Newborn baby abandoned in surau

IPOH: A newborn baby boy was found abandoned in a surau at a resting area in Salak Bharu, Sungai Siput, about 40km from here early today.

The baby with its umbilical cord attached and wrapped in a batik cloth was found by Kuala Kangsar Municipal Council workers who heard cries while cleaning the area around 7.15am.

One of them subsequently lodged a police report.


State CID chief Datuk Dzuraidi Ibrahim said the baby, believed to have been delivered out of wedlock, had been sent to the Sungai Siput Hospital.

"Police are investigating and trying to identify the mother," he said when met at the state police monthly gathering here today.

He urged members of the public with information on the case to come forward to assist police in their investigation.

TV3 producer third person to be summoned

KLANG: The producer of TV3 prime time news became the third person to be summoned to court over a news clip aired on Aug 16 which was sub-judiced to the on-going Banting murder trial.

High Court judge Datuk Akhtar Tahir issued the order against the producer for show cause, after having issued a similar order to the editor and a reporter of Utusan Malaysia for a subjudice article which was published in the daily on Wednesday.

He said the three will be summoned next week, if possible.

KUALA LUMPUR: The Education Ministry is drawing up a set of standards for kindergarten and nursery staff to raise the country's preschool education to world standard.

Deputy Prime Minister Tan Sri Muhyiddin Yassin said the ministry was creating a mechanism to put all these standards in place. With this, parents could be assured that teachers and caregivers were equipped with training, knowledge and skills to provide quality education and care.


"Sophisticated facilities alone are not enough to guarantee the achievement of first-class preschool education," he said in his speech before launching the Early Child Care and Education (ECCE) council at the Companies Commission of Malaysia yesterday.


Muhyiddin, who is also education minister, said the government had increased funds to train preschool teachers from RM19 million for 6,580 teachers last year, to RM20.5 million this year for 7,420 teachers.

He added that another batch of 6,000 teachers would be trained next year while the Welfare Department had been allocated RM3 million for training.


"We need caregivers and preschool teachers to be nurturing, knowledgeable, skilled and openminded in order to become educators with calibre." Muhyiddin added that existing training was not enough to produce qualified preschool educators of world-class standards as the skills, effectiveness and functions of these teachers would improve as they gained higher education.


"In countries that have, for a very long time, given due recognition to early child care and education, like Russia, educators have doctorates, or at least a bachelor's degree. This should become our aspiration and benchmark." ECCE council chairman Datuk Dr Chiam Heng Keng, meanwhile, said two boards set up under the council — the Professional Development Board and the Professional Certification Board — would create professional standards and guidelines for educators and assure quality service through assessment and certifying centres.

The council has also succeeded in working with the Housing and Local Government Ministry to speed up the process of obtaining licences for kindergartens and nurseries, from three months, to just 14 days. This would encourage more pre-schools to be registered as currently, only more than 400 preschools nationwide were registered.


"There is a large number of unregistered preschools and parents must make sure that the schools they send their children to are registered, safe and comply with our standards.


"The onus is on them," she said, adding that when parents chose to send their children to certified preschools, other operators would be forced to register as well. She said she would conduct awareness campaigns for parents and operators through a nationwide roadshow by the end of the year.

More federal aid for states

PUTRAJAYA: An additional RM10 million allocation will be given to states next year based on the development level of their economy, infrastructure and the people's well-being.

Prime Minister Datuk Seri Najib Razak also announced a RM318 million allocation, of which RM288 million would be disbursed to states, also based on the same criteria, in 2013.


Another RM30 million contribution for states with low management funds would also be given in 2013, he said.


Speaking after chairing the National Finance Council meeting, Najib, who is also finance minister, said the council was satisfied with maintenance works on slopes along roads, carried out under a RM60 million budget provided last year.

"This helped states to conduct good maintenance of slopes to ensure the safety of people.


"We also took note of the usage of RM165 million in advance allocation for operational and maintenance works for agriculture irrigation system in padi fields and areas outside it.


This covers all states." Najib said the advance allocation had helped the states to carry out maintenance works for their agriculture irrigation system more effectively.

Present at the meeting were menteris besar and chief ministers.


Najib also said the country's targeted economic growth this year would remain in the five to six per cent range.


However, he said the gross domestic product (GDP) forecast would be closer to five per cent, considering the volatile global economy.

"It is not easy (in this current time) to make a forecast based on a specific percentage.


"We had decided (on percentage of GDP growth) and that it would be between five to six per cent.


"We will maintain that projection." Bank Negara Malaysia yesterday announced that Malaysia's GDP for the first half of this year was 4.4 per cent. In the second quarter of the year, it grew to 4.0 per cent, compared with 4.9 per cent in the first quarter.


On inflation, Najib said it was still manageable, with the latest figures showing a dip in the percentage.


The government, he said, had taken measures to ensure the inflation rate remained manageable, including by reducing the price of chicken.


"We are working towards ensuring an economy where the inflation rate is low and economic development is strong." On the deficit target, Najib said the government was committed and on track to reduce the fiscal deficit from 5.6 per cent to 5.4 per cent.

Asked on Tan Sri Ananda Krishnan selling his Pan Malaysian Pools Sdn Bhd, Najib said it was an open market deal between a willing seller and a willing buyer.


Reports said a consortium of Chinese businessmen, including Genting Bhd chairman Tan Sri Lim Kok Thay, Hong Leong Financial Group Bhd chairman Tan Sri Quek Leng Chan, Lion Corp chairman Tan Sri William Cheng and businessman Tan Sri Chua Ma Yu, was likely to buy the company.

LONDON: Tan Sri Tony Fernandes has completed his takeover of English Premier League club, Queens Park Rangers.

Fernandes, the owner of AirAsia, secured his buyout after assuming a 66 per cent stake in newly promoted QPR from previous shareholders Bernie Ecclestone and Flavio Briatore.

In a statement, Fernandes, who is also the team principal of Formula One's Team Lotus, said he will work alongside the Mittal family, who have retained their 33 per cent stake in the club.


Fernandes, who describes himself as a West Ham fan on his Twitter feed, said he had long held a "soft spot" for QPR, who he described as a "raw diamond".

"Everyone knows I've followed West Ham all my life, but I've always had a soft spot for QPR," Fernandes said.

"Rangers were one of the first teams I watched as a child at Loftus Road. I've always wanted to be involved in football and the appeal of a London club, like QPR, was too good an opportunity to turn down.


"QPR is a raw diamond and hopefully I can contribute into turning it into a diamond."

Rangers were thrashed 4-0 by Bolton in their opening Premier League game on Saturday, prompting angry chants from sections of the crowd over the club's failure to make transfer funds available to manager Neil Warnock.

Fernandes has reportedly signalled his willingness to bankroll increased transfer spending before the closure of the August window.


West Ham and England £8 million-valued (RM39 million) midfielder Scott Parker is reportedly at the top of Fernandes' shopping list.

Fernandes warned yesterday, however, that his ambitions for QPR would be realistic.

"I could easily say we're going to win the Champions League and the Premier League, but that's really not my style. I don't want to make big promises I can't guarantee.

"I want the fans to be proud of what we're doing and be involved as much as we can. The fans pay good money and are stakeholders, so whatever we do, I want the fans to be proud. We'll do it in style and with integrity." — AFP

Sportcheck: 30,000 people for bridge run

A RECORD 30,000 people are expected to turn out at this year's Allianz Penang Bridge International Marathon (PBIM) on Nov 20.

The annual run has become Penang's signature event, bringing together amateur and professional runners from all over the world and is now set to surpass the 24,000 runners who took part last year.

"Since 1984, the run has brought tens of thousands of people to Penang. Last year we had 24,000 participants and this year we are expecting 30,000. As of today (yesterday), we already had 9,000 people registering with us online," said PBIM chairman Danny Law at a press conference in Kuala Lumpur yesterday to announce Allianz Malaysia as the run's title sponsor.


He added: "This marathon is unique because it is the only time when Malaysia's longest and busiest bridge, the Penang Bridge, is closed to traffic.

"Also, the run is held at night and the full-marathon is flagged off at 2am. This gives runners the opportunity to enjoy the beautiful view of Penang island safely from the bridge."

Besides the full-marathon, PBIM will also feature a half-marathon, a 10km run and a fun run for children. A Proton Saga is the main prize in a lucky draw, among other side activities.


Allianz Malaysia chief executive Jens Reisch said as a leading insurer in Malaysia, the company hopes to play a part in promoting a healthy lifestyle among Malaysians through its involvement in PBIM.

"Allianz is proud to lend its name and support to a marathon that is taking place in Malaysia for the 27th time. We picked the Penang marathon as it is unique in nature.

"We have a strong base of customers in the northern states of Malaysia so Penang was a natural choice for us," said Reisch, who will promote the run to the company's nearly two million customers.

GUA MUSANG: Pas' candidate Dr Zulkefli Mohamed remained a good sport over jokes that his stocky frame might tire him fast during the campaign trail.

He said he was used to work long hours when he was a doctor at government hospitals in the past.

"There were times when I had to work over 36 hours on a stretch, then. I think I can keep up with the hectic campaign schedule now," he said.


Dr Zulkefli, 44, will be up against Barisan Nasional's Abdul Aziz Yusoff, 49, in the Galas by-election on Nov 4.

Some segments of political watchers have been heard making comparisons between the two candidates of their physiques.

Such light banter follows an absence of substantive issues to debate since campaigning started on Nov 26.


Dr Zulkefli said he was feeling alright even when there were many places to visit over the past three days.

To keep fit, he said he took a lot of water and sufficient rest.

When a reporter asked about his weight, Dr Zulkefli said: "I do not know. Let us keep it as a secret."


In jest, he said he could take on Aziz in a running or tug-of-war competition.

Sabah Umno reaching the 500,000 mark

Once upon a time, a real history took place and handed down the real lessons out of the events concluded that a small number can defeat a huge number of opponents by the will of Allah taala. Therefore, in the modern institutions and struggle like political institutions, this lessons of history is still relevant and worthy to ponder. In fact, there are many facts to ponder on why the listed numbers of political members do not reflex the true pictures.
The Chief Minister of Sabah, Datuk Musa Aman's recent annoucement of Sabah UMNO success in the recruitment of membership drive does not mean much to me as it seems to suggest it is the result of his leadership.

A leader should be humble and not self glorifying. One's work should be judged by the people and not himself.

I still remember our DPM, Tan Sri Muhyiddin Yassin remark in the opening of the PBS congress in Kota Kinabalu recently where he said "he has done little in the success of the Batu Sapi by election ".

Frankly how many can do that ?

This is the model of leader we must emulate - humble, unassuming and lead by example.

Traits of great leader who make small people feel great.

Afterall, recruitment of new members in any party is the duty and obligation of its leaders.

It is not a competition as it is the quality and not quantity of the effort that count.

We should not trumpet about it.

High membership in any political party does not guarantee success if the party and its leaders do not command the support from its ranks and files as well as leaders from other coalition parties, particularly in the state of Sabah.

Having such a mentality would breed complacency and place the party concerned and BN in a perilous situation.

Sabah UMNO chief, Datuk Musa Aman's annoucement that their membership drive to date has reached 456,000 membership level, the highest among all other states is indeed quite credible.

The first thing that comes to thought is 456,000 is 456,000 until the half million mark is reached which is another 44,000 more to go and this is not a small number.

In the annoucement, last year alone, they only managed to recruit 40,000 new members and has no mention of what this year's result is ?

Has the effort reached been saturated is another question that surfaces in my mind.

My concern however is in any numerical assessment, we must give the picture in its correct perspective and not try to over dramatise or sensationalise it to justify certain motives, personal or otherwise.

And when figures concerning and affecting the outcome of an election, the state and the image of UMNO and Barisan Nasional, we have to be careful and truthful.

The annoucement also gives rise to many questions to be answered.

First, how many of these registered members will actually and eventually vote and vote for BN comes election time?.

Is the annoucement trying to suggest we are growing stronger, there is nothing to worry and we can repeat the big win in the state achieved in the last election ?

The Batu Sapi by election is no doubt the combined efforts in greater and lesser extend of all state BN coalition members.

However, with the bad blood that existed all along with the Chief Minister of Sabah, Datuk Musa Aman and PBS president, Datuk Pairin, with SAPP president, Datuk Yong Teck Lee, the duel was in actual fact a life and dead battle among the subject combatants.

Aided by a predominantly bumi constituency,the vast resources from BN and the ever tireless presence of our DPM, the vast win at Batu Sapi could be an isolated incident.

Removing these factors, or in a diluted extent, the result could be different.

As a rough estimate, Sabah with a population of 2.5 million and say,with a 60% eligible voters, it will work out to have about 1.5 million potential voters.

From the above, the present UMNO membership only represents to about 30% of the total possible voters. Will that be adequate to determine another landslide victory in the coming election ? given the fact there 60 constituencies in the state ? Many in the last encounter encountered sort of narrow escape ? The growing number of unresolved problems faced by the people todate? The discontents of the present leadership among the files and ranks ? How much support the present state leadership since last reappointed, still enjoy is therefore any one's guess.

To me the annoucement seems to be made in conjunction with the coming BN convention in Kuala Lumpur in an effort to influence its outcomes

AirAsia in talks with Airbus on further jet order

AirAsia Bhd's Chief Executive Officer Tony Fernandes said he's held talks with Airbus SAS on extending an order for A320 single-aisle aircraft.

Asia's biggest discount airline is looking at converting positions for further planes that it secured after agreeing to buy 200 re-engined neo versions of the A320 worth US$18 billion in June, Fernandes said today in an interview in London.

"It's early days but we have an option for another 100 planes," he said. "We will definitely need more. I have consistently said that we need 500 planes."

AirAsia wants more jets following a planned tie-up with Malaysian Airline System Bhd., according to Fernandes, who is a director at both companies. The existing contract is the biggest in Airbus's history by plane numbers.

Fernandes, who spoke at London soccer club Queens Park Rangers after agreeing to buy a 66 per cent stake from Formula One chief Bernie Ecclestone and his partner Flavio Briatore, said today that "business is looking up," adding: "It's better than I thought." -- Bloomberg

Zelan declines after posting Q1 net loss

Zelan Bhd, a Malaysian builder, fell the most in more than a week in Kuala Lumpur trading after reporting an RM8 million net loss for its fiscal first quarter.

Guests enjoyed an evening of nasyid at a musical theatre organised by Yayasan Warisan Johor recently

MALAM Konsert Hidayah, a musical theatre organised by Yayasan Warisan Johor (YWJ), was the talk of the town not only among nasyid enthusiasts but also contemporary music lovers.

Held at Dewan Orang Ramai in Segamat, the two-hour show of music and drama depicting spiritual, human and moral values kept 800 guests entertained.


The YWJ orchestra provided the evening's music, while the YWJ nasyid singers lent back-up vocals to Nazrey Johani, Habibah Othman, Fahmi Jaafar, Zaharuddin Kamaruddin (Ayai) and Abdul Rahman Kamaruddin.

Rock star cum nasyid singer, the husky-voiced Ramli Sarip, was also in the line-up.

YWJ cultural officer Jaafar Ismail said the concert was focused on spirituality.


"It covers man's life cycle from birth to old age. Every performance has a tale to relate," he said.

Audio-visual presentations accompanying the performances made sure the audience understood the tales.

M. Nasir, who was unable to attend the concert, composed the opening overture Perjalanan (Journey).


The concert got off to a good start as the audience responded enthusiastically to Habibah's powerful renditions of Adam dan Hawa and Perjalanan 1.

"I was honoured by such an ovation. I felt on top of the world," said the 49-year-old lead singer of Al Jawahir, the nasyid group groomed by Nasir.

Habibah's performance depicted the beginning of a child's life, which continuation was staged by YWJ singers performing a medley of 1,2,3,4, Junjungan Mulia, Barakallah, Alhamdulillah and Takwa dan Iman.

Ramli Sarip sang the hits of his heyday Tawakkalah, Kepada Mu Kekasih and Akal vs Jiwa.

Ayai, former lead vocalist of pop group Illusi, delivered seven songs including the English version of a nasyid hit called For The Rest of My Life.

The evening's sensation, however, was Nazrey Johani, a founding member of the nasyid quartet Raihan.

Nazrey sang 25 Rasul, a hit from Raihan's earliest album, to the delight of the audience.

Mohd Iqbal Ahmad, 25, who has been a Raihan fan since its inception, saluted Nazrey's performance.

"Nazrey is still a crowd puller even after almost 15 years," he said.

Roslina Ahmad, a great admirer of Al Jawahir, was impressed with Habibah's performance.

"I love the group's songs, especially the Hari Raya number Mohon Pada Nya, Sujud Pada Nya," he said.

YWJ director Muhamad Fuad Radzuan, overjoyed by the overwhelming response to the concert, plans to organise the musical theatre in other districts soon.

Guest-of-honour was State Rural and Regional Development, Arts, Culture and Heritage Committee chairman Asiah Md Ariff.

A time for humility, not profiteering

TWO weeks of fasting has passed like a breeze. Some say surviving the first week of Ramadan is like a rite of passage to complete the month of fasting.

I'm not even sure if the word "surviving" is even apt. It's just fasting. Duh!

To be frank, even the most devout would find fasting a challenge. It is more than having to cope with hunger and thirst as there are other challenges that they have to endure as well.


Traffic, for example, is the most notorious for halving one's brownie points early in the morning for those who fasting.

Swearing and cursing at motorcyclists who zigzag their way to Singapore, endangering the lives of others, is a sure way of losing some "points" while fasting.

You see, one needs to control one's anger and emotions when fasting. You won't learn anything about patience if you go around spewing wrath .


Of course, such motorcyclists are a nuisance, but do not sink to their level. Some, perhaps, may not even be heading to Singapore for work, but are in a desperate attempt to get to a public toilet to answer the call of nature.

Another issue to contend with is being sleepy in the office. It's not unusual as those fasting have to rise early for their meals, and many are known to bring their pillows, including contoured ones, to catch forty winks during lunch break.

While some are fortunate to have comfortable headrests on their office chairs, others have resorted to doze off with their heads on a bolster on their desk.


Ramadan is also the time to learn to be more attuned to people in need, in the hope that the underprivileged are not forgotten, not only during the festive season but also throughout the year.

It's common to see orphans, old folk and the handicapped being feted during Ramadan. What's more important is that the underprivileged are not forgotten at other times.

It is heartening to see corporate companies reaching out to the less fortunate during Ramadan in the festive season.

Meanwhile, feasting has become customary during Ramadan.

It's literally a month of food fiesta, as food is prominently on the minds of those fasting.
