PM celebrates Deepavali with Makkal Osai staff

KUALA LUMPUR -- Prime Minister Datuk Seri Najib Tun Razak, for the first time, celebrated Deepavali with the staff of Tamil daily, Makkal Osai today.

The event was also held to celebrate the 67th birthday of the daily's owner, Datuk S. Subramaniam, who is also former MIC deputy president.

Najib spent 30 minutes mingling with about 1,000 people who thronged the open house.

The prime minister went straight to the open house, which was held at the National Land Finance Cooperative Society Building in Jalan Templer, upon his arrival from Riyadh, Saudi Arabia, at the Royal Malaysian Air Force base in Subang.

He then proceeded to attend Deepavali celebration hosted by MIC at Batu Caves Temple, before heading to Kuala Lumpur Badminton Stadium in Cheras for another open house hosted by Hindu Sangam. -- BERNAMA

Najib in Australia for CHOGM

Posted: 25 Oct 2011 08:31 PM PDT

By Nuraina Samad

PERTH: Prime Minister Datuk Seri Najib Razak, who arrives here this evening for the four-day Commonwealth Heads of Government Meeting, has a tight schedule ahead of him tomorrow, ahead of the meeting.

He has scheduled bilateral meetings with several leaders, beginning in the morning.

Malaysian High Commission to Australia Datuk Salman Ahmad told a media briefing that first on his programme is a scheduled bilateral meeting with Australian Prime Minister Julia Gillard in the morning.

This is the third time Australia is hosting CHOGM.

Gillard, quoted by the Australian Press, has indicated that she expected to raise the issue of the failed refugee swap deal between Australia and Malaysia, with Najib.

She said this was to keep him 'updated on the government's position.

She had told local reporters that Australia's policy was that her government would be able to implement the arrangement with Malaysia.

The Gillard government's plan to send 800 asylum seekers to Malaysia in exchange for 4,000 processed refugees was scuttled by the High Court in August.

The opposition blocked the government's plans to change migration laws for off-shore processing.

Opposition leader Tony Abbott opposes the programme because Malaysia is not a signatory to the United Nations Convention on the Treatment of Refugees and instead proposes offshore processing on the Pacific Island of Nauru.

The Greens oppose offshore processing in any form.

Najib, later, will hold bilateral talks with Sri Lankan President Mahinda Rajapaksa. Sri Lanka will host the next CHOGM in 2013.

In the afternoon, he will meet with Nigerian President Goodluck Jonathan and later in the evening, with Commonwealth secretary-general Kamalesh Sharma.

On Friday, the Prime Minister is scheduled to hold bilateral meetings with British Prime Minister David Cameron, South African President Jacob Zuma and Pakistan Prime Minister Syed Yousaf Raza Gilani on the sidelines of CHOGM.

Tomorrow, he will attend the Commonwealth Business Forum where he will deliver a keynote address, "Building Infrastructure for the 21st Century" at the Burswood Entertainment Complex here.

He will also chair a roundtable meeting with selected business leaders to discuss opportunities and prospects of trade and investment in Malaysia on the same day.

While at the complex, the Prime Minister is also scheduled to witness the signing of an MoU In Standardisation between Malaysia and Uganda.

Salman also said the Prime Minister, who is accompanied here by his wife, Datin Seri Rosmah Mansor, will join some 300 Malaysians in an evening of Aussie-style barbecue in Burswood park here before leaving Perth.

Najib joins 52 world leaders at this biennial meeting which begins Friday at the Perth Convention and Exhibition Centre in the city's central business district.

With the Prime Minister in Perth are Foreign Minister Datuk Seri Anifah Aman and Minister of International Trade and Industry Datuk Mustapa Mohamed.

The theme this year is "Building National Resilience, Building Global Resilience".

This year, 53 countries are represented. Fiji, will not be attending as it was suspended from membership in September 2009 pending restoration of a democratically elected government.

Prisons Dept denies no post-mortem on Mogana's body

Posted: 25 Oct 2011 09:53 PM PDT

The Prisons Department today denied that the body of R. Mogana Sundram, who was found hanged in prison three days ago, was not sent for a post-mortem before it was released to his family.

A statement issued by the department's Secretariat and Public Relations Unit, said that Mogana's body was released to his family members after the post-mortem on Oct 23.

A coroner inquest found no other injury on Mogana's body, except the ligature marks on the neck, it added.

The department said that all necessary procedures were taken before Moganas's body was released to his family members.
"Hence, the claim that a post-mortem was not conducted on Mogana's body is not true," it said. -- Bernama

MANAGING PRINCIPALS

Posted: 24 Oct 2011 10:30 AM PDT

2011/10/24
By Syed Umar Ariff

School administrators have been urged to develop a holistic approach to excel in their jobs

THE challenges faced by teachers due to social globalisation should be addressed consistently, according to speakers at a recently held education conference.

Principals, especially, are responsible for boosting their schools' performance, either in academics or discipline of students, and even teachers.

Malaysian School Principals Education Management Council (MSPEMC) chairman Ayob Jantan said a holistic approach was essential in ensuring a balanced performance among students in, for example, sports and studies. MSPEMC had just celebrated its 50th anniversary, according to Ayob.

At the conference in Johor Baru, Ayob said it was imperative for administrators to develop strong self-values to improve leadership skills as stated in the 10th Malaysia Plan.

The three-day conference was held to determine the best path in dealing with current education-related issues and to improve administrative skills among school principals.

"Principals, who are both teachers and administrators, must have a realistic approach when managing schools. This was what we want to find out here at the conference," said Ayob.

More than 100 principals statewide attended the programme, which was launched by Deputy Education Minister Dr Mohd Puad Zarkashi.

Puad described managing organisations such as schools as an arduous task. He said a great manager must consciously act with wisdom in every decision made.

"This job demands commitment. Without it, one can never realise the objectives set in the first place. The Education Ministry places great faith in principals in achieving the numerous agendas in education," he said.

Puad noted among the measures taken by such managers was assisting the members of his or her organisation to know themselves better and to know them personally, since every individual is unique.

"Other than that, the manager must also be able to be the catalyst in producing unique talents among organisation members."

The Four Catalyst Key Roles, said Puad, were the selection of a person, followed by setting their expectations, motivation and personal development.

He said one could build a great team by taking into consideration its members' potential talent as per their duties.

"In comparison, a normal manager will assign a person to a task based on his experience, intellect and diligence.

"A great manager, however, would select someone based on his talent, in which the former would be able to define the outcome of the assignment," said Puad.

He noted that as principals, they should have the creativity to ensure their teams remain professional, effective and competitive, as it was important to deliver the utmost results in executing objectives.

"Everyone should play a role in developing our students for the betterment of our future. It is also important to nurture analytical and intellectual cultures among our schoolchildren," said Puad.

At the event, several booths sold clothing, alternative healing items and electronics.

Have a heart, pledge your organs

Posted: 24 Oct 2011 06:36 AM PDT

2011/10/24
by Syed Umar Ariff

JOHOR has recorded the highest number of cadaveric organ donors since early this year -- five out of 35 nationwide.

Some may think the number is insignificant, but for now, we have to be grateful of what we have.

It is not easy to get replacement lungs for transplant, for example, let alone finding people to voluntarily sign up as organ donors.

And between 2005 and last year, the Sultanah Aminah Hospital (SAH) for example, received 20 kidneys, five livers, three hearts and three lungs from dead donors.

However, hurdles in the form of narrow-minded religious interpretations, often became the greatest stumbling block among those who want to do their part for the living after death.

A number of discussions, research and open dialogues, which took into consideration cultural points of view were carried out to allay fears among the skeptics.

And fortunately, the result favours those who are in a dire need of organs, waiting for donors.

Nevertheless, it is the public who has yet to carry the torch to do its part.

SAH director Dr Rooshaimi Merican A. Rahim Merican said the problem now lies with pledgers.

Some people are still reluctant to pledge as they are not aware that organ donation is permitted by most religions.

At an organ donation awareness event held recently at the hospital, Dr Rooshaimi said the number of pledgers, up till September, have increased significantly, which is 33,644. It is second after Selangor which has 37,730 donors.

The figure, for example, corresponds with the number of patients suffering terminal kidney failure which stands at 23,420 nationwide.

We can never have too many donors. Such a programme to promote awareness is indeed laudable and should be carried out intensively to put to rest any uncertainty pertaining to organ donation.

I believe many of us do not have the heart to witness the suffering of others while we have the power or means to make a change.

Remember the nation's first double heart transplant girl Tee Hui Yee, from Batu Pahat, who made headlines between 2007 and 2008?

Her story was heart-wrenching with pictures of her carrying a mechanical heart implanted outside her abdomen while lugging a 9kg portable battery in a suitcase to power the device.

Tee, now a 17-year-old, was diagnosed with end-stage heart failure when she was merely two years old.

She was on medication and had to wait for a suitable heart donor.

The wait, however, was risky because there were not many donors around.

Fortunately, her life has been blessed, with a new heart from a cadaveric donor.

She is now back in school and living her life as happy as any teenager would be.

She is among the few who were lucky enough to survive such an ordeal. One can only sympathise, but she was the one who had to endure a battery-powered mechanical heart for many months of her life.

Life is never easy. When journeying alone, its road is winding and sometimes dangerous. One could easily take a wrong turn and lose one's way without the help.

But as human beings, we should discard our misconceptions when it comes to something as important as life and death.

And we can prove ourselves to be useful, even after we have departed to the afterlife.

Thailand declares holidays to cope with flood crisis

Posted: 24 Oct 2011 11:41 PM PDT

BANGKOK: Thailand declared a three-day holiday today in Bangkok and other flood-affected areas as high tides are forecast to flow up the city's main river and worsen floods creeping into the city.

Schools, businesses and government offices will shut on Thursday and Friday, and the following Monday, creating a five-day break in the capital and 20 other provinces.

"The cabinet today approved the declaration of October 27 through to 31 as holidays," Pracha Promnog, head of the Flood Relief Operations Centre (FROC), said after ministers met to discuss the escalating crisis in Bangkok.

The central bank said it was still being decided whether to shut down financial markets as well.

The announcement came after Bangkok governor Sukhumbhand Paribatra made a televised address warning residents along the Chao Phraya river to be on "full alert" after it reached record highs of of 2.30 metres on Monday.

"If the situation continues in these circumstances, the water level this weekend will hit 2.60 metres, while our average flood embankment is 2.50 metres high," he said.

Prime Minister Yingluck Shinawatra's cabinet met north of the city centre at Don Mueang airport, which is doubling up as a shelter and a headquarters for the relief operation, but is already surrounded by water-logged roads.

"We are concerned about evacuees because there is a problem with travelling here," Yingluck said ahead of the meeting.

"We will move them to safe areas," she said, but added that for now FROC's operations would remain at the airport.

The floodwaters are creeping further into the city of 12 million people after three months of heavy rains that have plagued other parts of the country, killing more than 360 people and damaging millions of homes and livelihoods. -- AFP

Najib to join world leaders at CHOGM in Perth

Posted: 24 Oct 2011 09:50 PM PDT

2011/10/25
Nuraina Samad reporting from Perth

PERTH: Prime Minister Datuk Seri Najib Razak joins 52 world leaders at the three-day Commonwealth Heads of Government Meeting (CHOGM) which begins here on Friday at the Perth Convention and Exhibition Centre in the city's central business district.

Najib, accompanied by his wife Datin Seri Rosmah Mansor, is expected to arrive in this western Australian city, tomorrow evening.

The following day, the Prime Minister is scheduled to deliver a keynote address, "Building Infrastructure for the 21st Century" at the Commonwealth Business Forum at the Burswood Entertainment Complex here.

While at the complex, the Prime Minister is also scheduled to witness the signing of an MoU In Standardisation between Malaysia and Uganda.

Bilateral meetings are planned for Najib with Sri Lankan President Mahinda Rajapakse, Commonwealth Secretary-general Kamalesh Sharma and Nigerian President Goodluck Jonathan.

Sri Lanka will be host at the next CHOGM in 2013.

On Friday, bilateral meetings being arranged for the Prime Minister with British Prime Minister David Cameron, South African President Jacob Zuma and Pakistan Prime Minsiter Asif Ali Zardari on the sidelines of CHOGM.

After the official opening, to be attended by Queen Elizabeth II, and a formal executive session, the leaders will head for a private retreat at the State Reception Centre in Kings Park.

This is the third time Australia is playing host to this biennial meeting of leaders representing the world's largest and smallest, richest and poorest countries.

These countries are home to two billion citizens of all faiths and ethnicities.

Australian Prime Minister Julia Gillard in her welcoming notes, said the country is the first nation to host CHOGM three times - Melbourne in October 1981 and Coolum in March 2002.

Describing Perth as a vibrant international city and a gateway to the Indian Ocean, she said the city "provides an ideal setting for CHOGM 2011 to celebrate their partnerships across the Coomonwealth".

The theme this year is "Building National Resilience, Building Global Resilience".

In the words of Gillard:"CHOGM 2011 presents an opportunity to strengthen the Commonwealth and its institutions, support the economic and development needs of members, and to use our Commonwealth voice to tackle the most important global challenges.

Commonwealth member countries span six continents and oceans from Africa (19),to Asia (eight), the Americas (three), the Caribbean (10), Europe (three and the South pacific (11).

Malaysia hosted CHOGM in October 1989, at the end of which the Langkawi Declaration on Environment was issued.

The Kuala Lumpur Statement - 'South Africa: The Way Ahead" maintained pressure on the Pretoria regime and endorsed the programme to bring peace and democracy to South Africa. The meeting also initiated a high-level appraisal of the role of the Commonwealth in the 1990s and beyond.

In that meeting, Nigerian diplomat and former foreign minister Chief Emeka Anyaoku was elected as the third Commonwealth secretary-general, starting in July 1990.

Commonwealth leaders have met regularly for more than a century. The first meetings, known as Colonial Conferences, held regularly until 1937.
Between 1944 and the early 1960s, Commonwealth Prime Ministers meetings were held almost annually in London.

It was in Singapore in 1971 that the term Commonwealth Heads of Government Meeting (CHOGM) was adopted to encompass both presidents and prime ministers. Since then CHOGMs have taken place on a biennial basis.

It was also at the Singapore meeting, that the landmark Declaration of Commonwealth Principles was issued.

Another landmark declaration was the Harare Commonwealth Declaration issued at the 1991 CHOGM in Zimbabwe.

Both declarations expressed the fundamental values of the 54-member Commonwealth - to promote peace and international co-operation, democracy and good governance, respect for human rights and the rule of law, and the alleviation of poverty through sustainable economic and social development.

Issues discussed at CHOGMs include international peace and secruity, democracy, good governance, sustainable development, debt management, education, environment, gender equality, health, human rights, information and communication technology, law, multilateral trade issues, small states and youth afffairs.

This year, 53 countries are represented. Fiji, will not be attending as it suspended from membership in September 2009 pending restoration of a democratically elected government.

Committee on hudud: Kelantan forms panel to study implementation

Posted: 24 Oct 2011 05:53 PM PDT

2011/10/25
By Sulaiman Jaafar
news@nst.com.my

KOTA BARU: The Pas-led Kelantan government yesterday formed a technical committee to study the possibility of implementing the Kelantan Syariah Criminal Code Enactment II, or hudud, in the state.

The setting up of the panel, which will have 19 members initially and headed by Deputy Menteri Besar Datuk Ahmad Yakob, affirmed the state government's intention to press ahead with its hudud plan.

State Islamic Development, Education and Dakwah Committee chairman Datuk Mohd Amar Nik Abdullah, who is the committee's deputy chairman, said the state executive council had approved the formation and composition of the panel members.

He said the latest development on the panel was in response to a statement about its formation by Menteri Besar Datuk Nik Abdul Aziz Nik Mat.

"It (the panel) will study the possibility of implementing the enactment as there are legal views that it (hudud) can be applied without amending the Federal Constitution.

"The committee will look into the possibilities and available avenues for the implementation.

"If there is any, the committee will make recommendations to the state government," Amar said after the state executive council meeting here.

The state government is adamant about enforcing hudud despite objections from many quarters, including DAP, its partner in the federal opposition grouping. Members of the committee comprise mostly senior state government officials, state executive councillors and assemblymen.

Among those who would be invited to sit on the panel, Amar said, were the state police chief, prisons director and Pas-linked lawyers Hisham Fauzi and Senator Mumtaz Mohd Nawi.

Amar said the state government had not set a time frame to implement hudud.

He said the panel would discuss the terms of reference and other matters at its first meeting, the date of which would be decided by its chair man.

"Non-governmental organisations are not invited to sit on our panel as the committee wants to gather views from professionals.

"They (NGOs) had the chance to talk at seminars and meetings held before (prior to the tabling of hudud in the state assembly in 1993).

"More (panel members) will be appointed, if the need arises. We will send out appointment letters (for the 19) and it is up to them to accept.

"The police and prisons authorities are invited, too, as they will be involved in enforcing the law, if it is implemented."

Football / Malaysia Cup: Negri captain predicts cracking final

Negri Sembilan captain Shukor Adan

Negri Sembilan captain Shukor Adan

NEGRI Sembilan captain Shukor Adan has no doubt Saturday's Malaysia Cup final against Terengganu represents a clash between the two best teams in the M-League.

The midfielder led Negri to their third consecutive final after a comprehensive 6-3 aggregate victory over T-Team in the semi-finals. Shukor scored Negri's winning goal with a superb header in their 2-1 win in the return leg in Paroi on Saturday.

"There is no doubt the two best teams have made it to the final. Terengganu are the ultimate. They are the best attacking team in the country," said the 32-year-old Shukor.

"But our football can be just as good. We have a lot of quality too. Both teams want to go forward and score goals, so I don't think anyone could ask for a bigger or better final."

Shukor has won the Malaysia Cup title three times -- twice with Selangor (2002, 2005) and the other with Negri (2009) - in six appearances.

In last year's final, Shukor, who was playing centre-back, made a costly error which allowed Kelantan captain Badhri Radzi to score his team's winning goal.

"It will be my seventh Malaysia Cup final appearance and I am determined to make it a happy outing. My most cherished moment was helping Negri end their 61-year drought in the 2009 final and I want to help them win the title once again," said the former international.

Shukor was handed the captain's armband at the beginning of the season following the departure of Rezal Zambery Yahya to Johor FC but it was an unhappy beginning for him as Negri were doing badly in the Super League due to injuries.

But the arrival of coach Azraai Khor Abdullah, who replaced Wan Jamak Wan Hasan, changed all that.

"We were down and out in the Super League as our key players were injured. But we managed to recover by putting our hearts into the game," added Shukor.

Golf: Cabrera, Vegas gunning for title

THE end of the US PGA Tour season is usually when golfers take the time to unwind after a gruelling year but not so for Latin American duo Angel Cabrera and Jhonattan Vegas.

Cabrera and Vegas are bent on making their trip to Kuala Lumpur a memorable affair and will spare no effort in winning the US$6.1 million (RM19.1 million) CIMB Asia Pacific Classic which begins on Thursday at the Mines Resort and Golf Club in Seri Kembangan.

Although the tournament is sanctioned by the US PGA Tour, it is not an official money event on the American tour and only features a small 48-man field with no cut but it does count towards the Asian Tour money list.

Regardless, two-time major winner Cabrera said he is determined to win the tournament just as he would at any regular PGA event.

"It is an important tournament and it does not matter that there are only 48 players or that there is no cut. To win here would be a good way to finish the year playing well," said Cabrera, 42, through an interpreter at a press conference at the Mines Resort yesterday.

The Argentine will be making his debut at the Asia Pacific Classic but he is no stranger to the Mines Resort, having played at the venue during the 1999 World Cup where he finished tied-third in the individual standings.

"This is my second time here, the first time was the World Cup. I'm happy to be back and I hope to use my previous experience here to my advantage but I don't remember much about the course.

"I did not have a good year up until two weeks ago and I'm going to try my hardest to have a good week here," added Cabrera, referring to his tied-sixth finish at the McGladrey Classic in Sea Island, Georgia for his best finish of the season.

Earlier, Cabrera joined Vegas and defending tournament champion Ben Crane to light a traditional lamp around a Kolam -- a Hindu traditional floor-art design -- in conjunction with Deepavali celebrations tomorrow.

Vegas, 27, is also making his tournament debut and just like Cabrera, the Venezuelan has also played in Malaysia before -- at the 2002 Eisenhower Trophy World Amateur Team Championship at Saujana in Subang.

His lack of familiarity with the Robert Trent Jones Jr-designed course, measuring 6,966 yards and playing to a par-71, does not faze Vegas.

"I came to Malaysia for the first time in 2002 and I feel very comfortable and I love being back here. I hope to have a good tournament and to be able to win.

"I've not played this course yet but it does not matter because I'll get to practise tomorrow (today) and there's the Pro-Am on Wednesday (tomorrow) so I have enough time to prepare for the course.

"I feel great after taking three weeks off, it's been a long year but I have high energy levels and I feel confident. There are a lot of quality players in the field who you would want to play against.

"It's good to have a field like this outside US and it's fun to be outside," said Vegas, who began the year with a bang by winning the Bob Hope Classic in January in only his fifth PGA Tour start.

This week's field features a strong cast including former major winners Vijay Singh, Stewart Cink, Lucas Glover and David Duval besides 10 players from the Asian Tour and locals Danny Chia and Shaaban Hussin.
