority region while Satun is not part of the old Patani sultanate.

The combined population of Narathiwat, Pattani and Yala provinces is about 1.8 million, with about 80 per cent of them Muslims.

National Security Council secre - tary Datuk Mohamed Thajudeen Abdul Wahab said the incident must be investigated thoroughly.

"Any act of violence like the incident in Sungai Golok must be condemned, as innocent civilians have become the victims. It is most unfortunate that the victims included Malaysian citizens.

"We hope the Thai authorities will thoroughly investigate the incident and bring to book the criminals," he said in a text message to the New Straits Times yesterday.

He also advised Malaysians to exercise extreme caution when crossing into Thailand.

KUALA LUMPUR: The Barisan Nasional needs to take extraordinary measures now as the Malaysian political landscape has changed, BN deputy chairman Tan Sri Muhyiddin Yassin said.

"We must now talk about all the people and not just one race. We are going through a political transformation and the repeal of the ISA is a perfect example of this. We are looking for ways to solve people's problems."

He said there were small ways to touch the hearts of people and millions were not needed to do this.

"But, of course, there are bigger things that need to be done. If we touch everyone in some small way, support will be there. No need to campaign hard."

Speaking at the opening of the Malaysia Makkal Sakti Party convention at the Putra World Trade Centre here yesterday, Muhyiddin, who is deputy prime minister, said the government was sincere in helping Indians solve their problems and was ready to do all it could for the community.

He said many big things must be done for the community and people must realise that it was not just a day-to-day thing but a long-term plan.

"People now know better and we must listen to them. The government will help in whatever way it can. The government is your government anyway and BN is the only party that can help Indians solve their problems."

"We want Indians to be actively involved in them. The Tekun scheme which used to be only for the Malays, is now open to all and a certain amount has been allocated for Indians, and I urge all Indians to seize this opportunity.

"We had problems before but we will do more for the Indians now.

"My name may even be an Indian Muslim name and my wife has got Indian blood."

He said the government had also set up a cabinet committee on Indian affairs and hoped this would lead more Indians coming forward and participating in economic activities.

"You must be aggressive in this area."

Muhyiddin said Prime Minister Datuk Seri Najib Razak was willing to solve all issues raised by the community.

He said gangsterism and social and moral decay were creeping into society but "it is not just limited to the Indians as it is a national problem".

He added that political parties like Makkal Sakti should not be limited to political aspects in their struggles but must also handle such problems.

He said there were many Indian leaders in the opposition but questioned what had they done to address the problems of the Indians.

Muhyiddin said he was confident that 80 per cent of Indians would support BN in the coming election.

"We cannot rest on our laurels. When we work, the opposition is also working, spreading accusations and lies."

He said today's gathering showed a new ability to cooperate among BN parties.

"With Makkal Sakti's strength, BN will be stronger and people will realise that BN has expanded and become more inclusive."

On Makkal Sakti president Datuk R.S. Thanenthiran's suggesstion that the government carry out a humanitarian mission to help Sri Lankan Tamils, Muhyiddin said it was an excellent idea and promised to give it serious thought.

"We have a big heart and it's a humanitarian mission. I don't see why we can't do it."
