Malaysian Armed Forces capable of safeguarding national assets

LABUAN: The strength of the Malaysian Armed Forces (MAF)in safeguarding the national assets, particularly oil and gas, in Malaysian waters is at an optimum level.


This is due to advanced technology and machinery used, besides capable manpower to safeguard the trillions of ringgit worth of oil and gas within the country's waters in the South China Sea.

Deputy Defence Minister Datuk Dr Abd Latiff Ahmad said the more than 200 oil rigs located offshore were being safely guarded.

"The oil rigs producing oil and gas and generating revenue amounting to trillions of ringgit for the country must be fully guarded, and this is thanks to technology and the strength of our armed forces.


Abdul Latiff said this after joining the Sea Patrol Operation off Labuan and Sabah waters and Ramadan "sahur" with members of the Royal Malaysian Navy onboard KD Pahang on Wednesday.

"The security level of Malaysian waters is at an optimal level and our armed forces are well prepared for any challenges. As such, we don't see the need for additional recruitment of manpower, as our waters are more secured now," he said. -- BERNAMA

Najib chooses official attire for 54th Merdeka celebration

PUTRAJAYA: Datuk Seri Najib Razak today chose the official attire for the country's 54th Independence Day celebration with has been postponed to Sept 16, which is also Malaysia Day.


The separate attire for men and women were chosen from three designs each created by the Malaysian Handicraft Development Corporation, which were showed off by models to the prime minister.

Also present were Deputy Prime Minister Tan Sri Muhyiddin Yassin, Information Communication and Culture Minister Datuk Seri Dr Rais Yatim, several other cabinet ministers and Chief Secretary to the Government Tan Sri Mohd Sidek Hassan.

Rais later told reporters that the prime minister was attracted to all the designs displayed which combined the basic national colours of red, white and blue but had to chose the ones which would really suit the auspicious occasion this year.


He hoped the attire to be won by the cabinet ministers for this Merdeka celebration would attract the interest of the public to purchase them after Sept

KOTA BARU: The state Health Department said 40 per cent of food in Ramadan bazaars are contaminated with bacteria that cause food poisoning.

Deputy director Dr Wan Mansor Hamzah said it had found e.coli, coliform, staphylococcus and bacillus in kuih and other food samples taken from bazaars when it began monitoring them at the start of Ramadan.


He said the contamination had reached a level that could trigger food poisoning.


"The contamination is a sign of food handlers' poor personal hygiene," he said yesterday It was reported that 15 food poisoning cases, involving 550 people, had been reported nationwide since the start of Ramadan.

Dr Wan Mansor said the bacteria could be transferred to food through dirty cooking utensils and unhygienic surroundings where the food was prepared and sold.


However, he said, there were no food poisoning cases that could be linked to eating contaminated food from hawker stalls.


"If we can establish that dirty food caused food poisoning in consumers, we can take food handlers to court." He said health officers would continue advising food handlers and hawkers of the need to maintain a high standard of hyg iene.

Director-general of Health Datuk Dr Hasan Abdul Rahman urged traders to be hy - gienic when preparing food and drinks.


In preparing sugarcane drinks, he said, traders should wash sugarcanes first, but most did not do this.


"Placing sugarcanes on the ground is not a good practice, unless traders clean them first before processing them," Dr Hasan told the New Straits Times yesterday.

He said traders should keep sugarcanes in a storage container and not leave them in the open as they might attract flies and other pests.


He added that district health officers would advise traders on food safety and hyg iene.


"And, if required by local authorities, our officers will join their teams during inspections and enforcement checks."

Company proposes biometric system to Election Commission

PUTRAJAYA: A company is proposing a RM200 million biometric system for use in the general election to the Election Commission.


However, several parties, including government agencies, are strongly resisting the proposal, which the commission is studying.


The New Straits Times learnt that the company would provide the commission with 25,000 Netbooks and 25,000 Dermalog fingerprint devices.

It will also provide a centralised back-end system for biometric verification and voting system with workflows.


The company is offering to convert fingerprint images to its Dermalog biometric template.


It will provide the commission with 14 million citizens' records containing fingerprint images, portraits and demographic data, which it intends to download from the National Registration Department's database.

However, the department, which is the custodian of the personal records of Malaysians, is averse to this plan. NRD said conversions to the Dermalog template would mean a drop in quality when compared with the quality of the Morpho template used in its d at a b a s e .


It insisted that EC use the Morpho template as it matched the template for MyKad.


Industry sources said the devices and system from the company would not be able to verify templates or minutiae (branching points of fingerprint ridge lines) in MyKad, despite being able to read MyKad information.

It is learnt that another company is hoping to be picked for the project and had in April quoted EC a price of RM300 million.


However, it recently revised this to RM160 million.


It is also understood that a third company had submitted a proposal, saying its system would cost less than a quarter of the cost quoted by other companies. It offered 2,500 Netbooks and readers.


This company said its devices could read all minutiae verification of the Morpho template in MyKad.


A source said: "The EC workflow is a proven system and the introduction of biometrics is only for identification pur poses." The source said the government could save cost by allowing EC to use devices supplied for the scrapped petrol subsidy-control mechanism.


The third company said it would ensure the use of these devices was made possible. The devices, all 6,000 units with a display terminal, had not been used since the petrol subsidy schemewas scrapped.

The company is on the same wavelength with NRD on MyKad being the source for identification.


It said people with defective MyKad chips would have to change them before the general election.


NRD intends to replace its MyKad chips with higher quality ones from Januar y.


NRD sources expressed concern about a private company being allowed to extract personal data.


They said even in cases where the courts subpoenaed details of citizens, NRD officials would take the citizens' documents to the courts to protect the information.


A NRD spokesman said it was still studying all the proposals.

ALOR STAR: Flood victim Tengku Nahar Tengku Mansor, 48, was devastated when he came home to find his collection of vinyl records was soaked in mudwaters after the city was ravaged by floods last Wednesday.

The father of three only realised the irreparable damages when he returned to his house at Taman Rakyat, Jalan Sultanah Bahiyah here on Saturday after seeking refuge at a relative's home in Hutan Kampung.

Self-employed Tengku Nahar said his record collection were kept in the storeroom of his double-storey house and he had forgotten about the records when his family were rushing to evacuate the house last week.


"I was busy moving our furniture to the upper-floor when the flood started to reach our doorstep last Wednesday. I forgot about the records that was stacked in a box which I placed on the floor of the store room," said crestfallen Tengku Nahar.

Tengku Nahar said he may salvage the vinyl records but the album covers were spoilt.

His collection includes evergreens and superstars the likes of Bee Gees, Dan Hill, Neil Young, David Gates, Kim Carnes, Cliff Richard, Nat King Cole, and Graham Nash.


Tengku Nahar began collecting the vinyl records in the 1970s, and he loved each of them dearly.

"This is the precious collection of my life, I simply could not believe that I forgot about them when we were leaving the house," he added.

Tengku Nahar had lived in Langkawi for over 20 years before moving back to his hometown in Alor Star two months ago.


"I had never expected this area would be inundated by flood as it was never badly affected even during the major flood in 2005. I certainly hope that it would not occur again," he said.

He thanked the volunteer rescuers for helping them in the evacuation process.

"I didn't realise how serious the situation was until the rescuers arrived at 11pm on Thursday telling us to leave the house as the authority was about to cut-off the electricity supply on safety ground," he said, sharing his first experience with flood disaster.

Tengku Nahar said he was planning to frame all the vinyl record and have them hung on the wall but did not have the time to do so.

He only managed to frame his most treasured album 'Thriller', by the late King of Pop Michael Jackson. "At least I still have this."

Nation needs DNA banks, says lead CSI

SHAH ALAM: Malaysia needs to build DNA banks or repositories to assist in solving crimes and prosecuting cases, according to a senior forensic police officer.

Head of the Police Forensic Lab's Crime Scene Unit (CSU) Supt Amidon Anan said the ability to collect DNA at crime scenes often proved futile as the forensic lab had only a limited bank of samples.

"Having the DNA is useful if we have suspects we can match the samples against. But we are unable to use the samples to help us find potential perpetrators as we don't have DNA banks like what you see on the television series CSI," said Amidon.


He was speaking to students from UiTM's Faculty of Communication and Media Studies on the topic, 'Crime as the elective subject' at the campus here on Oct 5.

The need to create and develop DNA banks was critical, said Amidon, given the high public expectations on the police to safeguard society and reduce crime.

He said: "DNA banks can help the CSU in many pending cases, such as Nurin Jazlin. It was sad that while we were able to collect a DNA sample from the body of the child, we had little means or resources to match it with the likely murderer," he said.


Nurin Jazlin was a high-profile case of a missing child whose body was subsequently dumped in a gym bag in Petaling Jaya more than three years ago.

Amidon expressed his frustration that the CSU's repeated requests for the establishment of DNA banks seemed to have fallen on deaf ears.

While the cost of implementing such a project would be substantial, he said it would only escalate over time and "if not now, then when?"


"It is not about being a hero in solving these cases. It is about finding justice for the victim's family."

"Having this ability to solve and prosecute cases would significantly reduce the ability of criminals to get away with their crimes," added Amidon.

FIVE bowlers in the national squad will sacrifice their Hari Raya Aidilfitri celebrations with loved ones.

They have to compete in two tournaments to prepare for the 2011 Sea Games in Indonesia.

Siti Safiyah Amirah Abdul Rahman, Dayang Khairuniza Dhiyana Abang Jamalidon and Siti Shazwani Ahmad Suhaimi together with Wendy Chai and Sin Li Jane will be competing in the PBAP Bevida-Storm International Classic Open in the Philippines on Aug 24-31.


Meanwhile, Zandra Aziela Ibrahim Hakimi and Zatil Iman Abdul Ghani are down to compete in the World Women's Championship in Hong Kong on Sept 3-12 together with Esther Cheah, Sharon Koh, Jacqueline Jenelee Sijore and Li Jane.

The two tournaments are part of the squad's preparations for the Sea Games on Nov 11-22.

Siti Safiyah, 21, said though she will miss Aidilfitri celebrations with her family and friends, it will not affect her concentration or spirit.


"It is a difficult experience (to celebrate Hari Raya without family members) but this is part of the challenges expected when representing the country," said Siti Safiyah.

"I am happy to have been selected as I hope to make an impact on the competition."

Siti Shazwani, the defending champion in the tournament to held at the Pearl Bowling Centre in Manila, hopes to retain the title although no specific target has been set for the team. -- Bernama

Zulfadhli Zulkiffli also had an easy time against Cheng Kinman, taking only 30 minutes to win 21-14, 21-6.

The living appease the spirits during the Hungry Ghosts Festival with prayers and gifts

ACCORDING to Chinese tradition, the lunar seventh month should be spent indoors, if possible, to avoid bumping into wandering spirits.

This is because, at this time, the gates of Hell are thrown open and spirits are free to roam the earth. Some people also avoid swimming during this month.


Like human beings, there are kind spirits and those which are mischievous or fierce, especially those who were murdered or had died in accidents.

It is also the time of year to honour the memory of the departed.

The Taoist and Chinese Buddhist communities hold ceremonies to relieve the suffering of the dead.


The Johor Baru Tiong-Hua Federation did this on a grand scale in Jalan Ulu Air Molek recently.

Tiong-Hua Memorial Park president Lam Tin Khiang, the event's organising chairman, said this was the fifth year that the ceremony was being held.

There were 817 spirit tablets, one for each departed soul.


The offerings on the altar tables included a roast pig, huat kuih (prosperity cake), fruits and canned food.

Lam said a woman had asked whether she could offer a milk-filled feeding bottle to her deceased baby.

"She looked relieved when I told her it was okay. It is believed that her baby will be able to drink the milk. When the living get to do something for the departed, especially a loved one, they feel comforted."

An enthroned paper effigy of the King of Ghosts presided over the ceremony.

"We have to invite the King of Ghosts to the event. Every year, we have an effigy that is 2.54cm taller. This is the traditional practice," said Lam.

"Later, we burn it along with the other effigies and joss paper offerings."

The Buddhist prayers began at 11am, while the Taoist rites took place at 3pm.

Each participant went home with a plastic pail containing oranges, rice, salt, cooking oil, and other items.

Lam said there were complaints that it was unfair to conduct the ceremony in Jalan Ulu Air Molek every year.

He said it was too costly to perform the rites at the federation's graveyards in Taman Kebun Teh, Taman Johor Jaya and Gelang Patah as well.

"We can invite the spirits to come here so they can receive the offerings," he said.

"For five years, we have been collecting RM88 to RM138 from each participant. The cost of petrol and prayer items have gone up.

"So, we cannot afford to be extravagant. We may have to revise the fee next year."

Awaken to life's simple pleasures

LAST Sunday, I saw the most spectacular sunrise in Desaru.


Perhaps the sunrise that morning was not more glorious than any other day, but on any other day, I would be too busy running errands, meeting deadlines and paying bills to watch a sunrise. It would not have cross my cluttered mind to do so.

But last Sunday was different. I wanted to welcome the breaking of the dawn which to me symbolises a new beginning.


So even though it was the seventh lunar month, also known as the Hungry Ghost Month among the Chinese, and I wondered whether the spirits of drowned victims were going to walk out of the sea as I waited on the pitchdark beach at 5.30am, I was determined not to let my imagination run wild.


At daybreak, other people started to arrive on the beach. The sun did not appear until after 6.30am, which was baffling because I thought the sun comes out at around 6am to 6.30am.

I was wrong, because the sun only began to rise above the horizon after 7am. If I had known that earlier, I would have lingered in bed a while longer. But I would have missed the break of dawn, and that was a sight to behold.


Watching the sunrise, I remember when West Malaysia moved its clocks ahead by half an hour to match East Malaysian time, which is eight hours ahead of the Greenwich Mean Time.


That was in 1981, and many people, I believe, were excited about the move. Due to our proximity to Singapore, the republic also did the same to facilitate trade and traffic across the Causeway.

As I embarked on the journey home to Johor Baru, I took the new 75km Senai-Desaru Expressway (SDE).


The toll for the one-way journey was RM11.20, and it was worth every penny as it was a relaxing drive and the last 27km stretch of the RM1.4 billion highway was scenic.


Since the opening of the 27km stretch — from Cahaya Baru to the Penawar Interchange — in June, the Lotus Desaru Beach Resort has recorded a surge in tourist arrivals, especially Singaporeans.

The resort's group chief executive officer, Datuk R. Doraisingam Pillai, said Singaporeans had always made up about 60 per cent of the resort's visitors and the opening of the SDE has contributed to a sharp increase.


It looks like the resort is not the only place that is going to enjoy a boost in tourist arrivals as the SDE will also benefit other attractions such as the Desaru Fruit Farm, Ostrich Farm and Crocodile Farm.


The distance from Ulu Tiram to Penawar is also reduced by 16km and travelling time is shortened by an h o u r.


What made the drive through the scenic stretch memorable was the sight of the kelong and oil palm trees that flank the SDE.


Another highlight of the journey was the Single Plane Cable-Stayed Bridge across Sungai Johor.


Upon exiting the SDE, my thoughts drifted back to the sunrise again.

One can enjoy the simple pleasure of seeing the sunrise any day and wherever we are.


We need not travel far to honour the dawn and greet the sun.


How many sunrises can one enjoy before the impending sunset? I'm not being pessimistic, but time flies by while you savour life's journey.


Try to embrace all of life's trials and tribulations and come what may, accept it all with a smile; and make time for simple pleasures while yo u 're at it.

Spate of religious hate crimes in Indonesia

JAKARTA: President Susilo Bambang Yudhoyono on Tuesday defended Indonesia's reputation for pluralism, as his government faces growing criticism over its failure to respond to a spate of religious hate crimes.

In an Independence Day speech, the ex-general accepted that the mainly Muslim country was facing "threats" to religious harmony but offered little to reassure minorities which have come under frequent attack in recent months.

"Even though there are challenges and threats to pluralism, tolerance and social harmony, we cannot move from our belief that Indonesia is a nation that is able to live in pluralism," he said in a televised address.


"We have to defend this belief without any doubt."

But local and international human rights groups have expressed outrage recently over sentences handed out to members of a religious lynch mob who killed three Muslim minority sect members in February.

A court jailed 12 members of the Sunni Muslim mob for three to six months each, even though they were caught on film viciously attacking Ahmadiyah sect members in front of police officers.


The same court on Monday jailed one of the Ahmadiyah survivors of the attack, a man who almost lost his hand in the violence, for six months for defending himself and his friends, prompting criticism from the United States.

"We are disappointed by today's sentencing of Deden Sudjana who was a victim of the February 6 attacks," State Department spokeswoman Victoria Nuland told reporters.

"We again encourage Indonesia to defend its tradition of tolerance for all religions, a tradition praised by President (Barack) Obama in his November 2010 visit to Jakarta."


A panel of judges found Sudjana guilty of ill-treatment and ignoring an order to evacuate the sect's property in Cikeusik, western Java, as the 1,500-strong mob arrived.

Earlier, the court gave a teenager who was filmed crushing one victim's head with a stone only three months' jail. That individual is already free and has been welcomed back to his village as a hero.

Anti-Ahmadiyah violence erupted again this week in Makassar, Sulawesi, when hundreds of Sunni extremists raided one of the sect's places of worship on Sunday in front of police, who did nothing to intervene, rights groups said.

One sect member suffered severe head injuries and three local human rights workers who tried to stop the attack were badly beaten, Amnesty International said. -- AFP

KUALA LUMPUR: A prominent United Nations officer will take part in the next round of the 1Malaysia Roundtable discussion slated to be held online this weekend.

Entitled "International Peacebuilding", the discussion will be hosted by the assistant secretary-general of UN for Peace building Support, Judy Cheng-Hopkings.

Being one of several Malaysians holding senior posts in UN, Cheng-Hopkins is the head of UN's Peace- building Support Office in charge with supporting the Peace Building Commission within the organisation.


The first Malaysian to be listed in Forbes magazine's illustrious list of The 10 Most Powerful Women at the UN last May, the Penang-born is married to Dr Thomas Hopkins, a retired consultant in development work.

In her introductory remark on www.1malaysia.com.my website posted yesterday, she said Malaysians should be interested in international peace building, judging from its remarkable progress from the race riots which erupted in 1969.

"Malaysia has been fortunate to have avoided a repeat of that tragic period, thanks mainly to the emergence of a multi-ethnic middle-class.


"And this happened thanks to strong national leadership but also to the creation of essential national institutions as well as to the vibrant role played by non-state actors, (such as) the private sector and civil society organisations," she said.

As for her online discussion, she would like to hear participants' views judging from Malaysia's progress in the past 50 years in managing potential conflict drivers.

"Reflecting on this, what are the good practices for reducing conflict to share from Malaysia's multiethnic, multireligious experiences?"


Cheng-Hopkins also asked whether Malaysians should take a greater interest in peace building in post conflict countries now that it had made its presence felt in these states.

She said Malaysian multinational organisations were increasingly present in many post conflict countries (due to their wealth in natural resources and agri-business opportunities), notably Sime Darby in Liberia, and Petronas in Sudan.

"Thus, should Malaysians take a greater interest in peace building in these fragile states?

"Have corporations in Malaysia played a role in reducing conflict in their own country?

"Are there things they could have done? How does one adapt good corporate social responsibility back home to these foreign lands?"
