Risda needs 30mil rubber seedlings for 2012

MARAN: The Rubber Industry Smallholders Development Authority (Risda) needs 30 million rubber seedlings for a replanting project involving over 41,000 hectares of land nationwide next year.

State Agriculture, Agrobased Industry and Felda Affairs Committee chairman Datuk Tan Mohd Aminuddin Ishak said therefore smallholders were encouraged to sell their rubber seedlings to the nearest Risda station.

He said to produce more quality seedlings, Risda required about 300,000 tonnes of rubber seedlings to process.


"Risda will pay RM3 per kilogramme of rubber seed and this campaign began two months ago," he said after a meeting with residents in Chenor, here today.

In another development, he called on smallholders to take advantage of any aid given by the government and to be disciplined in their work as stability in the rubber price can generate economy.

He also suggested that residents use new rubber clones and modern tapping equipment to yield more and better quality latex.


The future of natural rubber was promising and its demand on the rise following more countries opting for natural rubber, which was of better quality than synthetic rubber, he added. -- BERNAMA

S.Korea to toughen punishment against match-fixing

SEOUL: South Korea today moved to impose tougher punishment for match-fixing in sports after a major scandal shook the nation's professional football league earlier this year.

The cabinet passed a bill which will impose harsher punishment for fraud in professional sports including football, basketball and baseball, an official of the sports ministry told AFP.

Under the new regulations, players or coaches involved in match-fixing will face fines of up to 50 million won ($45,000), up from the maximum 15 million won now.


Brokers who bribe players or coaches will face imprisonment of up to five years or a maximum fine of 50 million won, up from previous punishments of up to two years in prison or 10 million won in fines.

The bill will revise an existing law which governs the operations of Sports Toto, the only licensed sports lottery in South Korea.

Dozens of people were charged with rigging K-League football games after revelations in May this year that players had taken bribes from betting rings.


The Korean Football Association says that of the 57 people charged in the scandal, 12 have been jailed, 27 were given suspended jail terms or fined and two were found innocent. Trials are ongoing for the remaining 16.

Newspapers say illegal gambling websites, many of them operated by crime rings, have heightened the temptation among players to fix matches.

The scandal took a darker turn with the suicides of a former coach of South Korea's military football club and a 29-year-old midfielder for a third division club.


Police said the deaths were apparently related to their involvement in match-fixing. -- AFP

PTPTN defaulters just can’t be bothered

KUALA LUMPUR: Laziness and forgetfulness.

These were among the lame excuses used by several National Higher Education Fund Corporation (PTPTN) loan defaulters when questioned why they had dodged repayments when the New Straits Times did a mini survey yesterday.


An executive with a private firm, who wished to be known only as Kayla, said she did not repay her RM3,000 loan since the 2005 application because she had forgotten all about it.


"I had applied for a Public Service Department (PSD) scholarship but due to a late reply from the PSD, PTPTN had already banked-in money for my first semester." She said her studies were later fully funded by the scholarship and the PTPTN loan was forgotten.

"Late last year, PTPTN sent a legal notice to my old address informing me to appear in court but I was unaware of it." The 24-year-old added she was now blacklisted and not allowed to leave the country without repaying the loan.


Another defaulter, who wished to be known only as Malik, said he stopped repaying the loan after a career change.


"I just got lazy as my particulars had changed and there are too many forms to fill for a new address," said the 27-year-old advertising agent.

Malik said he had only paid less than RM500 of his RM28,000 loan.


Private school teacher Veronica Anthony said loan defaulters were putting graduates who were repaying their loans in a bad light.


"I am paying more than RM160 each month and wish to clear my RM48,000 loan as soon as possible." She said PTPTN authorities should provide more information on their website on how to make repayments as many graduates were clueless.

Polymer engineer Agilan Suparmaniam agreed that many defaulters did not know the proper channels to repay their loans.


"I believe every graduate should be able to repay a minimum of RM80 each month, which I am currently paying to PTPTN." Agilan added it was his fifth month in repaying his RM28,000 loan.


PTPTN chairman Datuk Ismail Mohamed Said said he was compiling data and would hold a press conference on the matter today.

Mufti: Don't ignore issues of morality

KUALA LUMPUR: Perak mufti Tan Sri Harussani Zakaria said homosexuality is against not only Islam, but also other religions such as Christianity and Buddhism.

"Human rights are human rights, but the morality issues cannot be ignored," he said.

"Allah has given humans sexual desire to procreate and we are bound by rules and regulations, just like we are given hands and legs to do good both to ourselves and mankind," he told the New Straits Times yesterday.


Harussani said he believed that natural disasters such as floods and earthquakes now happening around the world "are trials by God".

He was commenting on the annual sexuality rights festival, Seksualiti Merdeka. The festival, which celebrates the rights of the lesbian, gay, bisexual and transgender community, has been held since 2008.

This year's event, themed "Queer Without Fear", was scheduled to be held from Nov 9 to 13. However, it was cancelled after police issued an outright ban on Thursday.


Many groups, individuals and religious organisations had voiced their opposition to the event, with two police reports lodged in the city against the organisers.

The public had also been advised not to attend any activity or event relating to the event to avoid arrest.

Other religious leaders stand united in their stance that homosexual acts are violations against divine and natural law.


Catholic Archdiocesan Pastoral Institute director Reverend Dr Clarence Devadass said the Catholic Church teaches that such sexual acts are wrong.

Reverend Philip Tan, provincial head of the Congregation of the Disciples of the Lord, Malaysia, echoed similar views.

"Of course, our Catholic teaching does not condone such homosexual practices, but we still extend our pastoral care to this community.

"We accept them and there are priests and nuns who counsel them on an individual basis when they choose to confide."

GUA MUSANG: Leaders from both the Barisan Nasional and Pas demonstrated a high level of professionalism during nominations for the Galas state seat today, ensuring a smooth, fast and clean nomination process.

The BN delegation was led by Umno vice-president, Datuk Seri Dr Ahmad Zahid Hamidi, Wanita Umno chief, Datuk Seri Shahrizat Abdul Jalil, Wanita MCA chief, Datuk Ng Yen Yen and Umno Youth chief Khairy Jamaluddin, while the Pas delegation was helmed by its party president, Datuk Seri Abdul Hadi Awang, spiritual leader Datuk Nik Aziz Nik Mat, Parti Keadilan Rakyat vice-president Azmin Ali and DAP adviser Lim Kit Siang.

Both delegations arrived separately and though seated in different tents were seen chatting with each other in a very cordial and peaceful manner.


At one point, Shahrizat was seen leading a delegation of Wanita Umno members to visit the Opposition tent.

There, Shahrizat warmly greeted Hadi Awang, who stood up to greet her, along with Kit Siang and Azmin.

Hadi Awang asked Shahrizat how the recently concluded Umno general assembly had progressed and congratulated her on a smooth and successful assembly.


"It went well. There were no problems and everyone was happy," said Shahrizat, who also took time to ask Kit Siang about his health.

"I'm well ... how about you," asked the DAP stalwart.

The group then spent a few minutes chatting and later returned to their respective camps.


Overall, there was not a single untoward incident and supporters from both sides demonstrated a high level of professionalism.

"We are very happy with how the nominations progressed and hope this same kind of spirit will prevail throughout the campaign period and on polling day also," said Kelantan police chief, Datuk Abdul Rahim Hanafi.

Abdul Rahim has assured both the Barisan Nasional, who will be fielding Abdul Aziz Yusoff, 49, for the seat and Pas' Dr Zulkefli Mohamed,44, that the police will not reject any permits for ceramahs, as long as it is submitted a day earlier.

There were more than 500 supporters on each side and police, who had anticipated large crowds had took steps to place the groups 180 metres apart as opposed to only 60 metres as in previous by-elections.

There was also very smooth traffic flow, with no major disturbances to the locals who were busy on their way to work.

"We did not close any major roads and did our best not to disturb the daily lives of the people here," said Abdul Rahim.

New faces expected in Sarawak election

KUCHING: The coming state election may see the most number of new faces within the Sarawak Barisan Nasional in its history.

In the past, it has been the practice of BN to maintain the incumbents to ensure political stability - the fewer changes made, the less risk would be at stake.

However, since the last state election in 2006, the general public's mentality seems to have shifted to opt for new blood and younger state representatives, especially after the op position made it a point to recruit young professionals with no historical baggage or even political background to stand as their candidates.


While BN had little time to react to this change in the last state election, this time around, however, one can expect to see BN putting forth new faces to replace some of the incumbents, especially those who did not secure impressive majorities in the last state elections.

Parti Pesaka Bumiputera Bersatu (PBB), for instance, did not wait for the coming election to make known its intention to replace some of the incumbents.

As early as November 2008, its president Tan Sri Taib Mahmud replaced three PBB assistant ministers when reshuffling his Cabinet - Datuk Bolhassan Di (Assistant Minister of Infrastructure Development and Communica tion), Datuk Hamden Ahmad (Assistant Minister of Youth as well as Tourism) and Datuk Ambrose Blikau (Assistant Minister of Rural Development as well as Public Utilities).


With growing rumours that a state election would take place March 26 (which coincides with Taib's 30th an niversary as Chief Minister) next year, there are predictions that more than a handful of PBB incumbents would be dropped after Taib's declaration of 30 per cent new faces.

PBB was allocated 35 out of the 71 state seats in the last elections and 30 per cent new faces would mean 10 new candidates, which was also confirmed by party insiders.

Those on top of the list speculated to be dropped are the three dropped assistant minsiters Bolhassan (Beting Maro), Hamden (Belawai) and Blikau (Katibas).


Others included Dr Wahbi Junaidi (Saribas; 94-vote ma jority), Simoi Peri (Lingga; 1870-vote majority), Gramong Juna (Machan; 2,289-vote majority), Frederick Bayoi (Kedup; 1981-vote majority) and Wan Wahap (Sadong Jaya, 858-vote majority).

Sarawak United People's Party (SUPP), meanwhile, has been going on its rounds to solve issues, reaching out to young voters and recruiting thousands of them. SUPP has also produced dramas to rekindle among the veteran party members their initial love and sacrifice for the party.

These efforts were taken note of by the Chinese, but initial grassroots feedback seems to indicate no significant impact as yet on Chinese voters.

"Every day, we make it a point to spend time with our voters. We are experiencing a total transformation especially with regards to our candidates," said its president Tan Sri Dr George Chan Hong Nam.

SUPP plans to put forth at least 30 per cent new faces and no "recycled candidates". These changes are expected in all the areas it had lost ground previously, such as Padungan, Pending, Batu Lintang, Kidurong, Merandong and Bukit Assek. SUPP has 19 allocated constituencies.

Only one recycled candidate would be expected, namely Datuk Alfred Yap, contesting in Kota Sentosa which he lost by 531 votes to Sarawak DAP secretary general Chong Chieng Jen.

For Parti Rakyat Sarawak (PRS) which has been allocated nine seats, its president Datuk Seri Dr James Masing has stated that there would be at least two new faces, speculated to be at Ngemah and Pelagus.

Ngemah was lost to Gabriel Adit, a former BN member who is now Parti Cinta Malaysia Sarawak state chief.

Pelagus, a seat of dispute due to Larry Sng's expulsion from the party after challenging Masing's presidency, remains a problem that BN needs to solve before the state elections is called.

To Masing, the Pelagus seat is non-negotiable.

Sng, who has been a partyless assistant minister over the last three years, would have to be absorbed by other component parties and contest in another constituency besides Pelagus if he wished to stand under the BN banner.

Speculation is that he would either stand in Meradong, the birthplace of his tycoon father-in-law Tan Sri Ting Phek Kiing, if he is to be absorbed by SUPP; or Meluan, replacing Wong Judat, should he be accepted by Sarawak Progressive Democratic Party (SPDP).

Holding eight seats, SPDP's president Datuk Seri William has said that he would retain all the incumbents.

However, it has been reported that the four state as semblymen within "the disgruntled five" namely Datuk Peter Nansian (Tasik Biru), Rosey Yunus (Bekenu), Sylvester Entri (Marudi) and Paulus Palu Gumbang (Batu Danau) would be replaced with new faces.

"The disgruntled five", which also includes Mas Gading Member of Parliament Datuk Dr Tiki Lafe, was given the nickname when they teamed up to call on party president Mawan to resign.

They claimed that Mawan, who is also the State Minister of Social Development and Urbanisation, was influenced by an invisible hand when he did not re-appoint Entri as the party secretary-general.

The five walked out from a SPDP supreme council meeting when Mawan replaced Entri.

MALAYSIA did not have the look of champions as they laboured to a disappointing 0-0 draw against Singapore in the opening Sea Games Group A football match at the Gelora Bung Karno in Jakarta yesterday.

Despite fielding an attacking lineup featuring four strikers, no goals were on hand as the route to the last four became trickier ahead of tomorrow's match against Thailand.

Baddrol Bakhtiar was the main attacking outlet but A. Thamil Arasu, Syahrul Azwari Ibrahim and Ahmad Fakri Saarani -- the latter two on the flanks -- did not fashion a single chance between them.


"It is a problem in this age-group in our country where we do not have a big pool of strikers," said coach Ong Kim Swee after the game. "A natural scorer must have an instinct to be a goal-getter.

"Although we have a few strikers available, they are not sharp enough. Syahrul is only 18 and if you give him time, he will be a better striker."

The result has complicated Malaysia's bid to make the semi-finals with the team now needing to beat either Thailand or Indonesia, maybe even both, to keep alive their hopes of defending the gold medal.


"At least we have a point to start with. We've got three more matches to go and I believe we will progress well from one game to another.

"We did not play well in the first 20 minutes but after that, I thought we did well except to score," said Kim Swee.

They certainly did not have a goal to show in a dour and listless first half display with neither side able to get a grip on the game as Malaysia were limited to shooting from long range.


Singapore's Fazil Ayob looked threatening, going close with a volley in the third minute before testing Khairul Fahmi Che Mat with attempts in the 13th and 40th minutes.

Baddrol came closest to breaking the deadlock with a long range free-kick in the 24th minute which Singapore goalkeeper Izwan Mahbud tipped over.

The Malaysian skipper gave Izwan a scare 10 minutes later when his ferocious strike angled away from the top corner at the very last second.

The more offensive-minded Irfan Fazail came on for Abdul Shukur Jusoh for the start of the second half and although Malaysia saw more of the ball, they struggled to create chances.

Fandi Othman looked to have been tripped in the penalty box in the 70th minute but the referee waved away appeals for a spot-kick to Kim Swee's frustration.

"I can't comment on the decision but from where I stood, it looked like a penalty," he said.

Baddrol was denied again in the 75th minute when his free-kick was turned around the post by Izwan before watching his first-time effort in the 83rd minute flash just wide.

While Malaysia were disappointed with a draw, Singapore coach Slobodan Pavkovic was happy to pick up the point.

"We are not here just to play Malaysia. We have prepared tactically and psychologically to play all four teams in our group," said the Serb.

"This is one point gained. For us to play against the champions of the last Sea Games and get one point is okay."

Sea Games: Reasonable target

NATIONAL Sports Council (NSC) director-general Datuk Zolkples Embong defended the official Sea Games target of 40-45 gold medals as reasonable, given that half the Malaysian contingent are competing at their own expense.

Out of the 608 Malaysian athletes in Palembang and Jakarta, NSC does not have any say in the preparation of 320 of them.

Without having much of a track record, Zolkples said it is not realistic to include these self-funded sports in the official target.


"Out of 608 athletes, 320 are from outside our programmes and many of those have gone under Category B, and whom we have not targeted gold.

"From the 42 sports being contested, we have projected gold from 16 sports only. As you know, we only prioritise 19 core sports.

"Squash, hockey and lawn bowls are not being held this time, and in Korat (in 2007), these three sports alone brought in eight gold," said Zolkeples in Jakarta yesterday.


Malaysia won 68 gold in Korat and returned with 40 from 2009 in Laos, where fewer sports were contested.

The absence of several top athletes in equestrian and cycling also adversely affected the medal target.

"Rhythmic gymnastics offers only one gold this time when we won four in Korat, as did equestrian and cycling through keirin, team sprint and time trial, events which have been cut," said Zolkples, who added that the retirement of karate trio R. Puvaneswaran, A. Vasantha Marial and G. Vathana were also telling factors.


Some of the obscure sports like water skiing, paragliding and sport climbing believe they can deliver gold medals.

"They are not in our programme but they have targeted gold which is why the tally of the national sport associations is 60 gold.

"These sports don't have track records to speak of and when we met them in joint-committee meetings, they did not go into detail yet targeted gold in the hope of going under Category A," said Zolkples.

Bursa queries Sanichi over price rally

Sanichi Technology Bhd, a Malaysian precision moulds and toolings company, rose to a three-month high in Kuala Lumpur trading, prompting the stock exchange to query the stock's recent rally.

Its shares gained 17.7 percent to 10 sen at 9:22 a.m. local time, set for their highest close since Aug. 4.

Harvest Court hits 9-year high

Harvest Court Industries Bhd, a Malaysian timber company and manufacturer, rose to the highest in more than nine years in Kuala Lumpur trading even after issuing a statement to say it can't explain a recent rally in its share price.

The stock gained another 29.1 percent to RM1.13 at 9:14 a.m. local time today, set for its highest close since May 16, 2002.

It has rallied 179 percent over the past five trading days, according to data compiled by Bloomberg. -- Bloomberg

Pupils from 13 Pintar schools in Gelang Patah are given lessons on the importance of keeping clean

AS part of its corporate social responsibility initiatives, UEM Land Holdings Bhd (UEM Land), master developer of Nusajaya, organised a hygiene talk for students at Columbia Asia Hospital under its Pintar (Promoting Intelligence, Nurturing Talent and Advocating Responsibility) programme.

The programme, targeted at primary school pupils, aimed to promote and educate the children on the importance of personal hygiene, self-care and healthy living.


Sponsored for the first time by UEM Land in collaboration with Columbia Asia Hospital, the programme saw active participation from 180 Year Three and Year Four pupils from its 13 adopted Pintar primary schools around Gelang Patah, Johor.

The one-day programme on Oct 20 was divided into three sessions, with 60 pupils per session.

In each of the two-hour sessions, pupils were guided through basic personal hygiene practices, including proper hand-washing techniques, and body and oral care.


The programme was filled with exciting yet educational activities such as health quizzes and demonstrations, which created a cheerful atmosphere.

The event ended with a short hospital tour. The pupils also visited some of the wards, led by Columbia Asia Hospital staff nurses.

"Before joining this programme, I did not know the importance of personal hygiene; in particular, the right way to wash my hands and brush my teeth," said Nazatul Nazlia Norazlan, a Year Three pupil from SK Kg Pulai.


"Through this programme, I realised what I had been doing wrong, and need to change," he said.

"I strongly support this programme because it is good for primary school pupils.

SK Ladang Pendas student affairs teacher Yakni Tahar said the programme was beneficial for her pupils.

"Health and hygiene awareness among the pupils are still low. I hope this programme will make them realise the importance of personal hygiene.

"Hopefully, these students will share their knowledge with their friends, family members and neighbours at home," said Yakni.

Enjoy tasty fish, orawn dishes at RZ’s

IF you are craving for freshwater fish cooked in traditional kampung style, then head over to RZ Restoran in Taman Utama in Segamat.

The restaurant, which has been operating there since 2006, offers a variety of traditional Malay dishes that can easily whet anyone's appetite.

On a normal day, the restaurant offers over 40 dishes for customers to choose from, although their specialties are their ikan baung and udang galah (freshwater prawn) dishes.


Restaurant supervisor Rosdi Mohamad said the restaurant started out as a stall at Segamat's Arked Mara, and was run by his father Mohamad Ithnin in 1983.

"All the recipes were developed by my father, because he was very passionate about cooking," said Rosdi.

Among the ikan baung dishes offered are ikan baung lemak cili padi and ikan baung masak lemak tempoyak. Favourite udang galah dishes are sambal tumis udang galah and udang galah masak lemak nenas.


"We sell up to 50kg of ikan baung and udang galah a day. We keep our dishes fresh by cooking them in small batches," Rosdi said.

He said the restaurant uses ikan baung reared in the river, while udang galah come from Sabah and Sarawak.

"We do this because it's difficult to get a constant supply of wild ikan baung and udang galah," said Rosdi.


The restaurant can seat about 120 people at any one time.

An air-conditioned dining room upstairs, available for special events, can accommodate 150 people.

The restaurant operates from 7am to 6pm.

However, customers are advised to come early as the dishes are usually sold out before closing time.
