East coast KTM intercity service disrupted

KUALA LUMPUR: The east coast KTM Intercity service was disrupted early today when the Tumpat-Woodlands Senandung Timuran Express train derailed between the Krambit and Jerantut line. No casualties were reported.

A Keretapi Tanah Melayu (KTM) Berhad statement said the incident involved
coach Number 27 which derailed at KM196.75 at 3.08 am. Repair works are expected to be completed by 2 pm today. Due to the accident, passengers on the Wau Express between Kuala Lumpur and Tumpat were affected and had to disembark at the Jerantut station and continue their journey to Tumpat and other stations by bus.

The Kuala Lipis-Woodlands and Woodlands-Gemas shuttles were cancelled. "Thirteen buses were organised to transport the 450 passengers affected," said KTM. The public can contact 1-300-88-5862 for further information. -- Bernama

Terengganu to resume construction of stalled Sungai Pinang bridge

KEMAMAN: The state government will resume the construction of the Sungai Pinang bridge that was stalled since over a decade ago.

Menteri Besar Datuk Seri Ahmad Said said the federal government had set
aside an additional allocation of RM8.5 million to get the bridge project going,
connecting Chukai with Air Putih and surrounding villages and is expected to

benefit 20,000 people.

"Construction is expected to start early next year and to be completed in

two years," he said after visiting the homes of villagers affected by the recent
floods, here.

He added that the previous bridge was built too low and had been frequently
submerged in water during flooding.

The state government also plans to increase the elevation of the road from
Kampung Paya Pamam leading up to the bridge so it would remain passable even if
there were floods in the area.


The road would also serve as an alternative route from Kampung Air Putih to
Ibok, via Mardi Pasir Gajah road, before heading towards Chukai, he said. -- Bernama

New acts to provide balance for individual rights, civil liberties and public order safeguards

KUALA LUMPUR: The two new acts to replace the Internal Security Act (ISA) will provide a balance between promoting individual rights and civil liberties as well as safeguarding public order, Prime Minister Datuk Seri Najib Tun Razak.

He told the Dewan Rakyat today that the move would allow Malaysia to move
towards a mature democracy.

"The government's machinery firmly supports the government's move to repeal
the ISA and replace it with two new acts that will take into account the need to
provide a balance between (promoting) individual rights and civil liberties, and

safeguarding public order," he said in reply to a supplementary question from
Datuk Alexander Nanta Linggi (BN-Kapit) during question time, today.

Nanta had asked whether the government had any specific instrument or
legislation to deal with problems previously dealt with under the ISA and
whether the civil service was supportive of the move to repeal the security act.

To a supplementary question from Nurul Izzah Anwar (PKR-Lembah Pantai) whether
the government was prepared to use the Emergency Revocation Bill prepared by the

opposition pact, Najib said the opposition should not try to take credit from
the move.

"I hope the opposition will not try to take credit from this move. We've
announced this since 2009. This (repeal of ISA) is not due to any demand by
Pakatan Rakyat, it's the BN's own initiative," he said.

The time frame for the new legislations would be announced later, the prime
minister added. "There are matters to be addressed first, including formulating
the two acts as well as consulting the parties representing the interest of the
people."

To another question by Nanta on the government's strategies to unite the
people, Najib said the 1Malaysia vision was the crucial pillar in the
government's effort to nurture unity. He said the 1Malaysia vision was being inculcated in each and every initiative and programme of the government.

"To nurture unity, programmes to promote integration has been and will
continue to be implemented, covering activities like sports, youth programmes
and national service modules, and in universities, ethnic relations course is a
must for all students," he said.

The prime minister added that the Special Committee to Promote Inter-religious Understanding and Harmony has also been set up since early last year to provide avenue to discuss inter-religious issues through consultations, dialogues and initiatives to solve inter-religious issues and issues concerning
followers of religions. -- Bernama

Budget 2012 can address hardship faced by low-income earners: Najib

KUALA LUMPUR: The government's initiatives to be unveiled in Budget 2012 on Friday will help ease the cost of living of low-income earners, Prime Minister Datuk Seri Najib Tun Razak said today.

He said every initiative to be announced would be in line with the
government's firm commitment to cut down the national fiscal deficit.

"I will explain the measurss we are taking in my budget speech. Whatever
programmes we do will be within the ambit of the government's affordability and
our commitment to reduce the fiscal deficit," said Najib, who is also Finance

Minister, when replying to a question from Dr Tan Seng Giaw (DAP-Kepong) in the
Dewan Rakyat during question time.

Dr Tan wanted to know the measures taken by the government to strengthen the
economy to tide over with the global economic slowdown and whether the country
could still register the targeted six per cent economic growth this year.

Najib said the strategies to be unveiled would take into account the hardship
faced by low-income earners with a view to help and protect them if a global

economic recession occurred, triggering a hike in the cost of living and
spiralling food prices. -- Bernama

GUA MUSANG: The health ministry has allocated RM1.1 million to the Kelantan state government to implement rural water development projects to ensure people living in rural areas receive clean and adequate water supply.

Deputy health minister Datuk Rosnah Abd Shirlin said the projects consist of
controlled wells, feed gravity system as well as piped connection from Syarikat
Air Kelantan Sdn Bhd (AKSB).

"The allocation is channelled to state health department to implement the projects," she said after attending the handing-over of the projects to Sungai

Terah residents here.

She said to date, Kelantan received 84.7 per cent of clean water supply
encompassing 223,115 households.

Only 40,212 households have yet to have clean water supplied by the ministry or
by AKSB. She expressed hopes that Gua Musang will receive 100 per cent water supply as soon as possible. To ensure the water is safe for consumption, she adviced residents to follow a few simple rules, namely:

  • Boil water before drinking;
  • The wells and feed gravity system need to be chlorinated periodically to kill off bacteria and reduce contamination risk; and
  • Trees or plants near water catchment areas should not be cut down to prevent the water source from drying up.

She also said this year, Kelantan has recorded six cholera, 28 typhoid and 2,168

food poisoning cases to date.

"These diseases still pose a risk to rural folk," she said.

MUAR: Prime Minister Datuk Seri Najib Razak's achievements since taking over the mantle of the country last April had received praise from MCA.


In commending Najib for his hard work, MCA president Datuk Seri Dr Chua Soi Lek said Barisan Nasional's victories in the Nov 4 Galas and Batu Sapi by-elections were due to the people's acceptance of Najib's 1Malaysia concept.

Dr Chua said the Chinese were pragmatic people who will support the Prime Minister for doing what is good for the country.

"MCA is confident the results (of two by-elections) will serve as momentum to regain support of the community for the next general election," he said after opening a RM500,000 building and a hall in the SJKC Chung Hwa 3 last Thursday.


The speech was made on Dr Chua's behalf by Johor MCA secretary Tay Puay Chuan, who is also MCA Muar division chief.

Dr Chua said Najib's assurance that BN pledges in Galas and Batu Sapi would be fulfilled was a positive step to win the trust and confidence of the people.

He said by making continuous changes, BN would become a party that will received strong support.

"The victory of the two by-elections is an indication that BN's is ready and will do well in the next general election."

Dr Chua also said the Economic Transformation Programme (ETP) was a clear-cut strategy and a roadmap towards making Malaysia a high-income economy.

Earlier, deputy youth and sports minister Datuk Razali Ibrahim, who is also the Muar MP, said investment in education was not measured by ringgit and sen but by quality.

MAS fair value cut, stock declines

Malaysian Airline System Bhd, the national carrier, fell 1.5 percent in Kuala Lumpur trading after OSK Holdings Bhd cut its fair value for the stock to RM1.15.

Kim Loong jumps after tripling Q2 profit

Kim Loong Resources Bhd, a Malaysian palm oil and cocoa producer, rose the most in two months after it said fiscal second-quarter profit almost tripled to RM33.3 million.

The stock climbed 2.6 percent to RM2.01 at 9:31 a.m. local time, set for its steepest gain since July 27. -- Bloomberg

SERBIA'S Janko Tipsarevic has compatriot Viktor Troicki to thank after he captured his maiden career ATP Tour title at the Malaysian Open in Bukit Jalil yesterday.

Tipsarevic, the third seed, turned in an inspired performance to end Cypriot wild card Marcos Baghdatis' gallant run in the tournament with a 6-4, 7-5 win in the 127-minute final.

The World No 17 turned to Troicki, who lost to Baghdatis in the semi-finals, for tips on playing the Cypriot just hours before the final.


"Troicki told me not to feel frustrated or get angry if I drop points on my serve as Baghdatis also gives chances to break him on his serve. I remembered his advice when Baghdatis had broken me once to lead 3-0 in the first set," said Tipsarevic, who turned professional in 2002, at Putra Stadium.

On what he did differently at the Malaysian Open, Tipsaveric said he mixed his game with a variety of defensive and offensive shots.

"In previous finals, I played either too offensive or too defensive but today (yesterday) I balanced it and it made a difference. This victory means a lot especially to win it here where I feel very comfortable," he said.


It was a nervy start for Tipsarevic, a finalist at Delray Beach and Eastbourne this season, as he struggled with his first serve in his opening two service games and found himself down 3-1 in the first set.

But the 27-year-old rallied back by mixing his shots to break Baghdatis' serve twice to take a 5-3 lead before his opponent won the next game to reduce the deficit.

The Belgrade-born, however, remained calm to claim the 10th game on his serve for the first set in 52 minutes.


Baghdatis started confidently in the second set by holding serve in the first game but Tipsarevic raised his game to break the third and fifth games for a 4-1 lead.

The champion lost the following two games but managed to hold his serve in the eighth game for a 5-3 lead. Tipsarevic, however, got nervous and allowed Baghdatis back into the match as the World No 60 levelled proceedings at 5-5.

After breaking the 11th game for a 6-5 lead, Tipsarevic, who was on serve in the next game clinched the winning point on his third match point attempt after Baghdatis had hit his return into the net.

"I admit I felt a bit nervous as I've not won a title before in the closing stages of the match but luckily I managed to recover in time." he added.

Tipsarevic left for Tokyo yesterday to compete in the Japan Open where he will open his campaign against Russia's Dmitry Tursunov in the first round on Wednesday.

Motor racing / Rally Hokkaido: Proton proving to be dominant force

PROTON emerged a dominant force in Rally Hokkaido with three cars finishing on the podium in Round Five of the FIA Asia Pacific Rally Championship (APRC) in Japan yesterday.

In the main event, Alister McRae turned around his misfortunes on Saturday to finish third in the Satria Neo S2000.

Beginning the second leg 31.4 seconds adrift of second-placed Katsuhiko Taguchi in the Mitsubishi Lancer Evolution X, McRae won two of the morning's four special stages to close the gap to within 18.5s.


McRae kept the pressure on the two front running Mitsubishis but in the end had to be content with third place despite closing the gap to within 8.8s and being the fastest driver on Leg Two of the rally.

The results in Japan will set the stage for a three-way battle for this year's APRC crown with McRae leading Proton teammate Chris Atkinson followed by Indian driver Gaurav Gill in a Mitsubishi Lancer Evolution X.

The final round of the APRC will be held in Longyou, China in November.


"We had a good run in Japan considering the terrain and stages suited the turbo-charged four-wheel drive cars better," said Proton motorsports head Datuk Abdul Razak Dawood.

"The results might have been different had it not been for McRae's puncture and Atkinson's retirement on the first day but that's the nature of rallying.

"Having said that the Satria Neo S2000 performed well against the more powerful turbo-charged cars and the results are testimony to the level of progress we have made in terms of development of the car."


An equally celebrated result for Proton in Rally Hokkaido was the dominant drive demonstrated by its two Group N 1600 Satria Neos.

Proton clinched two more podium finishes with Malaysian Karamjit Singh and Japanese teammate Akira Bamba finishing first and second respectively in the APRC 1600cc Two Wheel Drive category.

Bamba also secured the inaugural FIA APRC Junior Championship title with the Cusco prepared Proton Satria Neo Group N rally car.

Another Malaysian driver Gunaseelan Rajoo meanwhile, clinched the Class 'A' title in the APRC 1600cc Two Wheel Drive category.
